Of these, 2 permits were granted for the exploitation of sand and gravel in the Bai Noi - Deo Co area, encompassing the villages of Du (Luc Ngan commune), Hoa Thanh (Bien Dong commune), Ca Phe (Deo Gia commune), and the villages of Phuc Hoa and Ao Que (Luc Ngan commune), and Lai Tan (Deo Gia commune), to Hai Dang Ha Nam Investment and Trading Company Limited.

Granting 1 permit for land leveling excavation in the Cua Khuon area, Doc Vang dam, Quynh Ca village, Dong Man village, Nghia Phuong commune to Bac Giang Construction Investment Joint Stock Company.
The total sand and gravel reserves licensed for exploitation by the enterprise are nearly 147,000 m3, with an exploitation period of 8 years from the date of licensing. The total reserves of land leveling soil licensed for exploitation by the enterprise are nearly 499,000 m3, with an exploitation period until June 2030.
The Provincial People's Committee requires licensed enterprises to pay mineral exploitation rights fees; declare and pay resource taxes and environmental protection fees; operate strictly within the permitted coordinates, area, depth, reserves, and capacity. They must also mark boundaries and notify the Department of Agriculture and Environment, the Provincial Police, and the Department of Construction about the time and number of vehicles and equipment used for mineral exploitation and transportation.

Accordingly, from the beginning of the year until now, the province has granted 11 mining licenses to businesses. Thus, the province currently has 36 licensed mineral mines with a total reserve of over 4.5 million cubic meters. This aims to promptly supply materials for the construction of transportation and building projects in the area, avoiding shortages of fill soil.
According to Mr. Ngo Tri Dung, Head of the Department of Natural Resources and Minerals (Department of Agriculture and Environment), mining enterprises in the province currently meet 60% of the demand for leveling soil and gravel for construction projects. In the coming time, the Department will continue to coordinate with localities to focus on resolving obstacles to grant licenses to enterprises to carry out mining activities for common construction materials, increasing the supply of construction materials.
