Shortage of qualified cryptography officers at the commune level.

According to a report by the Working Group of the Steering Committee for Science and Technology Development, Innovation, and Digital Transformation in Tuyen Quang province, the current situation regarding the availability of cryptographic personnel at the commune level is facing many difficulties. Although 100% of commune and ward Party Committees have assigned personnel to be in charge of digital transformation and cryptography, only 27 out of 124 personnel (21.77%) in the entire province fully meet the conditions and standards for performing cryptographic duties.

This situation poses a significant challenge to the implementation of information security and safety tasks, especially in the management and operation of the Party's cryptographic systems and wide-area networks. The shortage of qualified personnel not only affects the effectiveness of cryptographic work but also slows down the digital transformation process at the grassroots level. In light of this, the province proposes solutions such as continuing to review and ensure the stable placement of at least one qualified cryptographic officer in each commune; creating conditions for officers to participate in specialized training courses organized by relevant agencies; and strengthening training in information security and digital skills. Improving the quality of cryptographic human resources is identified as a key factor in ensuring information security and promoting effective and sustainable digital transformation at the local level.
