Final date for opening the route.
The government and the Ministry of Construction have requested the Vietnam Road Administration, the investors, project management boards, and construction units of the Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Bung - Van Ninh, and Van Phong - Nha Trang expressways... to conduct acceptance testing and open the main routes by April 30th to serve the travel needs of the people. Accordingly, since these projects are expected to be put into operation before April 30th, the Vietnam Road Administration requests Project Management Boards 6, 7, and Thang Long to complete the rectification of any shortcomings and inadequacies in the transportation infrastructure on these expressways (if any) before handing over the projects to the management unit. This should be done before April 20th.
Currently, the North-South Expressway project through Ha Tinh consists of 3 component projects with a total length of over 102km. Of these, the total construction progress for the Bai Vot - Ham Nghi section has reached 85%; the Ham Nghi - Vung Ang section has reached 90%; and the Vung Ang - Bung project continues to accelerate construction progress in the final phase. In addition, the land for the two rest stops in Cam Xuyen and Duc Tho has been handed over to the investor.
According to Mr. Nguyen Khac Trung, the project director of the Ham Nghi - Vung Ang project, the project is divided into two packages. To date, both packages have achieved the committed volume with the investor, at over 90% and 88% respectively. According to projections, by April 26th, the two component projects of the expressway through Ha Tinh, Bai Vot - Ham Nghi and Ham Nghi - Vung Ang, will be open to traffic to serve people during the April 30th and May 1st holidays.
In recent days, taking advantage of favorable weather conditions, the Vietnam Import-Export and Construction Corporation (Vinaconex) - one of the two contractors responsible for the construction of the Bai Vot - Ham Nghi expressway - has been focusing its manpower, machinery, and equipment on paving the main road surface with asphalt concrete at the section adjacent to the National Highway 8 interchange - the point where it connects with the Dien Chau - Bai Vot expressway in Thanh Binh Thinh commune, Duc Tho district.
Take advantage of the weather to "sprint"
Speaking with the Vietnam Law Newspaper, engineer Dang Dinh Duyen (Xuan Truong Construction private enterprise) said that the company is also "racing against time" to ensure the Ham Nghi - Vung Ang expressway is open as planned. Currently, throughout the project, the XL 12 section at Ham Nghi - Vung Ang, constructed by Xuan Truong Construction, often works through the night, taking advantage of favorable weather conditions. To save time, the construction teams often eat on-site. Dinner and snacks for staff and workers, such as rice meals, bread, or scrambled eggs, are delivered directly to the construction site for those working "night shifts" to consume on-site.
Since the beginning of the year, due to frequent rains in Ha Tinh, which have significantly affected the construction process, the contractor has had to mobilize additional manpower and machinery, dividing the work into 3 shifts and 4 teams, to catch up on the schedule during dry weather. During the "final push," the construction site may work overtime until 9 PM or even later, when the asphalt concrete mixing plants are not yet fully utilized.
Xuan Truong Enterprise is responsible for 42 out of 54 km of the Ham Nghi - Vung Ang expressway. To date, the contractor has completed over 90% of the work, with many sections already paved with asphalt, and safety signs and protective barriers installed. “We are confident we can finish the project before April 30th if the weather is favorable,” said engineer Dang Dinh Duyen.
Representatives from the contractor for the Bai Vot - Ham Nghi project (General Corporation 319 - Ministry of National Defense ) reported that, in the final stages, meticulous attention to detail is crucial to avoid quality issues. Specifically, at the intersection with Provincial Road 550, the unit has deployed an additional 11 construction teams to simultaneously carry out the work. To date, the volume of work at the intersection has reached over 95%, and it is expected that all items can be completed by April 26th.
To date, 10 major bridges, interchanges, and 12km of main routes constructed by General Corporation 319 have been basically completed, with the interchange connecting to Ha Tinh City being over 95% finished. During overtime periods, engineers and workers receive meal allowances and overtime pay from the company in accordance with regulations.
Thus, four key North-South expressway projects through Central Vietnam, including Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Bung - Van Ninh (138km), and Van Phong - Nha Trang (83km) passing through Khanh Hoa province, will be opened to traffic on the occasion of the 50th anniversary of the complete liberation of Southern Vietnam and national reunification on April 30, 2025. These are also important links in connecting trade and promoting socio-economic development for the sun-drenched and windy Central region, which has great potential.
