Over the past period, the results of civil judgment enforcement have continuously improved, basically fulfilling the annual targets and tasks assigned. In addition, the legal framework for civil judgment enforcement has also been continuously refined.
According to the Report at the 4th Party Congress of the General Department of Civil Judgment Enforcement, during the 2020-2025 term, the work of building and perfecting the institutional framework was always given attention and achieved important results. The Party Committee led and directed the General Department of Civil Judgment Enforcement to advise the Ministry of Justice on the development and submission to competent authorities for promulgation, or promulgation within its authority: 1 Law, 1 Directive, 2 Decrees, 6 Circulars, and Joint Circulars;
The General Department of Civil Judgment Enforcement proactively reviews and continues to improve internal regulations and procedures, thereby promptly contributing to resolving difficulties and obstacles in the practical work of advising the Minister of Justice on state management of civil judgment enforcement.
In order to further improve the institutional and legal framework for civil judgment enforcement, and to promptly address difficulties and obstacles arising from practice, the Party Committee issued a specialized resolution on "Leading the implementation and completion of the General Department of Civil Judgment Enforcement's tasks regarding the summary, policy development, and drafting of the amended Law on Civil Judgment Enforcement".
Based on the Party Committee's Resolution and adhering closely to the requirements of Resolution No. 66-NQ/TW dated April 30, 2025, of the Politburo on reforming the work of lawmaking and enforcement to meet the requirements of national development in the new era, the General Department of Civil Judgment Enforcement has advised on the development and completion of the revised Law on Civil Judgment Enforcement and submitted it to the Government in accordance with regulations.
In addition, the General Department of Civil Judgment Enforcement has actively researched and coordinated with the Ministry of Public Security in drafting a Decree regulating the management of evidence storage facilities (replacing Decree No. 18/2002/ND-CP and Decree No. 70/2013/ND-CP); coordinated with the Supreme People's Procuracy and the Supreme People's Court in summarizing and evaluating the results of the implementation of the Civil Procedure Code, the Criminal Procedure Code, the Bankruptcy Law, and the Criminal Judgment Enforcement Law; and coordinated with ministries and agencies in advising on and amending contents related to civil judgment enforcement work in the Law on Credit Institutions, the Land Law, the Law on Auction of Assets, and many other important legal documents.
Furthermore, the General Department of Civil Judgment Enforcement has paid close attention to disseminating and educating the public on civil judgment enforcement through various diverse methods; the results of civil judgment enforcement have continuously improved, basically fulfilling the annual targets and tasks assigned. The entire civil judgment enforcement system has achieved record levels in terms of workload and recovery value.
Accordingly, the results of enforcement work nationwide in 2024 reached the highest level ever in areas such as bank credit cases, economic corruption cases, administrative cases, etc. Specifically, in 2024, nearly 622,000 cases were completed, with a total amount recovered of more than 117,000 billion VND.
In particular, in corruption and economic crime cases, over 22 trillion VND has been recovered from more than 9,200 cases. These impressive figures reflect the great efforts of the enforcement forces under challenging conditions, and at the same time contribute to strengthening the people's trust in justice.
Personnel management, organizational structure, citizen reception, complaint resolution, and anti-corruption efforts have all yielded positive results, contributing to improved effectiveness and efficiency in civil and administrative enforcement activities.
Creating institutional breakthroughs and accelerating digitalization.
During the 2025-2030 term, the Party Committee of the General Department of Civil Judgment Enforcement has set forth key tasks including: controlling power and preventing corruption. Accordingly, it will continue to strictly implement Resolution No. 27-NQ/TW and new regulations on controlling power and preventing corruption in civil judgment enforcement activities.
Simultaneously, improve the legal framework: Accelerate the amendment and improvement of the Law on Enforcement of Civil Judgments to meet the requirements of reform. Focus on building a comprehensive legal framework and enhancing the effectiveness of asset recovery in economic and corruption cases.
Streamlining and strengthening the organizational structure: Implementing the General Department's organizational streamlining plan; consolidating the organizational structure at the central and local levels, especially transforming the General Department of Civil Judgment Enforcement into the Department of Civil Judgment Enforcement Management in accordance with the Party and Government's policy.
Furthermore, the General Department of Civil Judgment Enforcement will promote the application of information technology, ensure funding and infrastructure for judgment enforcement activities. It will implement a comprehensive set of digital transformation solutions and administrative procedure reforms to improve quality and shorten the time required to resolve judgment enforcement cases.
Promoting international cooperation in enforcement work, learning from foreign experiences; strengthening political and ideological education, and improving the capacity and professional qualifications of enforcement officers…
In the context of the entire political system entering a period of profound transformation, requiring innovative thinking, stricter discipline, and accelerated digital transformation, the General Department of Civil Judgment Enforcement clearly defines its pioneering role in law enforcement, asset recovery for the State, and ensuring the legitimate rights and interests of citizens.
This is a practical contribution to the process of building a socialist rule of law state in Vietnam - a state of justice that is honest, transparent, and serves the people.
