Implementing Resolution No. 160/2021/NQ - HDB dated December 9, 2021 on Regulations on areas within the inner city of cities, towns, townships, and residential areas where livestock farming is not allowed, regulations on bird nest farming areas, and support policies when relocating livestock farms out of areas where livestock farming is not allowed in Quang Tri province of the Provincial People's Council (Resolution No. 160/2021/NQ - HDB), localities have implemented it quite seriously. However, the issue of relocating livestock farms out of areas where livestock farming is not allowed in the province still faces many difficulties that need to be further resolved...

Deputy Director of the Department of Agriculture and Rural Development Nguyen Phu Quoc said that in order to implement Resolution No. 160/2021/NQ-HDND of the Provincial People's Council, the Department of Agriculture and Rural Development has advised the Provincial People's Committee to issue Plan No. 62/KH-UBND dated April 4, 2022 on the implementation of Resolution No. 160/2021/NQ-HDND of the Provincial People's Council. On May 31, 2022, the Department of Agriculture and Rural Development and the Department of Finance issued Inter-departmental Instruction No. 1163/HD-SNN-STC on guiding the implementation of Resolution No. 160/2021/NQ-HDND of the Provincial People's Council.
On June 24, 2022, the Department of Agriculture and Rural Development issued Document No. 1385/SNN - KHTC on reporting data on screening and statistics of livestock farms and bird nest farms in areas where livestock farming is not allowed and registering the need for support to relocate livestock farms in 2022 and 2023; Document No. 2098/SNN - CNTY dated August 15, 2023 on registering the need for support to relocate livestock farms in 2024. The People's Committees of districts, towns and cities in the province have also issued documents to implement Resolution No. 160/2021/NQ - HDND of the Provincial People's Council.
Based on the directives of the Provincial People's Committee and the Department of Agriculture and Rural Development, localities have developed plans to implement Resolution No. 160/2021/NQ-HDND of the Provincial People's Council, such as: focusing on reviewing and counting livestock farms and bird nest farms in areas where livestock farming is not allowed; implementing commitments to terminate or relocate livestock farms out of areas where livestock farming is not allowed.
Through review and statistics, the whole province has 369 livestock farms located in areas where livestock farming is not allowed, including 23 bird nest farms; 326 livestock households; 11 small-scale livestock farms; 9 medium-scale livestock farms...
By early 2024, the province had 71 livestock farms in areas where livestock farming was not allowed to cease operations; 1 livestock farm had relocated its livestock farm. The remaining livestock farms all committed to cease operations or relocate their livestock farms out of areas where livestock farming was not allowed before December 31, 2024.
Regarding the registration of needs and support for relocating livestock facilities out of areas where livestock farming is not allowed, from 2022 to present, the Department of Agriculture and Rural Development has sent documents requesting localities to register their needs for support in relocating livestock facilities to request the Provincial People's Committee to support funding. Specifically, in 2022 and 2023, the Department of Agriculture and Rural Development sent documents to localities to register their needs for support in relocating livestock facilities in Official Dispatch No. 1385/SNN-KHTC dated June 24, 2022.
In 2022, localities do not need support to relocate livestock facilities. In 2023, there were 54 registered livestock facilities, including 51 households; 2 small-scale farms; 1 medium-scale farm in the districts of Vinh Linh, Hai Lang, Cam Lo, Dakrong and Dong Ha city with a total support budget of 226 million VND. In 2024, there were 50 livestock facilities in need of relocation, including 46 households; 3 small-scale farms; 1 medium-scale farm with a proposed relocation support budget of 212 million VND.
The current difficulties and obstacles in implementing Resolution No. 160/2021/NQ-HDND of the Provincial People's Council are that the propaganda and mobilization of livestock households to stop livestock farming activities and relocate livestock facilities out of areas where livestock farming is not allowed is still facing many difficulties due to the direct impact on people's livelihoods.
In some districts, towns and cities, livestock farming households are facing difficulties in land funds to relocate livestock farms. In areas where livestock farming is not allowed, most of the livestock farms are small and take advantage of the situation, so since Resolution No. 160/2021/NQ - HDND of the Provincial People's Council took effect, most of the livestock farming households in areas where livestock farming is not allowed have chosen to stop their livestock farming activities...
To resolve difficulties and obstacles in implementing Resolution No. 160/2021/NQ-HDND of the Provincial People's Council, from March 14 to March 28, 2024, the Department of Agriculture and Rural Development worked with districts, towns and cities with key contents such as directing localities to continue to seriously implement the contents according to Resolution No. 160/2021/NQ-HDND of the Provincial People's Council, Plan No. 62/KH-UBND dated April 4, 2022 of the Provincial People's Committee in accordance with the set goals and progress.
That is to stop livestock farming or relocate livestock facilities out of areas where livestock farming is not allowed before December 31, 2024. Strengthen propaganda and mobilize livestock households to comply with the cessation of livestock farming or relocation of livestock facilities out of areas where livestock farming is not allowed. Prioritize land allocation to relocate livestock facilities out of areas where livestock farming is not allowed.
If any locality has difficulty in allocating land, then carry out propaganda, mobilization, and create favorable conditions for livestock households in areas where livestock farming is not allowed to switch to suitable occupations to ensure livelihoods for the people. Focus on propaganda and dissemination of legal regulations on the field of livestock farming for people to understand and comply with.
