Creating resources for Hop Ly commune to develop quickly and sustainably

After the merger, some communes in the new Phu Tho province encountered many difficulties due to the lack of qualified and professional staff to operate the two-level local government apparatus.

Sharing the same situation, the midland and mountainous commune of Hop Ly (new) after the merger lacked staff and civil servants in the fields of construction, finance, information technology, etc., leading to difficulties in performing tasks.

Hop Ly Commune (new) was established on the basis of merging three communes: Hop Ly, Quang Son and Ngoc My, belonging to Lap Thach District, Vinh Phuc Province (old). With a fairly large natural area of ​​more than 34 km2, a population of nearly 20,000 people, this is a community with diverse ethnic composition, long-standing attachment to the cultural space of the northern midland and mountainous region.

Hop Ly Commune (new) has certain advantages such as fertile land, fresh air, suitable soil for growing industrial crops and fruit trees. People still preserve many traditional customs and practices, which are both cultural beauty and soft resources for ecotourism development.

Immediately after coming into operation, Hop Ly commune (new), one of the few administrative units, soon established a Steering Committee on science , technology development, innovation and digital transformation. Party Secretary Nguyen Cong Vo said: One of the three breakthrough solutions of this term is to build an effective and efficient digital government.

The commune will carry out activities to promote digital economy in agriculture; improve digital skills for people; develop synchronous digital infrastructure; aim to build a smart, modern commune, serving people and businesses well.

The local government quickly completed the apparatus and renovated the hall of Quang Son commune (old) to become the Public Administration Service Center. After two months of operation, the Public Administration Service Center of the commune has received more than 1,400 records, 100% of which have been digitized.

When organizations and individuals come to carry out administrative procedures, they are supported, guided, explained, and informed about the required documents by the commune civil servants.

Mr. Duong Van Thanh from Son Kich village came to the commune to do the procedures to change the land use right certificate and said: "This is the third time I have come to the commune headquarters to do the procedures. I did not encounter any difficulties because the commune officials guided me very carefully and sent officers to measure the current status of the land and help me complete the documents."

This is a positive signal showing the rapid movement of the grassroots government in administrative reform and building digital government. Along with digital transformation, the commune also focuses on building and developing the infrastructure system, prioritizing traffic infrastructure and developing agriculture in an ecological, efficient and sustainable direction.

This land has a long tradition of good livestock farming, with many large farms and ranches. In the coming time, the commune will promote the restructuring of the agricultural sector, encourage the development of pig, chicken, pigeon, deer, civet farming..., and encourage people to grow crops with strengths and high economic efficiency such as Morinda officinalis, chili, dragon fruit, black xạ, black canarium...

However, currently, Hop Ly commune (new) is facing many challenges due to a shortage of 18 civil servants compared to the quota. The government sector alone is short of 12 civil servants, mainly in the fields of construction, transportation, environment, education, and information technology.

For example, the Economic-Infrastructure Department does not have civil servants capable of appraising estimates and final accounts. The Party and mass organizations lack accounting civil servants, affecting transaction activities. The Public Administration Service Center only has one judicial civil servant who cannot keep up with the work.

Chairman of the People's Committee of the commune Nguyen Thieu Huy said: The education sector alone lacks 43 teachers, of which the secondary school level lacks 29 teachers in the subjects of Literature, History, and Foreign Language. The commune invited a number of education management officials to appoint Deputy Heads of the Department of Culture and Society, but they all refused.

Meanwhile, in the commune, there are many unfinished projects due to lack of capital, such as some inter-commune and inter-village traffic routes; some irrigation canal projects and schools are also lacking capital.

The commune's budget revenue only reached an average of 67.6 billion VND/year in the 2020-2025 period, leading to limited investment capacity for infrastructure and social services.

To create resources and driving force for development, Hop Ly commune (new) determined not only to rely on internal resources but also to proactively expand regional connections. With its location on National Highway 2C connecting Phu Tho province with Tuyen Quang, along with Provincial Road 305, the commune aims to develop trade-services, eco-tourism, and high-tech agriculture.

The mountainous areas, natural forests, and colorful cultural spaces are the potential to develop community tourism, linking culture with the economy.

To quickly resolve the difficulties in human resources, Phu Tho province needs to accompany, have mechanisms, arrange enough staff for Hop Ly commune (new), support capital for infrastructure investment, organize training for commune officials on digital transformation, land and environmental management. At the same time, the province needs to have policies to support local agricultural products and community tourism, creating conditions for the commune to realize the goal of rapid and sustainable development.
