On May 25th, the Steering Committee for Science , Technology, Innovation, and Digital Transformation of Dong Nai City held a meeting with the steering committees of subordinate Party committees and units. The meeting was held in a hybrid format, combining in-person and online participation, connecting to 95 communes and wards throughout the city.
The conference aims to evaluate the results of implementing key tasks in science, technology, innovation, and digital transformation, while identifying difficulties and bottlenecks in the implementation process, and thereby proposing specific, practical solutions for the future.

Presiding over the conference at the City Party Committee's location were Ms. Ton Ngoc Hanh, Member of the Central Committee of the Party, Standing Deputy Secretary of the City Party Committee, Chairwoman of the City People's Council, and Deputy Head of the Steering Committee for Science, Technology, Innovation and Digital Transformation Development of Dong Nai City; Ms. Huynh Thi Hang, Deputy Secretary of the City Party Committee, Chairwoman of the City Committee of the Vietnam Fatherland Front, and Deputy Head of the Steering Committee; and Mr. Le Truong Son, Member of the Standing Committee of the City Party Committee and Vice Chairman of the City People's Committee.
Also attending the conference were members of the Standing Committee of the City Party Committee, members of the City Party Committee, and leaders of departments, agencies, and localities.
Implementing Resolution 57 effectively.
At the conference, Mr. Pham Van Trinh, City Party Committee member and Director of the Department of Science and Technology of Dong Nai City, reported on the results of implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation in the city.
The report focuses on evaluating the achievements while also highlighting the difficulties and limitations encountered during implementation. Specifically, issues related to digital human resources, operational models at the grassroots level, and mechanisms for funding science, technology, and innovation are identified as areas that need to be addressed promptly to improve implementation effectiveness.

Representatives from various localities and units also shared many effective models and approaches in digital transformation. Several recommendations were raised at the conference related to developing digital human resources, building a framework model for digital transformation and innovation spaces at the commune level, and issuing a list of expenditures for science, technology, and innovation to ensure consistency, compliance with regulations, and suitability to practical requirements.
Speaking at the conference, Mr. Ha Anh Dung, Standing Committee Member of the City Party Committee and Permanent Vice Chairman of the Vietnam Fatherland Front Committee of Dong Nai City, and Colonel Lam Van Long, Deputy Director of the Dong Nai City Police, discussed many issues related to promoting the role of the political system, ensuring data security, and improving the effectiveness of state management in the digital transformation process.
Strengthening community digital technology teams
In her directive speech at the conference, Ms. Ton Ngoc Hanh requested that each member of the Steering Committee continue to enhance their role and responsibility, ensuring that the implementation of tasks related to the development of science, technology, innovation, and digital transformation achieves tangible results and avoids formality.
According to the leaders of the Dong Nai City Party Committee, all levels and sectors need to intensify widespread dissemination of Resolution No. 57-NQ/TW, creating a ripple effect among the people and the business community. Digital transformation will only be effective when there is active participation from the people, businesses, and the entire political system.

Ms. Ton Ngoc Hanh urged communes and wards to promptly review and strengthen the operations of community digital technology teams. These teams are close to the people and grassroots level, playing a crucial role in supporting citizens in accessing and using digital platforms, online public services, and digital utilities in their daily lives.
In addition, the city needs to leverage the role of experts and support teams for the Steering Committee, and strengthen the connection between specialized agencies and local authorities to provide timely guidance and resolve difficulties during implementation.
The leaders of the Dong Nai City Party Committee also emphasized the need to focus on addressing the "bottleneck" in human resources. Party committees at all levels, the Standing Committee of the Steering Committee, and relevant units need to strengthen regular training and refresher courses, updating knowledge, skills, and new technologies for cadres, civil servants, and public employees.
Reporting, tracking, and monitoring the progress of task implementation through specialized software must be strictly maintained. This is an important basis for tightening discipline, improving operational efficiency, and ensuring that tasks related to science, technology, innovation, and digital transformation are implemented on schedule, with the right focus, and yielding practical results.
