Beyond simply "reducing procedures" and "shortening processing times," the province is accelerating the transformation and upgrading process, using the experience and satisfaction of businesses as a measure of effectiveness. In other words, the province is creating maximum convenience for entrepreneurs.
This has become a key factor determining the attractiveness of the investment environment, the confidence of the business community, and the competitiveness of the province.
Meeting the exact needs of the business.
More than a month after establishing his business, Mr. Ha Van Toan - Director of Gia Khang Co., Ltd. (Pleiku ward) - is still impressed with the experience of going through administrative procedures to register his business in the construction materials sector.
The entire process is conducted online, clearly and easily accessible. From submitting the application to receiving the business registration certificate, it only takes a little over 3 hours. "Compared to before, when many businesses had to spend several days, even months, to complete administrative procedures, this is a huge change," Mr. Toan shared.
Many businesses in Gia Lai are also feeling the change right from the market entry stage – a crucial first step that significantly impacts the entrepreneurial mindset.
This reflects the provincial government's new approach, which is business-centric and uses real-world experience as a criterion for evaluating the effectiveness of administrative procedure reforms.

Mr. Le Van Chanh - Director of Tien Phat One-Member Limited Company (Bien Ho commune), operating in the agricultural product business - said: "Previously, every time I had to go through administrative procedures, I felt apprehensive because the process was complicated and the service attitude wasn't really friendly."
Things are different now. When I registered the additional business line of fertilizer trading for my company, I received very specific guidance, so the paperwork was processed quickly and smoothly.”
Concurring with this view, Mr. Pham Quoc Bao - Director of Nhan Hoa Co., Ltd. (Hoai Nhon Nam ward) said: "We are expanding our investment project to increase the production capacity of Dalop rice paper from 600 tons/year to 1,200 tons/year. This requires going through many administrative procedures such as applying for approval to expand the production plant, preparing documents for the evaluation of outstanding rural industrial products at the national level, etc."
Everything went quite quickly and smoothly. Local authorities and relevant departments provided a lot of support to businesses. This interaction was highly collaborative and supportive, and did not create any difficulties for businesses.

The foundation of this change lies in the province's comprehensive review of administrative procedures under its jurisdiction. Based on this, a plan was developed to reduce the time and costs associated with 1,713 administrative procedures, including 790 procedures directly related to investment, production, and business.
The time taken to process administrative procedures has been reduced by an average of over 55%, exceeding the target set by the Government . Notably, the province has not only "reduced paperwork" but has also focused on standardizing processes, applying information technology, and enhancing the accountability of the agencies responsible for handling these procedures.
The area of business registration – the "gateway" to market entry – has been identified as a crucial area for breakthroughs. Thanks to standardized processes and increased application of information technology, the time required to issue business registration certificates has been shortened from 3 days to approximately 3 working hours.
Mr. Nguyen Tran Thi, Deputy Director of the Investment Promotion Center (Department of Finance), said that this reduction will be implemented from the end of 2025. The goal is not only to make it faster but also easier to understand and implement, helping businesses feel secure right from the start, especially small and medium-sized enterprises (SMEs) - a group vulnerable to lengthy and complicated procedures.
Build trust to attract more investors.
While business registration is the starting point, administrative procedures related to investment, land, and construction have long been considered the biggest "bottleneck." Recognizing this issue, at the end of 2025, the Provincial People's Committee issued a Regulation on inter-agency coordination between departments and agencies in the fields of investment, land, environment, construction, and fire prevention and control.

Thanks to the interconnected mechanism, the processing time for administrative procedures for investment projects outside economic zones and industrial parks has decreased from 242 days to 60 days; and for projects within economic zones and industrial parks, it has decreased from 145 days to 38 days.
This streamlining process not only helps businesses implement projects sooner but also reduces overlapping responsibilities and shirking of accountability – a major concern for investors. Removing this bottleneck means building greater trust among investors.
Ms. Nguyen Thi Lam Phuong - General Director of Tay Nguyen Energy Resource Technology Joint Stock Company - informed: With the TRE - Dak Doa high-tech agricultural project, the company only needs about 2 months to complete the administrative procedures related to investment, shortening the process by at least half a year compared to before.
"Many investors used to be discouraged by lengthy land and environmental procedures. These changes have helped us maintain our enthusiasm and confidence in implementing investments," Ms. Phuong commented.
Another step forward is the implementation of administrative procedures that are independent of administrative boundaries. When 100% of administrative procedures are configured according to this mechanism, businesses are no longer "tied" to a fixed administrative space, thereby significantly reducing transaction costs and travel time.
In addition, the province has promoted decentralization and delegation of authority with 14 decisions, assigning 258 administrative procedures to departments and agencies; at the same time, it has further decentralized 42 administrative procedures in key areas. The processing procedures are therefore more flexible, but this also places higher demands on administrative discipline and staff capacity.
The province has also announced that 436 administrative procedures have had their documentation replaced by data; and organized training for 6,276 commune-level officials and civil servants on digital skills, technology, and artificial intelligence. This forms the foundation for stable and sustainable operational reform.
Mr. Tran Ngoc Phan, Secretary of the Party Committee of Ia Dom commune, stated: "When officials are equipped with digital skills and clear procedures, serving the people and businesses will be more proactive, confident, and effective."
The province's efforts in administrative procedure reform are reflected in the 2025 figures: 95.2% of applications were processed online; 97.6% of applications were processed on time; the Citizen and Business Service Index reached 96.63 points, ranking 2nd out of 34 provinces and cities nationwide.
At the press conference announcing the results of administrative procedure reform at the end of 2025 (December 30, 2025), Vice Chairman of the Provincial People's Committee Lam Hai Giang affirmed: Gia Lai is steadfast in its goal of building an action-oriented government that accompanies investors and businesses; and will continue to reform even more strongly to create a transparent, open, and consistent investment environment.
It's not just about faster administrative procedures, but about clarity, accountability, and predictability. When these factors improve, administrative procedure reform is no longer just a slogan, but becomes a real driving force for local economic development.
