Following the directives of the State Bank of Vietnam , to implement the application of the Citizen Identification Card (CCCD) to verify customer information and combat fraud in the banking sector, banks in the province have updated customer information from the old ID card to the chip-embedded CCCD card, updating customer biometric information. To date, eight credit institutions in the province have implemented unsecured loans (under 100 million VND) based on assessing the creditworthiness of borrowers using the national population database, giving people access to legitimate capital without collateral or proof of income, thus reducing reliance on "black market" loans.
Notably, all 125/125 medical facilities in the province have now implemented the policy of accepting citizens for medical examinations and treatment covered by health insurance using their citizen identification cards.
Furthermore, to effectively implement the group of utilities serving digital citizens and complete the ecosystem for connecting, exploiting, and enriching population data, the Provincial Police force closely coordinated with all levels, sectors, and localities to actively clean up population data, ensuring that population data is "accurate, complete, clean, and active." The Provincial Police received over 1.2 million applications for citizen identification cards. Of these, over 1.1 million applications were for new cards; nearly 67,000 applications were for replacement or re-issuance; and over 1.1 million citizen identification cards have been delivered to citizens for use (reaching 99.9%).
Regarding infrastructure and data development, the province has completed the deployment of a dedicated digital data transmission network down to the commune level and has implemented 7 out of 7 shared digital platforms as requested by the Ministry of Information and Communications. Data is connected and shared across 10 applications with shared provincial data via the provincial data integration and sharing platform (LGSP); and 23 data sharing services are connected via the national data integration and sharing platform (NDXP). The province's Intelligent Operations Center (IOC) has connected to 13 management areas and 43 data types with 353 information fields (including 39 data types with 262 information fields in real time).
The Ca Mau Provincial Intelligent Operations Center (IOC) meets the requirements for direction and management of all levels of government and agencies, serving e-government, digital government development, and digital economy and society development.
Colonel Tran Van Thi, Deputy Director of the Provincial Police, stated: “A positive development is that the information security monitoring system at the Provincial Data Archive Center has detected and prevented nearly 185,000 attacks in a timely manner. It has also detected and processed 1,965,657 malware samples. Currently, the connection and data sharing between the administrative procedure processing information system and the interconnected public service software has been completed to implement two groups of interconnected electronic administrative procedures as stipulated in Government Decree No. 63/2023/ND-CP dated June 10, 2024, to facilitate citizens in accessing public services. In particular, from October 1, 2024, all necessary conditions have been met and registration has been completed with the task force implementing Project 06 to deploy the issuance of criminal record certificates via the VNeID application throughout the province.”
“In the coming time, the Provincial Police will take the lead and coordinate with relevant units to effectively implement the plan to deploy 40 models of Project 06 in the province. At the same time, we will continue to implement the collection of identity cards according to the regulations in the 2023 Identity Card Law; ensuring that 100% of eligible citizens will have their applications for identity cards processed. We will continue to promote the collection of applications and activation of electronic identification accounts. This includes strengthening the activation of level 2 electronic identification accounts for eligible citizens in the province, and guiding citizens to install and use the VNeID application ,” Colonel Thi said.
