Thanh Hoa: Linking the implementation of the campaign "All people unite to build new rural areas and civilized urban areas" with Directive 24-CT/TU

In recent times, the Fatherland Front at all levels of Thanh Hoa province has linked the implementation of the campaign "All people unite to build new rural areas and civilized urban areas" with Directive No. 24-CT/TU of the Standing Committee of Thanh Hoa Provincial Party Committee on "The campaign for people to donate land to invest in renovating, upgrading and improving infrastructure, focusing on roads in rural and urban areas in the province in a synchronous and modern direction" in many creative ways, suitable to the situation of each locality. Thereby, the role of the people as the subject has been promoted, contributing to changing the face of rural and mountainous areas.

The Fatherland Front (VFF) at all levels focuses on propagating and mobilizing all classes of people to actively participate in the movement of joining hands to build new rural areas associated with the movement "All people unite to build new rural areas and build new rural areas".

Organize to collect opinions and assess people's satisfaction with the results of new rural construction; provide training on knowledge about new rural construction for front officials at all levels, front working committees (CTMT) in residential areas; enhance the role of the People's Inspection Committee and community investment supervision committee in supervising new rural construction investment projects in the community.

At the same time, propagate and mobilize people to be exemplary in participating in supporting money and labor to repair and upgrade rural roads, cultural houses, schools, medical stations, environmental sanitation, and build "bright, green, clean, beautiful, and safe" residential landscapes.

Implementing Directive No. 24-CT/TU of the Provincial Party Committee Standing Committee, the Provincial Fatherland Front Standing Committee has agreed on the viewpoint of "Taking the mobilization of people to donate land associated with the implementation of the New Rural Construction and Urban Development Campaign as one of the key tasks to lead and direct implementation".

Accordingly, the Provincial Fatherland Front Committee guides the grassroots Fatherland Front to select appropriate content and tasks for implementation; organize conferences and seminars on promoting the role of the Fatherland Front in participating in the New Rural Development and Urban Development; organize to collect opinions and assess people's satisfaction with the results of the New Rural Development. At the same time, direct the Fatherland Front and socio -political organizations at all levels to coordinate with the authorities at the same level to thoroughly grasp and seriously implement Directive No. 24-CT/TU. In particular, attach special importance to the work of propagating and widely disseminating the purpose and meaning of Directive No. 24-CT/TU to each residential area to mobilize the active participation of the people with the motto "easy to do first, difficult to do later", "party members go first, the country follows".

In each village, hamlet, and residential group, this content is included in the Party cell meetings and People's conferences for discussion, deliberation, and creating high unity in implementation. Many localities have developed specific plans suitable to the actual situation, identifying each road that needs to be expanded, each household that needs to donate land... to propose implementation solutions. The Village CTMT Committee closely follows the residential area, proactively grasps the thoughts and aspirations of the people to propagate, mobilize, and persuade people to agree and support. Political and social organizations mobilize union members to support families in demolishing works, and support working days to rebuild fences and auxiliary works after donating land.

According to statistics of the Provincial Fatherland Front Committee, in the period of 2021-2025, the Fatherland Front and its member organizations mobilized people to donate over 1.5 million square meters ^of land (of which, residential land was over 600,000 ^{square meters} , other land was nearly 900,000 ^{square meters} ), relocated and demolished about 650 residential houses, worth over 57 billion VND; demolished over 2,400 fences, gates, yards..., worth over 90 billion VND. Mobilized and donated over 640 billion VND and over 590,000 working days, worth about 202 billion VND to rebuild surrounding walls, new public works as well as expand and modernize the rural transport system.

In the new rural construction movement, there have been many good models, creative ways of doing things with many positive examples taking the lead in mobilizing people to build new rural areas, typically: Beo village's Rural Development Committee, Ngoc Lac commune; Tan My village's Rural Development Committee, Hau Loc commune; Truong Lam commune's Fatherland Front Committee... Individuals such as: Pham Quang Hung, Party cell secretary, head of the Rural Development Committee of village 12, Minh Son commune; Bui Quoc Viet, Party cell secretary, head of the Rural Development Committee of Quy Thanh village, Cam Tu commune; Dong Khac Dan, member of the Nong Cong commune's Fatherland Front Committee; Le Minh Cong, head of the Rural Development Committee of Gia Mieu village, Ha Long commune; Ha Van Toan, head of the Rural Development Committee of Gia village, Phu Xuan commune...

The role of the Fatherland Front in the New Rural Construction Movement has been increasingly effective, people's lives have been significantly improved, the face of the countryside has changed a lot, increasingly meeting people's needs. The system of canals and roads between communes and villages has been concreted, creating favorable conditions for travel, trade of goods and agricultural production, promoting production models, increasing people's income. Cultural houses have been renovated and upgraded to become places for community activities, creating favorable conditions for people to meet, participate in cultural and artistic activities...

According to Vice Chairwoman of the Provincial Fatherland Front Committee Nguyen Thi Phuong, the greatest success of the implementation of the Campaign "All people unite to build new rural areas and urban areas" and Directive No. 24-CT/TU is to change, raise awareness and promote the role of the people, proactively participating in contributing working days and money to build public works. With creative ways, suitable to the conditions of each locality, the drastic and close participation of the entire political system from the province to the grassroots, especially the team of village and hamlet cadres, has contributed to improving and enhancing the quality of life of the majority of rural people, performing the task of socio-economic development, maintaining security and order in each residential area; arousing the tradition of solidarity among the people, strengthening and expanding the great national unity bloc.
