For many years, at the Lai Dam tourist site (Mon Son commune), there has been a problem of illegal floating restaurants and boats operating spontaneously, and unauthorized construction on protected forest land and water surfaces. Despite numerous suspension orders, barricades, and enforcement committees issued by local authorities, the residents have refused to comply.

This situation of violations not only jeopardizes waterway traffic safety but also pollutes the Giang River, threatening the natural ecosystem, which is a core advantage of the area. The consequences of this chaos have forced the investing enterprise – VSC Tourism and Services Co., Ltd. (licensed by the province) – to cease operations due to encroachment and unfair competition, eroding investor confidence.
In response to this situation, the leaders of the Nghe An Provincial People's Committee requested a decisive resolution of the violations at the Pha Lai Dam tourist site. Following the directive of Nghe An province, in March 2026, the Party Committee and People's Committee of Mon Son commune organized a campaign to persuade three households, owners of three illegally operating floating restaurants at the Pha Lai Dam tourist site, to voluntarily dismantle their illegal structures.

Mr. Luong Van Tuan, Vice Chairman of the People's Committee of Mon Son commune, said: In March 2026, Mon Son commune organized three working sessions between the government, households, and VSC Tourism and Service Co., Ltd. In the spirit of working together to resolve issues, the commune has disseminated information and encouraged people to understand and voluntarily carry out land clearance. The commune government also coordinated with the enterprise to provide support to alleviate difficulties for households.
Specifically, Mon Son commune has connected with VSC Tourism and Services Co., Ltd. to provide financial support for the dismantling of structures for three households, totaling 350 million VND. In addition, Mon Son commune has also facilitated the temporary use of the land (near the Pha Lai Dam tourist site) by these three households for business during the tourism festival season. However, the households must commit to completely dismantling and relocating from this land before June 30, 2026.
As the 2026 tourist season approaches, Mon Son commune has been actively addressing violations of waterway traffic safety regulations at the Pha Lai Dam. The commune requires passenger boats to relocate to the designated dock. In the future, businesses will invest in constructing a standard-compliant dock to allow households to continue their operations in accordance with regulations.

Reporter's observations: Thanks to a combination of persuasion and economic support, three households have voluntarily agreed to dismantle their illegal structures and set up new business locations. At the Pha Lai Dam area, some fish cages have yet to be relocated. The authorities are mobilizing officials and residents in the commune to purchase fish to help the households harvest their crops quickly and proceed with relocation.
Mr. Nguyen Huu Tho - owner of Tho Ngan restaurant (one of the three households that violated regulations and have now relocated) said: "We agree with the policy of dismantling and supporting businesses by Mon Son commune and the enterprise. To date, all three households have set up temporary business locations on the land lent by the commune to serve tourists during the tourism festival season. We commit to relocating before June 30, 2026, as well as completely removing the fish cages after harvesting."
