According to the decision, the Steering Committee consists of 18 members, chaired by the Minister of Construction, Tran Hong Minh. The Vice-Chairmen include the Deputy Minister of Construction , Bui Xuan Dung (Permanent Vice-Chairman), Deputy Minister Nguyen Van Sinh, and Deputy Minister Pham Minh Ha. Members of the Steering Committee are leaders of departments and divisions under the Ministry of Construction and the Chairman of the Board of Directors of the Vietnam Railways Corporation.
Together with the Steering Committee, the Ministry of Construction established specialized working groups to support the project's implementation . These include the Steering Committee's Standing Group located at the Department of Economic and Investment Management; the Expert Group at the Vietnam Railway Corporation; the Human Resources Development Group at the Personnel and Organization Department; and the Institutional Group at the Legal Department. Each group is directly supervised by a Deputy Minister of Construction, according to their assigned area of responsibility.
The Steering Committee is tasked with directing research and implementation of directions, tasks, and solutions related to the North-South high-speed railway project; and simultaneously directing the investor, the Project Management Board, and relevant units to organize the project implementation in accordance with their assigned functions and tasks, ensuring the progress and quality of the construction.
Notably, the Expert Group mobilized key specialized teams in the railway sector, including transport, infrastructure, vehicles, information-signaling-control, and traction power. Participants included highly qualified civil servants, officials, scientists, and technical experts with extensive experience in railway management, construction, and operation; and also included international experts to support technology transfer and the development of the domestic railway industry.
The Expert Team works on a part-time, seconded, or contract basis; their expenses are covered by the Project Management Boards.
Previously, the Minister of Construction assigned the Department of Economic and Investment Management of Construction to take the lead and coordinate with the investor to develop a detailed schedule, ensuring the conditions for the commencement of the North-South high-speed railway project by the end of this year; at the same time, he requested the maximum utilization of specific mechanisms and policies to quickly select a consultant to prepare the feasibility study report.
According to the Ministry of Construction, the North-South high-speed railway project has a total length of approximately 1,541 km, starting at Ngoc Hoi station (Hanoi) and ending at Thu Thiem station (Ho Chi Minh City), passing through 20 provinces and cities; after administrative reorganization, 15 localities remain. The project includes 23 stations, of which 5 are freight stations; the preliminary land requirement is nearly 10,830 hectares, and it is estimated that more than 120,800 households will need to be relocated. The preliminary total investment is approximately 1.71 trillion VND, using state budget funds and other legal sources of capital; the goal is to basically complete the project by 2035.
At the Ministry of Construction's conference summarizing its work in 2025 and outlining its tasks for 2026, Prime Minister Pham Minh Chinh emphasized that the North-South high-speed railway project is a particularly important task, requiring clarification of the investment method to ensure decisive implementation starting in early 2026. The Prime Minister affirmed that the project is not only significant for developing transportation infrastructure but also creates new impetus for socio-economic growth and contributes to restructuring the national transportation system towards a modern and sustainable direction.
The project's investment plan was approved by the National Assembly in Resolution No. 172/2024/QH15; the Government issued Resolution No. 106/NQ-CP to organize its implementation. Recently, the Ministry of Construction has directed the Railway Project Management Board to coordinate with localities and the Vietnam Electricity Group to expedite land clearance, resettlement, and relocation of technical infrastructure; and simultaneously implement consulting packages, bomb and mine clearance, and environmental impact assessment, creating the groundwork for the project's commencement as planned.
