
Overview of the conference on guiding the implementation of decentralization and delegation of authority in the field of science and technology, organized by the Ministry of Science and Technology on the morning of June 23rd in Hanoi.
The conference was organized to address difficulties and obstacles faced by localities in implementing tasks that have been decentralized and delegated by the Central Government, and was connected online to 63 Departments of Science and Technology nationwide.
The conference was attended by leaders of functional units under the Ministry and representatives from 26 relevant agencies and units in accordance with Decree No. 132/2025/ND-CP and Decree No. 133/2025/ND-CP recently issued by the Government on decentralization and delegation of authority in the field of state management of the Ministry of Science and Technology.
In his remarks at the conference, Deputy Minister Bui Hoang Phuong emphasized that the Ministry of Science and Technology has actively advised and submitted to the Prime Minister for promulgation the two important decrees mentioned above. After the Government issued these documents, ministries, sectors, and localities organized conferences to disseminate and guide their implementation. However, due to limited research time, some specific contents in the fields of science and technology, innovation, and digital transformation have not yet been fully grasped by departments and localities.
"Today's conference is an opportunity for the Ministry of Science and Technology to directly guide and address difficulties, while also listening to suggestions from the grassroots. Certainly, during the implementation process, the Departments of Science and Technology will encounter many difficulties; therefore, close coordination between the Ministry and localities is essential to ensure that the decentralization and delegation of authority are implemented correctly, promptly, and effectively," Deputy Minister Bui Hoang Phuong affirmed.
To support localities in implementing the program smoothly, the Ministry of Science and Technology has directed two major technology companies, VNPT and Viettel, to develop artificial intelligence (AI) tools to assist in answering related questions. These AI systems have initially been put into use, and although not yet perfect, they will become increasingly intelligent through the process of adding real-world data.
In addition, the Ministry of Science and Technology has also established two hotlines to receive, guide, and promptly answer questions that the AI system cannot yet handle. The main point of contact for receiving and providing direct support is the Legal Department (Ministry of Science and Technology), with the participation of leaders from units responsible for decentralizing authority to local governments.
Deputy Minister Bui Hoang Phuong requested that all units under the Ministry with content related to decentralization and delegation of authority proactively review, report, and organize training programs to support localities. At the same time, the Departments of Science and Technology need to actively study the contents of Decree 132 and Decree 133, thoroughly understand the regulations and administrative procedures to effectively implement the assigned tasks.

Deputy Minister of Science and Technology Bui Hoang Phuong delivered a directive speech at the Conference on guiding the implementation of decentralization and delegation of authority in the field of science and technology.
"These documents were drafted in a short time with a large workload, so there may be some content that hasn't been fully addressed. Therefore, I request that the Directors, Deputy Directors, and professional staff of the Departments of Science and Technology seriously study and provide timely feedback so that the Ministry can submit them to the Government for adjustment and supplementation when necessary. If we don't report promptly, adjustments will be difficult when the regulations officially come into effect," the Deputy Minister emphasized.
The Deputy Minister also noted that from July 1, 2025, the two-tiered government model will be officially implemented nationwide. This is a crucial time that requires localities to thoroughly understand the new regulations to avoid confusion in carrying out their tasks.
It is expected that around mid-July 2025, the Ministry will hold more thematic meetings with localities to continue resolving difficulties and obstacles. Furthermore, if necessary, the Ministry will send working groups directly to localities to provide support.
Concluding the conference, Deputy Minister Bui Hoang Phuong requested that units under the Ministry and localities continue to coordinate closely and proactively in reviewing, researching, implementing, and promptly responding to difficulties and obstacles to ensure that decentralization and delegation of authority in the fields of science and technology, innovation, and digital transformation are implemented uniformly and effectively nationwide.
