
Governments in various countries are offering many opportunities for Vietnamese people to study in Western countries for free.

Full scholarships for Vietnamese students
The Department of International Cooperation (Ministry of Education and Training) recently posted a recruitment notice for Vietnamese students to study in several European countries under scholarship agreements in 2025. Accordingly, the Romanian government is offering 20 scholarships for undergraduate, master's, and doctoral programs (training durations of 2-4 years depending on the program); and one scholarship for a 9-month specialized internship or research program. For degree programs, if applicants do not know Romanian, they will be arranged to study a one-year preparatory course before starting their major.
Agreement scholarships are scholarships awarded under cooperation agreements and treaties signed between the Government of Vietnam and other countries, territories, or international organizations. With agreement scholarships, the recipient country waives tuition fees, provides a monthly living allowance, and accommodation. The Vietnamese side may provide a one-way and return air ticket, travel expenses, passport and visa fees, health insurance, and supplementary living expenses according to current regulations (if needed).
The Romania-Vietnam Agreement Scholarship prioritizes candidates currently working in state agencies or educational institutions; those who have won international, regional, or national awards; those who are eligible for priority consideration under university admission regulations; those applying for postgraduate programs or key training fields; those with excellent academic and training achievements, and research accomplishments; and those eligible for training under projects approved by the Prime Minister.
The application deadline is May 1st.
Meanwhile, the Czech government offers 60 months of scholarships for specialized internships and research (each program lasting 2-10 months), along with 2 scholarships for Slavic language and culture internships (3-4 weeks). Applicants are required to have a university or postgraduate degree from a Czech university with the course taught in Czech, and must not have applied for any other scholarship programs managed by the Vietnamese Ministry of Education and Training.
Meanwhile, the Hungarian Embassy in Vietnam announced the recruitment for the Momentum MSCA Scholarship program for postdoctoral researchers, co-funded by the European Union and the Hungarian Academy of Sciences. The scholarship lasts from 1 to 3 years, with a total of 15 scholarships available, requiring applicants to hold a doctoral degree. The application deadline is May 31st.
In Australia, alongside the Australian Government Scholarships (AAS), this year the country also launched the Mekong-Australia Partnership Scholarships (MAP) program. Both scholarships are for a select number of countries, including Vietnam, and will fully fund master's degree programs in several priority areas for development in Vietnam, such as agriculture, forestry and fisheries, climate change, environment, capacity building, information technology, digital transformation, and education.
AAS prioritizes applicants with disabilities or those living in disadvantaged rural areas, while MAP encourages applicants who are women or have disabilities. Applicants will be evaluated based on a range of factors including professional and personal qualities, academic ability, and the potential to contribute to addressing current and future challenges in the Mekong sub-region (for the MAP scholarship), or the potential to make a positive impact on challenges in Vietnam and promote Vietnam-Australia relations (for the AAS scholarship).
The application process and online portal for the MAP scholarship are similar to those for the AAS scholarship, and both programs will close applications on April 30th.

Another English-speaking country, the United States, is also opening applications for the Fulbright Graduate Scholarship (VSR) program. The scholarship offers five fully funded scholarships to Vietnamese citizens currently pursuing doctoral studies in science and technology at Vietnamese universities, providing applicants with the opportunity to study at American universities for 6-10 months in 2026-2027. This is a non-degree program.
According to information from the US Embassy, applicants must prepare an application form, three letters of recommendation, academic degrees and transcripts (including certified English translations), an international English language certificate or an invitation letter from a US university stating that no English language proficiency score is required, essays, a resume, and proof of enrollment in a doctoral program issued by a university in Vietnam. The deadline for submission is May 15th.
Many study abroad opportunities in Asia
In addition to European countries, the Department of International Cooperation also recruits students to study in several Asian countries under scholarship agreements. Specifically, the Armenian government offers a total of 5 scholarships for undergraduate, master's, doctoral, and internship programs across all fields, lasting from 3 months to 4 years depending on the program. The language of instruction is Armenian or Russian, and applicants will be assigned to study the language for one year if they do not speak the required language.
Applications must be submitted before May 6th, according to the Department of International Cooperation.
Similarly, the Government of Kazakhstan is offering 3 scholarships for undergraduate studies, lasting 4-5 years, not including a one-year preparatory Russian language course. To apply, candidates must be students who have participated in and won prizes in international and regional Olympiads; national student competitions; or national science and technology competitions, and have achieved a GPA of 7 or higher up to the end of the first semester of the 2024-2025 academic year.
Meanwhile, applicants who are students must be in their first year at a higher education institution in Vietnam (full-time, on-campus program) and have achieved a GPA of 7 or higher for all three years of high school and the first semester of their first year of university. The deadline for submitting applications is before April 25th.

Meanwhile, the Indian Embassy in Vietnam announced that India is offering numerous scholarships to Vietnamese students pursuing undergraduate, postgraduate, and doctoral studies in a variety of fields (excluding medicine, pharmacy, fashion, law, and integrated 5-year programs) at universities in India. These scholarships are part of the Indian Council for Cultural Exchange (ICCR) scholarship program, which includes the GSS, MGC, and CEP programs.
In addition, ICCR also offers the Lata Mangeshkar Dance and Music Scholarship for courses specializing in Indian culture such as dance, music, theater, performing arts, sculpture, languages, Indian cuisine, etc.
The scholarship is fully funded and includes visa application fees, tuition fees, living expenses, dormitory accommodation, a living allowance, and a round-trip economy class airfare. Interested applicants can apply online before April 30th and submit a complete hard copy application before May 6th.
In addition to post-secondary education, current junior high school students can also study at the high school level in Singapore for free under the ASEAN Scholarship program from the Singapore Ministry of Education. The program is for students currently in grades 8, 9, and 10 in Vietnam who have good academic results, strong English skills, and active participation in extracurricular activities. The scholarship includes an annual stipend and dormitory accommodation, an initial allowance upon arrival in Singapore, round-trip economy class airfare, tuition fees, GCE O-Level and A-Level examination fees, medical care, and accident insurance.
The deadline for online applications is April 28th. Qualified candidates will then take exams in Da Nang, Hanoi, and Ho Chi Minh City, followed by an interview round before receiving official results, expected in September. The total study period in Singapore is 4 years.
