Attending the ceremony were: Lieutenant General Thai Dai Ngoc, member of the Party Central Committee, Deputy Chief of the General Staff of the Vietnam People's Army; Major General Nguyen Duc Manh, Deputy Commander of the Border Guard; Major General Nguyen Hong Thai, Deputy Political Commissar of Military Region II.
On the side of Dien Bien province, there were comrade Tran Quoc Cuong, member of the Party Central Committee, Secretary of the Provincial Party Committee and leaders of the People's Council, People's Committee of the province, along with a large number of people, officers and soldiers of the armed forces of Dien Bien province.

A Pa Chai flagpole is built on a 1,459m high mountain peak in the Khoang La San range on the border between Vietnam and China. |
The A Pa Chai Flagpole project started construction in November 2023, with a total investment of 31 billion VND; on a mountain top 1,459m above sea level, belonging to the Khoang La San range, Sin Thau commune, nearly 1,400m from Mark 0, the Vietnam-Laos-China border junction.
The total area of the campus is 407m2 , the project includes a walking path, a flag-raising yard, and a landscaped flower bed; the center is a flagpole with the meaning of connecting ethnic groups around the sacred fire of the nation. Looking down from above, the project is built in a stylized way like a Ban flower blooming in the mountains and forests of the Northwest.
The flagpole has a total height of 45.19m; the flag size is 7.5x5m, the body of the flagpole is shaped like an octagon. The base of the flagpole is highlighted by 5 reliefs depicting typical images of the Northwest culture...
A Pa Chai Flagpole is an architectural work of profound historical, cultural and political significance and is a symbol affirming the sacred territorial sovereignty of the Fatherland. This will be a red address to educate the revolutionary tradition for the younger generation, contributing to affirming national sovereignty in the border area.
At the same time, the project will become a highlight for the Dien Bien-Westernmost A Pa Chai tourist route, creating momentum for the development of Dien Bien tourism industry.

Expressing sincere thanks to the leaders of the central departments, ministries, branches, leaders of the State Bank of Vietnam, especially Nam A Commercial Joint Stock Bank for always supporting and creating favorable conditions to help Dien Bien province in performing the task of socio-economic development in general and supporting the construction of A Pa Chai flagpole, comrade Le Thanh Do, Chairman of Dien Bien Provincial People's Committee acknowledged and praised the efforts of officers and soldiers of the Provincial Border Guard and units that have overcome difficulties to construct the A Pa Chai flagpole project to meet technical and aesthetic requirements.
Comrade Le Thanh Do affirmed that when completed, the A Pa Chai flagpole will be a tourist highlight of Muong Nhe in particular and Dien Bien province in general, contributing to creating a driving force to promote tourism in Dien Bien province to increasingly develop, becoming a spearhead economic sector.
Immediately after the ceremony of attaching the construction sign, the cadres and people of Dien Bien province solemnly held the first flag-raising ceremony at the A Pa Chai Flagpole. "When the national anthem was played at the westernmost border of the Fatherland, everyone turned towards the national flag with overflowing emotions as their hearts beat together, sharing the same national pride and boundless love for their homeland and country," comrade Le Thanh Do emotionally said.
