Building public consensus on the plan to merge provincial and commune-level administrative units.

Currently, localities in the province are actively implementing the content, sequence, and procedures for soliciting opinions from the people, specifically voter representatives of households, on the Vinh Phuc province's 2025 plan for rearranging commune-level administrative units; and the plan to merge Vinh Phuc, Hoa Binh , and Phu Tho provinces to form a new province called Phu Tho.

Immediately upon receiving instructions from Tam Duong district, Hoang Dan commune organized a meeting to assign tasks, provide guidance, and implement the content, procedures, and steps for soliciting public opinion on the plan for rearranging administrative units at the provincial and commune levels for officials, civil servants, Party branch secretaries, village heads, and heads of village Fatherland Front committees. At the same time, commune leaders directly discussed and clarified any obstacles to ensure that the opinion survey process was conducted in a way that was practical, fostered the highest level of public consensus, and complied with legal regulations.

During the consultation process, Hoang Dan commune also focused on propaganda work, both creating consensus and encouraging the people to be active and responsible, clearly demonstrating their rights and obligations in participating in providing feedback on the rearrangement of provincial and commune-level administrative units.

Thanh Van commune is also urgently completing the process of gathering voter opinions on the plan for rearranging administrative units at the provincial and commune levels, ensuring transparency, democracy, and compliance with the law. This aims to create high consensus and unity within the entire political system, especially gaining the trust and support of the people for this policy.

According to the province's 2025 plan for rearranging commune-level administrative units, Vinh Phuc will reorganize 121 current communes, wards, and towns to establish 36 new commune-level administrative units, comprising 32 communes and 4 wards, reducing the number of commune-level administrative units by over 70%. According to the provincial merger plan, Vinh Phuc, Hoa Binh, and Phu Tho provinces will merge to form a new province called Phu Tho.
