Imprint of determination and synchronization

Right from the first days of operating the 2-level local government model, city leaders, departments, branches and 40 wards and communes have made efforts to implement and perfect the process, ensuring connectivity and compliance with regulations.

Mr. Nguyen Thanh Binh, Permanent Vice Chairman of Hue City People's Committee, during his direct visits to the grassroots level or online operations, always reminded: The Public Administration Service Center is the focal point, as well as the "face" of the locality, so it needs to be "taken care of" every day. All citizens coming to transact at the center need to be arranged and arranged in a standard manner. In addition to the procedures that need to be resolved directly, departments, branches, and commune and ward authorities need to promote the provision of online public services throughout the process so that people and businesses, no matter where they are, can register to complete the procedures.

According to the report of the Department of Science and Technology (KH&CN), as of 12:00 on July 22, 2025, all departments, branches and People's Committees at the commune and ward levels in the city have completed the provision of full online public services under their authority, in accordance with the list of administrative procedures announced by the ministries and branches.

Mr. Nguyen Kim Tung, Deputy Director of the Department of Science and Technology, said that after less than 1 month of operating the 2-level local government model and implementing administrative procedures according to this new model, Hue now has 100% of units completing the provision of full online public services. Up to this point, Hue is the leading locality nationwide in providing full online public services.

The results achieved are a testament to the determined and drastic direction of the City People's Committee and the synchronous efforts of the units. Up to now, 13 departments and branches have achieved a rate of 100% of online public services at the department and commune levels that are qualified to provide to people and businesses. Typical units such as the Department of Science and Technology with 37/37 administrative procedures; the Department of Home Affairs with 96/96 administrative procedures; the Department of Justice with 118/118 administrative procedures; the Department of Industry and Trade with 101/101 administrative procedures; the Department of Construction with 110/110 administrative procedures; the Department of Culture and Sports with 122/122 administrative procedures; the Department of Agriculture and Environment with 95/95 administrative procedures... have all completed early.

In addition to departments and branches, many commune-level People's Committees have also effectively implemented the provision of comprehensive online public services, from procedures on justice, civil status, environment, health to education... This shows the strong spread of digital government from the city level to the grassroots level, ensuring that people in all localities can access and use public administrative services conveniently and transparently. As of July 28, 2025, according to data recorded from the National Public Service Portal, the online submission rate of Hue city reached 87.9%, ranking 6th out of 34 provinces and cities.

Administrative procedures are provided with full online public services to help people and businesses save time and travel effort.

Increase transparency and quality of public services

According to the Standing Vice Chairman of the City People's Committee Nguyen Thanh Binh, the completion of the target of providing 100% of public services online throughout the process not only means completing the technical target but also importantly opens a modern, fast and transparent channel to serve citizens, and at the same time demonstrates the determination and efforts of authorities at all levels in "proactive service" under the direction of the Prime Minister. People, organizations and businesses can perform administrative procedures from anywhere, at any time, without having to wait at the one-stop department.

From granting business licenses, practice certificates to land, construction, environmental procedures, etc., all have been digitized and integrated on the National Public Service Portal, helping to reduce time, costs, limit direct contact, and prevent negativity. Many public services are returned via post or digital platforms, improving convenience for people.

Hue City identifies digital government development as a pillar towards building a smart city, better serving people and businesses. The simultaneous completion of online public services throughout the process is an important foundation for integrating and connecting data, thereby developing platforms for analysis, warnings and decision-making based on real data.

As the focal point for implementing digital transformation, providing and perfecting digital data to serve public services, the Department of Science and Technology has actively guided and urged implementing units, while closely monitoring the progress of implementation. These efforts are not only aimed at soon completing the implementation targets of Plan 02-KH/BCĐTW, dated June 19, 2025 on promoting interconnected, synchronous, fast and effective transformation to meet the requirements of restructuring the apparatus of the political system; but also demonstrate Hue city's strong commitment to the e-Government policy, moving towards Digital Government.

In addition to completing the provision of full online administrative procedures, the city continues to focus on improving the quality of online public services, ensuring friendliness, ease of use and integration of smart utilities. The city also focuses on communication work, promoting the "Digital Education for the People" movement to guide people in using digital platforms, gradually forming a digital culture and digital citizens.
