Specifically, the scope of inspection focuses on compliance with legal regulations, regimes, policies, and guiding documents of competent authorities related to the management of exploration, survey, planning, licensing, exploitation, and transportation of construction material mineral mines in the communes and wards in the west of the province.
The competent authority will inspect the issuance of documents regulating and guiding the implementation of the management of construction material mineral activities; organize the exploration, exploitation and use of construction material minerals; grant exploration and exploitation licenses, organize auctions of mineral exploitation rights; manage mineral exploitation and transportation activities; work on land use planning, land lease, and change of land use purpose for mineral mines. At the same time, inspect the compliance with State regulations on mineral activities for mineral exploitation units.

The inspection period is from January 1, 2019 to June 30, 2024. However, if necessary, relevant contents outside this period may be considered. The inspection will be conducted from now until November 25, 2025. The inspection aims to comprehensively assess the state management of construction material mineral resources.
Thereby, detecting obstacles and inadequacies in policies, laws, and management mechanisms to make recommendations to competent authorities for remediation; detecting limitations and shortcomings in mineral management and activities to have measures to improve management efficiency, rectify and strictly handle violations.
Regarding the planning of mineral areas, the West of the province has 196 land filling areas, 157 stone areas, 42 sand areas for construction materials, 35 clay areas for brick production, 1 lead and zinc area and 7 peat areas. It is known that this area has 66 valid mineral exploitation licenses, mainly for the exploitation of clay for brick production, sand and stone for construction materials.
