(NLĐO) - The Ho Chi Minh City Department of Construction was established by merging the Department of Construction and the Department of Planning and Architecture. After the merger, the number of subordinate departments decreased by 20%.


On the afternoon of March 3rd, the Ho Chi Minh City Department of Construction held a ceremony to announce the establishment of the Department of Construction, based on the merger of the Department of Construction and the Department of Planning and Architecture.

The Board of Directors of the Ho Chi Minh City Department of Construction consists of a director and five deputy directors.

Mr. Tran Hoang Quan holds the position of Director of the Department of Construction. In addition, there are five Deputy Directors: Mr. Huynh Thanh Khiet, Mr. Pham Minh Man, Mr. Truong Trung Kien, Mr. Phan Ngoc Phuc, and Mr. Phan Van Tuan. The Department of Construction's headquarters are located at 60 Truong Dinh Street, Vo Thi Sau Ward, District 3.

Mr. Tran Hoang Quan, Director of the Department of Construction, said that after the merger, the function of state management of technical infrastructure was transferred from the Department of Construction to the Department of Transport and Public Works.

The Ho Chi Minh City Department of Construction is responsible for advising and assisting the City People's Committee in the state management of investment and construction activities, urban development, housing, public buildings, the real estate market, construction materials; and construction planning and architecture within the city.

Director of the Ho Chi Minh City Department of Construction Tran Hoang Quan and Director of the Ho Chi Minh City Department of Transport and Public Works Tran Quang Lam signed the handover minutes between the two departments.

Regarding organizational structure, before the merger, the two departments had a total of 21 departments and 6 units. After the merger, the Department of Construction comprises 16 departments and 4 units (a reduction of 4 departments and 1 department - Technical Infrastructure - transferred to the Department of Transport and Public Works).

Compared to before the merger, the number of departments decreased by 4/20, a reduction of 20%; the number of subordinate units decreased by 1/5, a reduction of 20%.

According to Tran Hoang Quan, Director of the Ho Chi Minh City Department of Construction, 188 people have submitted applications for retirement under the regulations stipulated in Decree 178/2024.

According to Mr. Quan, the projected staffing for the Department of Construction after the merger is 1,391 people, including 1,128 civil servants. In addition, the Department of Construction will retain 63 employees under labor contracts in accordance with Decree 161/2018 and Decree 111/2022.

The number of personnel to be streamlined according to the roadmap for the period 2025-2030 is 226 civil servants and 63 public employees, accounting for 20% of the total staff.

"To date, through surveys, we have received 188 applications for retirement under the regulations of Decree 178/2024," the Director of the Department of Construction shared.
