On the afternoon of February 11th, under the chairmanship of Comrade Nguyen Doan Anh, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee held a meeting to discuss focusing on resolving difficulties for key projects and other important issues.

Attending the conference were: Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial Delegation of National Assembly Deputies; Comrade Do Minh Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Comrade Trinh Tuan Sinh, Deputy Secretary of the Provincial Party Committee; members of the Standing Committee of the Provincial Party Committee; Deputy Chairmen of the Provincial People's Committee; representatives of the Central Party Committees; leaders of the Provincial Party Committee Office, the Office of the Provincial Delegation of National Assembly Deputies and the Provincial People's Council, and the Office of the Provincial People's Committee.
Provincial Party Secretary Nguyen Doan Anh provided information on the results of inspections and surveys regarding the implementation and construction progress of several key investment projects in the province.
At the conference, Provincial Party Secretary Nguyen Doan Anh informed the members of the Provincial Party Standing Committee about the results of inspections and surveys on the implementation and construction progress of several key investment projects in the province, conducted during his recent working trips.
The Provincial Party Secretary stated clearly: Investment plays a very important role in the socio-economic development of the country as well as of each locality, being one of the three pillars of growth, along with consumption and exports. In recent years, Thanh Hoa province has always identified mobilizing resources for investment and development and implementing investment projects in the area as one of its top political tasks, and has achieved very important results.
However, the reality shows that many investment projects in the province are still facing difficulties and obstacles during implementation, leading to delays, prolonged construction, or unfinished investments, causing waste of capital and land resources, and negatively impacting the province's socio -economic development. Specifically, in the Nghi Son Economic Zone, there are currently 127 investment projects facing difficulties, obstacles, delays, or unfinished projects; of which 48 projects have been allocated or leased land but have not yet commenced implementation.

Emphasizing the Central Committee's guiding principles on removing difficulties and obstacles for investment projects to promote economic development and prevent waste, especially the Politburo 's Directive No. 77 on "Plans to remove difficulties and obstacles related to projects and land in inspection, audit, and court rulings in some provinces and cities," Provincial Party Secretary Nguyen Doan Anh requested the Standing Committee of the Provincial People's Committee to direct the Provincial People's Committee and relevant agencies to comprehensively review and assess the current status of investment project implementation throughout the province, including both public and direct investment, clarify difficulties and obstacles, identify specific causes and responsibilities, and then develop a plan to overcome and resolve them to continue implementing and completing projects without delay.
Focus on reviewing public investment projects that are behind schedule or unlikely to be completed, and reallocate funds to complete unfinished projects. Priority should be given to completing key infrastructure projects that have a significant impact on the socio-economic development of localities and the entire province. Accelerate progress and ensure the early completion and commissioning of the Nga Son - Hoang Hoa coastal road, the road from Bim Son Industrial Park to the coastal road in Nga Son district, the road from Voi Junction to Sam Son, and the road from National Highway 47 to Ho Chi Minh Highway in Tho Xuan district...

Emphasizing that resolving difficulties and obstacles for the project must be based on legal regulations and in line with the directives of the Central Committee and General Secretary To Lam, Provincial Party Secretary Nguyen Doan Anh requested the Provincial People's Committee to assign a Vice Chairman to be in charge, and to clearly assign responsibility to relevant departments and the People's Committees of districts, towns, and cities to directly monitor and resolve difficulties and obstacles for each specific project. During the resolution process, if any new issues arise, they must be promptly reported to the Provincial Party Standing Committee and the competent authorities.
In addition, the Provincial Party Secretary also requested the Standing Committee of the Provincial People's Committee to direct a review and assessment of projects facing difficulties and obstacles related to land management and use, which have led to violations by investors and localities, and to report to the Provincial Party Standing Committee and the Provincial Steering Committee for preventing and combating corruption, waste, and negative practices.
At the conference, the Standing Committee of the Provincial Party Committee also gave its opinion on submitting to the Provincial People's Council for promulgation a Resolution amending and supplementing a number of articles of Resolution No. 231 dated January 12, 2019 of the Provincial People's Council (which was amended and supplemented by Resolution No. 319 of 2022 of the Provincial People's Council on amending and supplementing the Land Price Table for the period 2020-2024 in the province).
Concluding this discussion, Provincial Party Secretary Nguyen Doan Anh instructed the Standing Committee of the Provincial People's Committee to direct the Provincial People's Committee and relevant departments to incorporate the opinions expressed at the conference, research and finalize the land price calculation table to be submitted to the Provincial People's Council, ensuring that land prices are calculated in accordance with the law, accurately and completely, without revenue loss, without causing economic damage to the state, and without affecting the province's investment environment. He also instructed the Standing Committee of the Provincial People's Council and its committees to conduct thorough verification in accordance with the law.
