Previously, following the direction of the Provincial Steering Committee for Urban Development and Administrative Unit Reorganization, the Provincial People's Committee issued a plan clearly defining the tasks, work to be performed, completion timelines, and responsibilities in implementing Resolution No. 1241 of the National Assembly Standing Committee.
Building consensus to implement the resolution
Right from the outset, Quang Nam province focused on effective communication, established a Steering Committee, and assigned specific tasks to relevant departments and localities in implementing the plan for rearranging district and commune-level administrative units in the province during the 2023-2025 period.
During the implementation process, except for the merger plan of Tien Son and Tien Cam communes (Tien Phuoc district), which required a second voter consultation meeting, in the remaining localities, voters generally expressed strong agreement with the draft administrative unit merger plan presented for feedback.
Receiving strong support from officials, Party members, and the people, the project was completed ahead of schedule as required by the Ministry of Interior . The project was highly appreciated by the Central Inter-Ministerial Appraisal Council and the National Assembly's Law Committee; and was approved by the National Assembly Standing Committee in accordance with the plan proposed by Quang Nam province.
It should be added that, to address the difficulties and obstacles identified due to the implementation of the administrative unit merger policy, especially regarding the handling of redundant personnel, the Provincial People's Committee has submitted to the Provincial People's Council resolutions on the regime and policies for redundant officials, civil servants, and employees resulting from the reorganization of administrative units. These include regulations on financial support for district and commune-level administrative units undergoing reorganization; and regulations on support policies for redundant contract workers during the reorganization of district-level administrative units in the 2023-2025 period.
Resolution No. 1241 of the Standing Committee of the National Assembly takes effect from January 1, 2025. Accordingly, Quang Nam province will reduce 1 district-level administrative unit (reorganizing Nong Son and Que Son districts to form the new Que Son district) and 8 commune-level administrative units. In Plan No. 8943, dated November 18, 2024, the Provincial People's Committee assigned the Department of Internal Affairs - the Standing Agency of the Steering Committee - to monitor, inspect, guide, and urge the implementation of Resolution No. 1241. Periodically or on an ad hoc basis, it will advise the Provincial People's Committee to report the results of the implementation of related tasks in the plan to the Steering Committee and the Ministry of Internal Affairs as prescribed.
In addition, the Provincial People's Committee's advisory body will decide on the list and number of job positions and continue to implement downsizing and restructuring of the staff of civil servants and public employees in accordance with the resolutions and conclusions of the Party, the provisions of the law, and the actual situation of the locality. It will coordinate with the People's Committee of Que Son district to develop a plan for the placement and resolution of surplus officials and civil servants after the reorganization of Que Son and Nong Son districts.
According to Tran Thi Kim Hoa, Director of the Department of Internal Affairs, the Provincial People's Committee organized a ceremony to announce Resolution No. 1241 of the Standing Committee of the National Assembly to all people in Quang Nam province regarding the rearrangement of some district and commune-level administrative units in the period 2023 - 2025.
This is especially important in localities implementing the reorganization of district and commune-level administrative units in the 2023-2025 period, aiming to create high consensus and unity when organizing the implementation of Resolution No. 1241. This will create momentum for the continued successful fulfillment of political tasks at the unit, local, and provincial levels.
Reorganizing the organization and removing redundant staff.
Following the merger of Que Son and Nong Son districts, on November 29, 2024, the Standing Committee of the Provincial Party Committee issued a plan for the reorganization of the Party organization and administrative apparatus; and the arrangement and placement of cadres, civil servants, and public employees in the newly merged Que Son district.
The principle is to merge the Party, government, Fatherland Front, political and social organizations, and similar units of the two districts in their current state, ensuring compliance with legal principles and regulations.
The number of leaders, managers, and civil servants in Party, government, Front, socio-political organizations, and public service units of the newly reorganized district shall not exceed the total number of leaders, managers, and civil servants existing before the reorganization.
No later than five years from January 1, 2025, the number of leaders, managers, and civil servants in agencies and organizations at the reorganized administrative unit must comply with regulations.
According to the issued plan, regarding the reorganization of Party organizations, the plan involves merging 2 grassroots Party committees (1 military Party committee, 1 police Party committee); and 33 grassroots Party branches in Party, government, Front and political-social organizations, and public service units under the Nong Son District Party Committee into the corresponding Party organizations of agencies and units under the Que Son District Party Committee.
The Party Committees of Son Vien and Que Loc communes were merged. The remaining grassroots Party organizations belonging to the Nong Son District Party Committee were incorporated into the Que Son District Party Committee. The new Que Son District Party Committee now has 21 Party committees and 42 grassroots Party branches; 217 branches directly under the grassroots Party committees; and 4,892 Party members.
Regarding the arrangement and deployment of cadres, civil servants, and public employees, initially, the standing committees of the district-level Party committees in the two districts will be merged in their current state; a new Secretary and Chairman of the People's Council of Que Son district will be appointed; four deputy secretaries will be appointed (including one who is also the Deputy Secretary and Chairman of the People's Committee of the district); one deputy secretary who is not old enough to be re-elected will be encouraged to retire early; and one deputy secretary will be transferred to the province or another locality.
The two districts have a total of 22 members of the Provincial Party Standing Committee. The plan is to assign 20 members to the newly established Que Son district and assign 2 members to work at the provincial level or to other localities.
Regarding the 67 members of the District Party Committee, the proposed plan is to assign 63 members to the new Que Son district and assign 4 members to work at the provincial level or in other localities…
Provincial Party Secretary Luong Nguyen Minh Triet - Head of the Provincial Steering Committee for Urban Development and Administrative Unit Reorganization - requested Party committees, Party organizations, and leaders of agencies, units, and localities to continue strengthening propaganda and mobilization efforts to create consensus within the political system, among Party members, civil servants, and the people regarding the reorganization of administrative units.
Implement the restructuring and reorganization of the administrative apparatus, assign surplus officials and civil servants; and arrange and allocate public assets after the restructuring of district and commune-level administrative units in accordance with current regulations, avoiding loss and waste.
