Create a vibrant emulation movement on digital transformation throughout the entire police force.

On the afternoon of June 4th, the first meeting of the Steering Committee of the Ministry of Public Security on the development of science, technology, innovation, digital transformation and Project 06 (Steering Committee 57 of the Ministry of Public Security) took place in Hanoi.

General Luong Tam Quang, Member of the Political Bureau, Minister of Public Security, and Head of the Steering Committee 57 of the Ministry of Public Security, chaired the conference.

At the conference, Minister Luong Tam Quang acknowledged and commended the efforts of the entire police force in developing science and technology, innovation, digital transformation, and Project 06 over the past period.

Looking ahead, Minister Luong Tam Quang suggested that the entire force needs to unify its understanding of the position, role, and special importance of the task of developing science and technology, innovation, digital transformation, and Project 06; identifying this as a key task, demonstrating the exemplary leadership of the entire force, the capacity and fighting strength of each Party organization, and the results of implementation as an important criterion for evaluating the competence of leaders at all levels in the People's Public Security.

Minister Luong Tam Quang emphasized that, as part of the revolutionary people's armed forces, the People's Public Security force, more than anyone else, must clearly demonstrate its pioneering and exemplary role, effectively implementing the Party's strategic policies and the directives of General Secretary To Lam on the development of science and technology, innovation, and digital transformation. Therefore, leaders and commanders at all levels within the People's Public Security force must uphold their responsibilities; units with direct responsibilities must ensure the progress and quality of each assigned task.

The entire People's Public Security force is actively deploying and ensuring the progress of professional software and software for transitioning to an electronic working environment; vigorously promoting the "Digital Literacy Movement" among the people, maximizing the role of the Youth Union and Women's Association, creating a vibrant, "voluntary," and "self-aware" emulation movement throughout the People's Public Security force in implementing digital transformation.

Strengthen the Steering Committee for Science and Technology Development, Innovation, Digital Transformation, and Project 06 from the Steering Committee for Digital Transformation of the Public Security units and localities; each Party committee shall have a specialized resolution to lead and direct the implementation of this task.

At the same time, the entire force unified its understanding of the main tasks of developing science and technology, innovation, digital transformation, and the People's Public Security's Project 06. Many results regarding the provision of online public services.

At the conference, Deputy Minister of Public Security Nguyen Van Long stated that in recent years, under the leadership of the Party and the State, the People's Public Security force has implemented many policies and initiatives to promote the application and development of science and technology in digital transformation, actively participating in the Fourth Industrial Revolution and achieving many important results.

Leaders, officers, and soldiers of the police force at all levels and localities have clearly recognized their pioneering and exemplary role in the national digital transformation. Notably, the Ministry of Public Security has built and put into operation the National Population Database, and advised the Government to implement Project 06 as a prerequisite for building the National Data Center, the foundation of national digital transformation.

Over the past two months since the establishment of the Steering Committee 57 of the Ministry of Public Security, work related to the development of science and technology, innovation, digital transformation, and Project 06 within the People's Public Security has continued to achieve positive results. The tasks of the Ministry of Public Security in implementing Project 06 have basically maintained their progress and pace.

Specifically, VNelD has so far provided dozens of services with tens of millions of verified accounts; recently, it piloted biometric identification at Terminal 3, Tan Son Nhat Airport, Ho Chi Minh City; and collected public opinions on amending the Constitution with tens of millions of participants.

Since the implementation of Project 06, the Ministry of Public Security has proactively reviewed and proposed simplification of administrative procedures for hundreds of procedures. In addition, the construction of the National Data Center has been decisively directed and has achieved some initial results.

The institutional framework for digital transformation continues to be reviewed and improved, with several documents implementing the Data Law currently under development; related work includes the Law on Personal Data Protection, amendments and additions to the Law on Protection of State Secrets, and the consolidation of the Law on Cybersecurity and the Law on Network Information Security...

Regarding the provision of online public services in the police sector, the Ministry of Public Security's Public Service Portal continues to maintain a high rate of online application acceptance (an average of over 5 million applications per month, with an online rate exceeding 95%; it continues to provide online payment utilities, electronic receipts, SMS messaging, and email). At the same time, it continues to maintain uninterrupted provision of 47 online public services across 5 newly acquired areas from other ministries and agencies (Issuance of criminal record certificates; ensuring information security and cybersecurity; driver's license examination and issuance; ensuring aviation security, etc.).

During the conference, delegates focused on assessing the current situation and proposing solutions to achieve breakthroughs in science, technology, innovation, digital transformation, and Project 06 in the coming period, such as: strengthening the application of VNeID for economic and social development and crime prevention; national standards on cybersecurity; research on applying technology to expand the scope of using automatic gate systems for entry and exit at airports.../.
