According to the Regulations on the High School Graduation Examination issued with Circular 24/2024/TT-BGDĐT and amended by Circular 13/2026/TT-BGDĐT, candidates are not allowed to use two different ink colors in the same exam paper.
Will candidates be allowed to use two different ink colors in the 2026 high school graduation exam?
The regulations of the Ministry of Education and Training clearly state that candidates are only allowed to write with one color of ink throughout the exam. The permitted ink colors are blue or black.
Candidates are not allowed to use two different ink colors simultaneously in their answers. Furthermore, they are not allowed to write with a pencil, except for marking answers on the multiple-choice answer sheet .
For multiple-choice tests, candidates are only allowed to use a black pencil to fill in their registration number, test code, and answer boxes. If an answer is marked incorrectly, the old box must be erased before marking a new answer.

Based on point c, clause 4, Article 21 of the Regulations on High School Graduation Examinations issued together with Circular 24/2024/TT-BGDĐT, as amended by clause 2, Article 5 of Circular 13/2026/TT-BGDĐT, the following is stipulated:
Article 21. Responsibilities of candidates

4. The following regulations must be observed in the examination room:
a) Sit in the correct seat marked with your registration number; present your Identity Card/Citizen ID/Passport and examination notification slip when requested by the invigilator or officer at the examination site;
b) To facilitate the examination process, candidates are allowed to bring the following into the examination room: Pens; rulers; pencils; erasers; set squares; graph rulers; drawing tools; handheld calculators without text editing functions or memory cards.
Prohibited items in the examination room/waiting room: Carbon paper, correction fluid, alcoholic beverages; weapons and explosives/flammable materials; documents, communication devices (for receiving, transmitting, recording, or filming information) or containing information for cheating during the examination;
c) Before taking the exam, candidates must fill in their full registration number and information on the exam paper, answer sheet, multiple-choice answer form, and scratch paper. Upon receiving the exam paper, candidates must carefully check the number of pages, the quality of the printed pages, and the exam code on each page to ensure consistency (for multiple-choice subjects); if they discover that the exam paper is missing pages or is torn, damaged, smudged, or illegible, they must report it immediately to the invigilator, no later than 05 (five) minutes from the start of the exam time;

Candidates are allowed to bring into the examination room items such as pens, pencils, rulers, erasers, set squares, drawing tools, and handheld calculators without text editing functions or memory cards.
Prohibited items include carbon paper, correction fluid, alcoholic beverages, audio and video recording devices, communication devices, and materials used for cheating on exams.
If you discover that the exam paper is missing pages, report it immediately to the invigilator.
Before starting the exam, candidates must carefully check the number of pages in the exam paper, the printing quality, and the exam code on each page for multiple-choice tests.
If a candidate discovers that the exam paper is missing pages, torn, faded, or has smudged text, they must immediately report it to the invigilator. The deadline for reporting is 5 minutes from the start of the exam.
Notifying candidates early allows them to change their exam papers according to regulations and avoids affecting their rights during the exam.
Important notes when taking the exam
During the exam, candidates must maintain order, refrain from exchanging papers, use unauthorized materials, and make no personal markings on the exam paper.
If a candidate needs to speak or encounters a problem, they must raise their hand to ask permission from the invigilator before presenting.
