Start from the interests of the people.

In 2020, the Provincial Front chose a form of feedback in the form of dialogue with the drafting agency (Provincial Office for New Rural Development Coordination) regarding the draft report of the Provincial People's Committee on the review of the application for recognition of the completion of the new rural development task for Hoi An City in 2020.

Accordingly, the Provincial Front conducted a survey on the living conditions of the people in Tra Que vegetable village (Cam Ha commune); worked with Thanh Dong Organic Vegetable and Tourism Cooperative (Cam Thanh commune); met with and listened to people's opinions on vegetable cultivation and participation in tourism services; and surveyed the rural environment and the income situation of people in the city in 2020.

Simultaneously, consultations were held with 40 former retired district and commune-level leaders, influential figures in various religions, representatives of influential figures in the Chinese community, and chairpersons of several cooperatives in the city.

Based on that, the Provincial Front clearly argued that the "income criterion" did not meet the standard. The reason is that in 2020, the COVID-19 pandemic and natural disasters affected production and business, especially the tourism and service sectors, thus significantly impacting the average income of the people.

Furthermore, in Cam Ha and Cam Kim communes, there are no cooperatives operating in accordance with the regulations of the 2012 Cooperative Law (which requires production linkages associated with the consumption of key agricultural products).

Following the review, the Provincial Front recommended, and the Provincial People's Committee agreed, not to submit the dossier to the Central Steering Committee for assessment and recognition of Hoi An City as having completed the new rural development task in 2020. According to the plan of the Provincial People's Committee, Hoi An City will complete the new rural development task in 2025.

Get straight to the point.

In 2023, the Standing Committee of the Provincial Fatherland Front organized a social critique conference on the draft resolution of the Provincial People's Council stipulating policies to support cadres, civil servants, and public employees subject to downsizing in districts, communes, wards, and towns under administrative unit restructuring in the 2023-2025 period, which was drafted by the Quang Nam Department of Internal Affairs.

Accordingly, there are many recommendations that are directly related to the rights and interests of the relevant parties. For example, a proposal to review and supplement the list of those eligible for downsizing under Government Decree No. 29/2023/ND-CP.

Furthermore, additional research is needed to include groups such as public education officials and staff, part-time community workers at the village and neighborhood levels, and those working in mass organizations assigned tasks by the Party and the State. Specific support levels should be stipulated for each group to ensure more reasonable and equitable support.

Mr. Pham Phu Thuy, Chairman of the Vietnam Fatherland Front Committee of Nong Son district, said that the preparation of documents and content for the provincial Fatherland Front's review conference was quite early, allowing him to thoroughly study the policies. This enabled him to closely monitor each target group during the review process, ultimately benefiting those directly affected by the merger of district and commune-level administrative units.

The Provincial Front's feedback was accepted by the Department of Internal Affairs, and the Provincial People's Council issued Resolution No. 37/2023/NQ-HĐND on December 29, 2023.

To protect the legitimate rights and interests of the people, recently (June 2024), at the conference to review the draft plan for the reorganization of district and commune-level administrative units in the province for the period 2023-2025, Mr. Le Tan Trung - former Secretary of the Que Son District Party Committee (invited by the Provincial Fatherland Front to participate in the review) stated that the transfer of many related documents from the old administrative unit to the new administrative unit; the correction of information and addresses in documents related to land, assets attached to the land, and land use right certificates due to the reorganization of administrative units, has not yet been covered by any financial support for the people.

The project's budget is 90 billion VND, but the draft proposal does not mention the amount of funding the State is responsible for supporting citizens when they need to update their records due to changes in the restructuring.

Therefore, following the review, the Provincial Front proposed allocating funds to support citizens when adjusting information on their documents; funding; responsibility for rectifying negative impacts and stabilizing people's lives; security and order at the grassroots level; handling surplus public assets, etc.

The draft proposal mentioned above is currently being refined by the drafting agency. However, upon hearing this information from the Front's review meeting, Provincial Party Secretary Luong Nguyen Minh Triet requested the Party Committee of the Provincial People's Committee to direct the development of the proposal in a way that requires the State to provide financial support to citizens in adjusting relevant documents after the administrative unit reorganization.

"The reorganization of administrative units is a policy of the Party and the State. We cannot allow the people to suffer disadvantages," the Provincial Party Secretary emphasized.

Post-review monitoring

In 2021, the Propaganda, Organization, Ethnic Minorities, and Religion Department proactively advised on the development of a plan to review the draft project on supporting and relocating the population in mountainous areas of Quang Nam province for the period 2021-2025.

In addition to thoroughly reviewing the target groups, the principles for implementing the project's content, support for investment in essential infrastructure construction, and the needs and sources of funding, the Provincial Front Committee proposed that the project's objectives be redefined.

Accordingly, it is not necessary to set the goal of "basically completing the resettlement and stabilization of the population in the mountainous areas of the province by 2025." Instead, a reasonable consideration should be given to using all the allocated funds of the project to focus investment and support on ensuring housing, production land, living conditions, and essential infrastructure for 50% of the total number of households eligible for the project; prioritizing support for 100% of households in disaster-prone areas, special-use forests, and protection forests, etc., aiming for the sustainability and effectiveness of the project. The drafting unit has fully incorporated these criticisms and finalized the project before submitting it to the Provincial People's Council for approval.

By 2023, two years after the resolution was issued, the Vietnam Fatherland Front Committee of the province took the lead in supervising the People's Committees at the district level regarding the implementation of the resettlement work.

Monitoring revealed that during the 2021-2022 period, the resolution aimed to provide support to 2,358 households in disaster-stricken areas and residing within protected areas of special-use forests and protection forests. However, by the time of stabilization (from June 2022), only 832 out of 2,358 households (28.3%) in the entire province had relocated their homes.

Specifically, in Nam Tra My district, 117 out of 370 households (31.6%) in disaster-stricken areas, special-use forests, and protection forests have been relocated; in Hiep Duc district, only 19 out of 116 households (16.3%) have been relocated.

The survey revealed certain shortcomings in identifying eligible beneficiaries. The monitoring team recommended that the Provincial People's Committee direct localities to review progress, inspect, and clearly identify the beneficiaries of the policy under Resolution No. 23/2021/NQ-HĐND dated July 22, 2021, in order to have a basis for planning tasks in the coming period; and at the same time, take measures to handle households that are not eligible for the support policy.

The Provincial Front has actively participated in providing critical feedback on issues that have a significant impact on society and the people. Its political function is clearly demonstrated through the quality of these critical reviews.

During the 2019-2024 term, 15 out of 16 review sessions chaired by the Provincial Front received written responses from relevant agencies. However, the results of incorporating the feedback were not always thorough, as this was beyond the control of the Provincial Front.
