On the afternoon of June 4, the first conference of the Steering Committee of the Ministry of Public Security on science, technology, innovation, digital transformation and Project 06 (Steering Committee 57 of the Ministry of Public Security) took place in Hanoi.
General Luong Tam Quang, Politburo member, Minister of Public Security, Head of Steering Committee 57 of the Ministry of Public Security chaired the Conference.
Converting work status to electronic environment
At the Conference, Minister Luong Tam Quang acknowledged and commended the efforts in developing science , technology, innovation, digital transformation and Project 06 of the entire Public Security force in recent times.
In the coming time, Minister Luong Tam Quang suggested that the entire force needs to unify its awareness of the position, role, and special importance of the task of developing science and technology, innovation, digital transformation, and Project 06; identifying this as a key task, demonstrating the exemplary and pioneering role of the entire force, the capacity and fighting strength of each Party organization, and the implementation results are important criteria for assessing the capacity of leaders at all levels in the People's Public Security.
Minister Luong Tam Quang emphasized that as the revolutionary people's armed forces, more than anyone else, the people's public security force must clearly demonstrate its pioneering and exemplary role, effectively implementing the Party's strategic policies and the direction of General Secretary To Lam on science and technology development, innovation and digital transformation, thereby leaders and commanders at all levels in the People's Public Security must uphold their responsibilities; units with direct responsibilities must ensure the progress and quality of each assigned task.
The entire People's Public Security force actively deployed to ensure the progress of professional software, software to convert working status to electronic environment; strongly deployed the movement "Digital popular education", highly promoted the role of the Youth Union and Women's Union, creating a vibrant, "voluntary" and "self-conscious" emulation movement in the entire People's Public Security force to implement digital transformation.
Strengthen the Steering Committee for Science and Technology Development, Innovation, Digital Transformation and Project 06 from the Steering Committee for Digital Transformation of the Public Security of units and localities; each Party Committee has a specialized resolution to lead and direct the implementation of this task.
At the same time, the entire force has a unified understanding of the main tasks of developing science and technology, innovation, digital transformation and Project 06 of the People's Public Security. Many results on providing public services online
At the conference, Deputy Minister of Public Security Nguyen Van Long said that in recent times, under the leadership of the Party and State, the People's Public Security force has had many policies and guidelines to promote the application of science and technology development in digital transformation, actively participating in the Fourth Industrial Revolution and achieving many important results.
Leaders, officers and soldiers of the police units and localities have clearly recognized their pioneering and exemplary role in national digital transformation. Typically, the Ministry of Public Security has built and put into operation the National Population Database, advising the Government to deploy Project 06 as a premise for building the National Data Center, the foundation of national digital transformation.
After more than 2 months of establishing Steering Committee 57 of the Ministry of Public Security, the work on science and technology development, innovation, digital transformation and Project 06 in the People's Public Security continued to achieve some positive results. The tasks of the Ministry of Public Security in implementing Project 06 basically maintained progress and pace.
Specifically, VNelD has so far provided dozens of utilities with tens of millions of identification accounts; recently piloted biometric identification at Terminal T3, Tan Son Nhat Airport, Ho Chi Minh City; collected public opinions to participate in amending the Constitution with tens of millions of participants.
Since implementing Project 06, the Ministry of Public Security has proactively reviewed and proposed to simplify hundreds of administrative procedures. In addition, the construction of the National Data Center has been directed strongly and achieved some initial results.
Institutions serving digital transformation continue to be reviewed and completed with a number of documents implementing the Data Law being focused on building; work related to the Law on Personal Data Protection, amending and supplementing the Law on State Secrets Protection, merging the Law on Cyber Security and the Law on Network Information Security...
Regarding the provision of online public services in the public security sector, the Ministry of Public Security's Public Service Portal continues to maintain a high rate of receiving online records (an average of over 5 million records/month, with an online rate of over 95%; continuing to provide online payment utilities, electronic receipts, SMS messaging, and email). At the same time, it continues to maintain uninterrupted provision of 47 online public services in 5 newly received fields from ministries and sectors (Issuing judicial records; ensuring information security and network security; testing and granting driving licenses; ensuring aviation security)...
In their discussions at the Conference, delegates focused on assessing the current situation and proposing solutions to make breakthroughs in science, technology, innovation, digital transformation and Project 06 in the coming time, such as: enhancing the application of VNeID for economic and social development and crime prevention and control; national standards on cyber security; researching the application of technology to expand the users of automatic door systems in entry and exit at airports.../.
