According to the telegram, storm No. 5 (international name Kajiki) is strengthening and moving very quickly (speed of about 25 km/h) towards the sea and mainland of the Central region of our country.

According to the forecast bulletin of the National Center for Hydro-Meteorological Forecasting, at 7:00 a.m. on August 24, 2025, the center of the storm was located at about 17.5 degrees North latitude, 111.4 degrees East longitude, in the Northwest sea of ​​Hoang Sa archipelago, about 620km from Nghe An, 600km from Ha Tinh to the East; the strongest wind near the center of the storm was level 12, gusting to level 15; moving west at a speed of about 20km/h.

Due to the impact of the storm, Thanh Hoa province will have moderate to heavy rain and thunderstorms from the night of August 24 to August 27. Total rainfall in the mountainous areas of the North and Northwest is generally from 100 - 200mm, in some places over 250mm; in the coastal plains and mountainous areas of the West and Southwest from 200 - 350mm, in some places over 400mm. There is a very high risk of flash floods, landslides in mountainous areas and flooding in low-lying areas, riverside areas, and urban areas.

Pursuant to Official Dispatch No. 143/CD-TTg dated August 23, 2025 of the Prime Minister on focusing on emergency response to storm No. 5 in 2025; To proactively respond to natural disasters, the Chairman of Thanh Hoa Provincial People's Committee requests the Commander of the Provincial Military Command, the Director of the Provincial Police, the Commander of the Border Guard Command, the Directors of provincial departments, branches, sectors, and units, the Chairmen of the People's Committees of communes and wards, the Director of the Provincial Hydrometeorological Station, the Director of the Thanh Hoa Maritime Port Authority, the Directors of the following Companies: Irrigation Works Exploitation, Viettel Thanh Hoa, VNPT Thanh Hoa, Thanh Hoa Electricity, Thanh Hoa Environment and Urban Works CP, Thanh Hoa Water Supply CP and related units according to their assigned functions and tasks to continue to strictly implement the contents of Official Dispatch No. 12/CD-UBND, dated August 23, 2025 of the Chairman of the Provincial People's Committee on focusing on responding to storm No. 5 in 2025 and Official Dispatch No. 01/CD-PTDS, dated August 23, 2025 of the Provincial Civil Defense Command on banning the sea to respond to storm No. 5 in 2025. 2025.

Absolutely do not be negligent, subjective, urgently lead, direct, and effectively deploy measures to respond to storms and floods caused by storms with the most urgent and drastic spirit, proactively take response measures at the highest level to ensure the safety of people's lives and property, limit damage to people's and State's property, especially now that the whole country is focusing on preparing for the 80th anniversary of National Day, September 2.

At the same time, localities and units focus on directing and implementing well the following key tasks:

Common tasks of localities and related departments, branches and units

Continue to check and count boats and vehicles operating at sea; use all means to inform boats and vehicles still operating at sea about the storm's developments; guide them to move away from and not enter areas at risk of being affected by the storm; call on and guide boats and vehicles to safe storm shelters; guide and support people to deploy necessary measures to ensure the safety of boats at anchorage (do not let them sink at shelters). Resolutely do not let people stay on boats, cages, and aquaculture huts when the storm directly affects them (if necessary, take coercive measures to ensure the safety of people's lives).

Mobilize forces (army, police, border guards, youth...) to support people in strengthening houses, trimming trees, reinforcing and protecting headquarters, warehouses, production, business and service establishments, public works (especially educational and medical establishments), infrastructure works (paying special attention to dikes, dams, high towers such as television, radio, telecommunications, power grids, advertising signs,...); deploy measures to protect production, especially agricultural production; support people in harvesting agricultural products, especially crops and aquaculture areas that are about to be harvested with the motto "green house is better than old field" to limit damage caused by storms and floods.

Urgently review plans, proactively arrange forces and means to organize and implement evacuation support work, and relocate people in unsafe areas, especially weak houses, low-lying residential areas, places at risk of coastal and riverside landslides, areas affected by big waves, heavy rains, and areas at risk of flooding, flash floods, and landslides.

Proactively arrange forces, materials and means in key areas to be ready to deploy response, rescue and relief work when situations arise; stockpile food, provisions and necessities in residential areas that are prone to isolation due to floods and landslides, to limit food shortages when storms and floods cause prolonged isolation.

Ready to deploy drainage and flood prevention plans for agricultural production areas, industrial parks, urban areas, and concentrated residential areas.

Organize traffic flow guidance, assign guards, install buoys, barriers, and signals at locations where roads are deeply flooded, overflowing, have landslides, are blocked... resolutely not allowing people and vehicles to pass through dangerous locations, and have plans to ensure safe and smooth traffic.

Specific tasks of some departments, branches and units

Director of the Department of Agriculture and Environment Proactively direct the implementation of work to ensure the safety of the dike system, irrigation dams, and protect and reduce damage to agricultural production.

Preside over and coordinate with the industry and trade sector and relevant units to direct the safe operation of irrigation reservoirs and the inter-reservoir system in the Ma River basin, to prevent overlapping floods, contribute to flood reduction downstream, and avoid unexpected passiveness.

Actively coordinate with the Border Guard Command and relevant localities and units to direct and guide to ensure safety for ships at anchorages to avoid storms.

Direct and urge localities to deploy response work in accordance with the actual situation. - Timely report and propose to the Chairman of the Provincial People's Committee on matters beyond their authority (if any).

Commander of the Provincial Military Command Direct the implementation of work to ensure safety for the unit's forces, vehicles and equipment; direct subordinate units located in areas at risk of being affected by storms and floods, proactively review plans, arrange forces and vehicles to be ready to support localities in implementing response and rescue work when situations arise or when requested by the locality.

Director of Provincial Police Direct relevant subordinate units and commune-level police forces to be ready with forces and means to ensure security and order, support people in evacuating, relocating, responding to storms, floods, landslides, flash floods, and rescue when situations arise or when requested by the locality.

Director of Department of Construction Preside over and coordinate with Thanh Hoa Maritime Port Authority and relevant localities and units to immediately review all ships and means of transport operating at sea, along the coast, and in estuaries in areas at risk of being affected by storms, proactively guide them to move out of dangerous areas or into safe shelters.

Directing the work of ensuring safety for civil works, construction activities, and ensuring traffic safety during times of direct storm impact.

Direct departments, offices, affiliated units and road management units to arrange machinery, equipment, materials, and human resources in key areas to promptly handle traffic jams (fallen trees, landslides, silting, flooding, etc.) to ensure traffic flow as soon as possible; organize dredging of sewers and ditches to ensure drainage; coordinate with local authorities to organize duty, traffic diversion, assign guards, install barriers, fences, warning signs at locations where roads are flooded, underground overflows, landslides and traffic jams, etc.; resolutely not let people and vehicles pass through until safety is ensured.

Director of Department of Industry and Trade Direct the work of ensuring safety for industrial production activities, especially mining and tunneling activities, ensuring the safety of hydroelectric dams and power systems, limiting damage caused by storms and floods; ensuring the supply of essential goods, avoiding shortages of supply, and taking advantage of natural disasters to unreasonably increase prices.

Director of Department of Science and Technology Direct telecommunications service providers to have solutions to ensure the safety of telecommunications infrastructure works to ensure continuous and smooth communication between the central and provincial levels and commune, village and hamlet levels, and overcome the situation of communication loss immediately when storms and floods occur.

Directors of Departments: Education and Training, Health Direct the implementation of work to ensure safety for forces, equipment, and infrastructure under the management of the industry to limit damage, not to affect the opening ceremony and study of students, maintain emergency activities, and promptly restore normal medical examination and treatment activities for people immediately after storms and floods.

Director of the Department of Culture, Sports and Tourism Direct the implementation of work to ensure safety for tourists and tourism activities and festivals.

Editor-in-Chief of Thanh Hoa Newspaper and Radio - Television Station, Director of Thanh Hoa Coastal Information Station and grassroots information system Increase broadcasting time and news coverage so that people can grasp information about the developments of storm No. 5, floods, and instructions from competent authorities to proactively implement response measures and limit damage caused by natural disasters; instruct people on skills to respond to strong storms and floods to reduce damage.

Members of the Provincial Civil Defense Command According to assigned tasks and areas, proactively grasp the situation, promptly inspect, urge and direct relevant localities and units to deploy response work and overcome consequences that may be caused by natural disasters.

Chief of Office of Provincial Disaster Prevention Command and Chief of Standing Office of Provincial Civil Defense Command According to assigned functions and tasks, direct and closely monitor the situation, proactively review response scenarios, be ready to advise, coordinate, mobilize forces and means to support localities in responding to storm No. 5 and floods.

Units and localities organize serious 24/7 duty, regularly report the situation to the Provincial Office of Natural Disaster Prevention and Control Command, the Standing Office of the Provincial Civil Defense Command for synthesis and reporting according to regulations.
