According to the Ho Chi Minh City Department of Health, after the merger, the total number of public investment projects for the Ho Chi Minh City health sector in the 2021-2025 period will increase from VND 48,549 billion to VND 52,424 billion (of which the old localities such as Ho Chi Minh City have 115 projects, Binh Duong 31 projects, Ba Ria - Vung Tau 8 projects).
In the medium-term period of 2026-2030, the total investment will increase from VND 58,638 billion to VND 65,134 billion (old localities such as Ho Chi Minh City have 82 projects, Binh Duong has 14 projects, Ba Ria - Vung Tau has 2 projects), in addition, the city's health sector also has 6 projects calling for investment under the public-private partnership (PPP) method with a total expected capital of over VND 10,000 billion.
After the merger, the Ho Chi Minh City Department of Health also identified some issues that need to be focused on, including new construction projects, usage plans, and pending projects.
Some typical projects will start construction in 2025 such as: Blood bank, 115 Emergency Center (2nd facility), Tropical Diseases Center, Children's Hospital 1; group of projects to purchase medical equipment; expansion of Ba Ria Hospital...
In addition, typical projects have been completed and put into operation in the medium-term period of 2021-2025.
According to the assessment of the Ho Chi Minh City Department of Health, in reality, there have been many hospital construction projects that have been very effective, but there are still projects that are slow to be put into use for various reasons.
There are still some public investment projects such as Truong Vuong Hospital , the contractor is currently facing financial difficulties affecting the progress of project completion.

Gia Dinh People's Hospital, Ho Chi Minh City People's Committee has issued a document assigning the Department of Finance to preside over and coordinate with relevant agencies to urgently review, advise, and propose the termination of the contract with the construction contractor as requested by the Department of Construction.
Binh Duong 1,500-bed General Hospital has not yet been handed over to the Department of Health.
The Tuberculosis - Lung Hospital and the Mental Hospital have just been handed over construction documents and project acceptance, but there is no decision on handover from the competent authority (house, land).
Vung Tau General Hospital, the project is being investigated and prosecuted in relation to package 25, so the internal audit has not been carried out and the audit report has not been issued. In 2024, the Department of Health was allocated 73,628 billion VND but could not disburse due to the above reason.
Therefore, the health sector recommends that the city's leaders soon have fundamental solutions to help the Ho Chi Minh City health sector better manage public investment projects.
