"Smart village" in Nam Tan

Modern and sophisticated appearance

We arrived at Dot Ha village on a day at the end of the year, and it was easy to see that the rural landscape here was constantly changing, with infrastructure developing.

The village has 272 households with over 1,070 inhabitants and has an advantage in service businesses, with many households opening shops. A few months ago, Mrs. Nguyen Thi Quy's children and grandchildren made a QR code scanner and displayed it right on her shelves for convenient buying and selling. Having been in business for over a decade, Mrs. Quy never imagined that one day, with just a few taps and clicks on a phone, customers could easily pay for their purchases.

What surprised me was that not only Mrs. Quy's stalls, but also most of the stalls selling everything from pharmaceuticals, household goods, groceries to food items, fruits and vegetables... had QR code scanning boards. Instead of using cash, shoppers could simply scan the code with their phones to make a bank transfer and pay.

Looking down from the Kinh Thầy river embankment, one can see the fish cages that bring in a large income for the local people. These fish cages are all equipped with surveillance cameras, lighting, and various devices such as oxygen aerators that can be controlled remotely via smartphone.

Sharing his thoughts on the modern and civilized rural landscape, Mr. Bui Van Thom, Party Secretary and Head of Dot Ha village, proudly said: "These are just a few of the many positive changes in the smart village." Then, Mr. Thom opened his phone and showed us the village's situation through a system of 16 surveillance cameras installed along the main road, at the entrances to the alleys, and in the village center. This camera system is integrated with the commune's security management system, contributing to ensuring security, order, and safety in the village. Thanks to this convenience, Mr. Thom can monitor the activities of all the hamlets in the village from anywhere.

To install these cameras, Dot Ha village mobilized social resources with a total cost of over 20 million VND. In addition, free Wi-Fi was installed at the village's cultural center to serve meetings and meet the information needs of the people; and sports equipment was installed with a total value of nearly 30 million VND.

The government is determined, and the people are united.

Recalling the early days of building the "smart village," Mr. Thom said that at that time (April 2022), there were advantages but also many difficulties. The requirements of the criteria were unprecedented, not only new to the people but also to the village officials. The difficulty was that not everyone here had a smartphone or knew how to use information technology-related software, especially the elderly. The model lacked funding support, forcing them to seek socialized resources. To gradually overcome these "bottlenecks," the village established a community digital technology team of 18 members, including heads of various associations and organizations, military and civilian officials, and some students knowledgeable in information technology. Without specialized training, the members guided and assisted the people while simultaneously learning and updating their knowledge. They worked tirelessly, visiting each household to guide people on using social media platforms and making payments for electricity and water, shopping online, and using online public services. Thanks to their effective communication efforts, people understood the importance of building a "smart village" model. Many people have replaced their old phones with smartphones.

Dot Ha village has established Zalo groups such as Smart Village, Security and Order, Environmental Sanitation, Agriculture, and Rural Development, Waste Sorting, etc. Each group has 200-300 members. Previously, whenever there was a meeting or village-related issue, village officials had to notify each person individually. Now, the content and time of the meeting can simply be "pushed" onto Zalo. In addition, schedules for planting, spraying pesticides, and vaccinating livestock and poultry are also updated. The establishment of these groups has helped village officials manage online, connect with villagers, receive feedback from residents, and contribute to the timely and convenient implementation of the village's common tasks.

Comrade Trinh Dai Duong, Vice Chairman of the People's Committee of Nam Tan commune, said that with the high determination of the Party committee and the government from the commune to the village level, a high level of consensus and agreement has been achieved among the people, resulting in worthy achievements. The construction of a "smart village" in Dot Ha has helped Nam Tan complete the criteria for building a model new rural area.

In Dot Ha village, 112 households have installed home surveillance cameras (accounting for 41.1%). The village has 100% fiber optic broadband infrastructure coverage. The entire village has 196 households with internet connections, and 595 out of 620 people of working age use smartphones and 4G mobile networks…
