Since the beginning of the term, the workload of the National Assembly and the National Assembly Standing Committee has been increasing. In addition to the planned tasks, there have been many unexpected and arising tasks, with more difficult and complicated nature, unprecedented, requiring more comprehensive and timely tasks; contributing to important results in all aspects of the country.

According to the report, to date, the agencies have completed 89/109 contents and tasks in the Action Program of the National Assembly Party Delegation (reaching 81.7%). Of which, the Law Committee (with 12/12 tasks), the Judiciary Committee (7/7) and the Institute for Legislative Studies (3/3) completed 100% of their tasks; the Foreign Affairs Committee completed 9/11 tasks, and the National Assembly Office completed 10/12 tasks.

The Law Committee has presided over helping the National Assembly Party Delegation develop projects to submit to the Central Executive Committee and the Politburo , typically Resolution No. 27-NQ/TW on building and perfecting the socialist rule-of-law state in the new period, and submitting to the Politburo for promulgation of Conclusion No. 19-KL/TW on the Project on Orientation of the Law-making Program for the 15th National Assembly term.

The Judiciary Committee has advised the National Assembly Party Delegation to draft Politburo documents on the work of preventing and combating corruption and negativity by the Central Steering Committee on preventing and combating corruption and negativity.

Of the 156 legislative tasks, the agencies have completed 131 tasks (83.97%). In particular, the Law Committee is the core to assist the National Assembly and the National Assembly Standing Committee in performing their legislative functions; preside over the examination and assist the National Assembly Standing Committee in preparing the draft Law and Ordinance Development Program; examine and advise on revising and perfecting the Housing Law, the Capital Law, the Archives Law, etc.

The Judiciary Committee presides over the examination, advises, and assists the National Assembly and the National Assembly Standing Committee in revising and finalizing for approval: 3 laws, 3 ordinances, and 4 resolutions of the National Assembly and the National Assembly Standing Committee.

The Secretary General of the National Assembly and the Office of the National Assembly have coordinated with agencies to successfully organize 14 National Assembly sessions. In the first 6 months of 2024, 4 National Assembly sessions, 19 meetings of the National Assembly Standing Committee, 1 Conference of full-time National Assembly deputies were organized...

In addition, the Law Committee presides over the consultation on difficult, complicated, and broad-based supervision topics of the National Assembly Standing Committee, such as the implementation of resolutions of the National Assembly Standing Committee on the arrangement of district- and commune-level administrative units in the 2019-2021 period... The Judiciary Committee presides over the examination of Government reports on crime prevention and control, law enforcement, and corruption prevention and control.

The agencies have coordinated to successfully organize question-and-answer sessions at National Assembly sessions and National Assembly Standing Committee meetings; advised the National Assembly and the National Assembly Standing Committee to issue many important decisions. The Secretary General of the National Assembly and the National Assembly Office have coordinated well with the Central Party Office, ministries, branches and localities to advise and serve the activities of the National Assembly Chairman and Vice Chairmen, ensuring practicality and effectiveness...

On behalf of the National Assembly Party Delegation and the National Assembly Standing Committee, National Assembly Chairman Tran Thanh Man acknowledged and commended the serious and responsible working spirit of the Committees, the National Assembly Office, and the Institute for Legislative Studies, which contributed significantly to the overall achievements of the National Assembly and the National Assembly Standing Committee over the past half term.

The National Assembly Chairman requested that the Committees and agencies coordinate well in drafting laws and resolutions right from the first stage; improve the quality of supervision work with focus and key points. Based on the regulations and rules on assigned functions and tasks, the agencies should perform "the right role, know their stuff".

Regarding the key tasks in the coming time, the National Assembly Chairman requested agencies to coordinate closely and focus on the remaining 3 regular sessions of the 15th National Assembly term; especially preparing content and building the expected program of the 8th Session; coordinating to advise on the organization of the 6th Conference of Full-time National Assembly Deputies.

Agencies speed up the progress of the remaining contents and projects under the Action Program of the National Assembly Party and legislative tasks according to Plan No. 81/KH-UBTVQH15 and Plan No. 734/KH-UBTVQH15 of the National Assembly Standing Committee.

In particular, the Law Committee urgently reviewed, summarized, and coordinated preparations to promptly supplement important law projects: Law on Organization of the National Assembly, Law on Organization of the Government, Law on Organization of Local Government, Law on Cadres and Civil Servants, amendments to the Law on Election of National Assembly Deputies and People's Council Deputies...; completed the Project on innovation and improvement of the law-making process, associated with proposing amendments to the Law on Promulgation of Legal Documents; advised on organizing the Law Forum...

The Judicial Committee focused on revising and perfecting two draft laws and one draft ordinance to submit to the National Assembly and the National Assembly Standing Committee for consideration and approval; and advised on the development of the Politburo's Directive on strengthening the Party's leadership in institutionalizing Party regulations on preventing and combating corruption and negativity into State laws.

The Institute of Legislative Studies continues to stabilize its apparatus, contribute to law-making work and directly serve all aspects of the work of the National Assembly and its leaders.

National Assembly Chairman Tran Thanh Man noted that the Committees and agencies continue to carry out tasks according to the Project to organize the 80th anniversary of the first General Election to elect the Vietnamese National Assembly, and strengthen internal political protection work...
