What can we learn from the ranking of the administrative reform index of localities and units?

According to the assessment from the Administrative Reform Review Council of Ha Tinh province, the "Administrative Reform" index in 2023 accurately reflected the actual situation in the unit and locality.

Recently, the Chairman of the Provincial People's Committee, Vo Trong Hai, approved the "Administrative Reform" index for 2023 and the results of the assessment of the performance of heads of departments, agencies, district-level People's Committees, and central agencies located in the province in implementing administrative reform.

What can we learn from the ranking of the administrative reform index of localities and units?

Cam Xuyen prioritizes disadvantaged people in resolving administrative procedures at the District Public Administration Center.

According to the assessment results from the Provincial Administrative Reform Appraisal Council, recently approved by the Chairman of the Provincial People's Committee, the average rate for departments and agencies is 90.53% (the maximum level); the average rate for districts is 90.59%; and the average rate for central government agencies located in the province is 94.38%.

Regarding departments and agencies, the Department of Science and Technology continues to maintain its leading position. Six units improved their rankings compared to 2022: the Department of Information and Communications (up 3 places, from 5th to 2nd); the Department of Foreign Affairs (up 8 places, from 11th to 3rd); the Department of Planning and Investment (up 8 places, from 12th to 4th); the Department of Education and Training (up 5 places, from 10th to 5th); the Department of Trade and Environment (up 6 places, from 16th to 10th); and the Department of Health (up 3 places, from 17th to 14th).

The biggest improvements were seen in the Department of Foreign Affairs (from 11th to 3rd) and the Department of Planning and Investment (from 12th to 4th).

Analysis shows that the Department of Foreign Affairs' significant improvement in ranking is due to 4 out of 7 areas achieving near-maximum scores, ranking 1st and 2nd highest among departments: administrative procedures, organizational structure, civil service regulations, and digital government; the remaining areas achieved higher percentages than in 2022, ranging from 90% to 92.68%.

As for the Department of Planning and Investment, the public finance sector achieved the maximum score, digital government ranked 4th in the group, the civil service system reached 96.07%, and the remaining sectors achieved higher percentages than in 2022, ranging from 90% to 94.53%.

Nine units experienced a drop in ranking compared to 2022, with the Department of Labor, War Invalids and Social Affairs suffering the biggest decline (down 10 places, from 3rd to 13th). This was due to lower overall percentages across all areas compared to 2022; five out of seven areas ranked between 9th and 14th. Specifically: institutional reform ranked 9th, public finance reform and digital government ranked 11th, and administrative procedure reform and implementation ranked 14th within the group.

Some criteria with a high weighting in the overall score system received 0 points, such as: implementation of the 2023 administrative reform plan (0/1.5 points); provincial-level administrative reform initiatives (0/1.5 points); and handling overdue administrative procedures without a written apology (0/1 point)...

In the district, town, and city category, Ha Tinh City continues to maintain its leading position. Six localities improved their rankings compared to 2022: Ky Anh Town People's Committee (up 1 rank, from 3rd to 2nd); Hong Linh Town People's Committee (up 6 ranks, from 10th to 4th); Cam Xuyen District People's Committee (up 1 rank, from 6th to 5th); Can Loc District People's Committee (up 1 rank, from 9th to 8th); Ky Anh District People's Committee (up 2 ranks, from 11th to 9th); and Huong Khe District People's Committee (up 3 ranks, from 13th to 10th).

Among them, the People's Committee of Hong Linh town saw the biggest increase in ranking. This significant improvement is due to higher percentages achieved in all 8 areas compared to 2022, with administrative reform receiving the maximum score. Three of the eight areas – civil service reform, public finance reform, and digital government – ​​achieved the highest percentages among districts (ranked 3rd and 4th); administrative procedure reform reached 95.35%; and the implementation of administrative reform and institutional reform was also a highlight.

A group of five units experienced a decline in ranking. The most significant drop was seen in the People's Committee of Loc Ha District (down 6 places). This was due to lower performance in 8 out of 8 areas compared to 2022. Four of these areas ranked lowest among districts: administrative reform implementation, public finance reform, digital government, and the impact of administrative reform on socio-economic development. The remaining three areas – institutional reform, administrative procedure reform, and organizational reform – ranked at the bottom (11th and 12th) among districts. Even the civil service reform, which ranked highest among the eight areas, only ranked 6th within the district.

Some criteria with a high weighting in the overall criteria set received 0 points, such as: provincial-level administrative reform initiatives (0/1.5 points); receiving written criticism from a superior and having to conduct self-criticism as directed by the Provincial People's Committee (0/1 point)...

For central government agencies located in the area, the group of units that improved their ranking compared to 2022 includes 3 units: the Provincial Customs Department (up 1 rank, from 2nd to 1st), the Provincial Tax Department (up 1 rank, from 4th to 3rd), and the State Bank of Vietnam Ha Tinh Branch (up 2 ranks, from 6th to 4th).

The biggest improvement (2 ranks) was the State Bank of Vietnam, Ha Tinh Branch. This improvement is due to higher overall scores across all sectors compared to 2022, with institutional reform achieving the maximum score and digital government achieving the highest score among all sectors.

What can we learn from the ranking of the administrative reform index of localities and units?

Ha Tinh province is mobilizing the participation of various associations and political organizations in promoting administrative reform and digital transformation.

Two units experienced a drop in ranking compared to 2022, with the largest drop (down 3 places) being the Provincial State Treasury. The reason for the sharp decline in ranking is the lower overall achievement rate across all areas compared to 2022. Specifically, digital government achieved the second highest rate within the group; the remaining three areas – implementation of administrative reform, institutional reform, and procedural reform – ranked 4th, 5th, and 6th respectively.

This is the first year that the monitoring and evaluation of the province's administrative reform work has been carried out using supporting software, with results extracted directly from the software. The implementation of self-assessment and verification, and the determination of administrative reform indicators on the software, has fundamentally changed the evaluation method compared to previous years.

According to the Department of Internal Affairs, conducting the self-assessment and re-evaluation entirely through software, without directly working with each agency or unit, has saved time and costs, avoiding direct contact with the agencies and units being evaluated. At the same time, it allows for the tracking of the evaluation process on the software, ensuring transparency, objectivity, and fairness in the evaluation and ranking of administrative reform indicators for units and localities.

Simultaneously, study and learn from the experiences of other provinces to innovate and improve the quality of monitoring, management, and evaluation of administrative reform.
