Press release from the opening session of the 14th National Congress of the Party

VTV.vn - The 14th National Congress of the Communist Party of Vietnam officially opened on the morning of January 20, 2026, at the National Convention Center in Hanoi.

Presidium of the 14th National Congress of the Party

The 14th National Congress was attended by 1,586 delegates representing over 5.6 million Party members nationwide. Of these, 163 were ex-officio delegates ( 10.28%); 353 were elected delegates (22.25%); and 353 were appointed delegates. 1,070 delegates (accounting for 67.47%). There were 1,285 male delegates, accounting for 81.02%; and 301 female delegates, accounting for 18.98%. There were 167 delegates from ethnic minorities, accounting for 10.53%. One delegate was a Hero of the People's Armed Forces, accounting for 0.06%; 10 delegates were Outstanding Teachers, accounting for 0.63%; 10 delegates were People's Doctors or Outstanding Doctors, accounting for 0.63%; and 3 delegates were People's Artists or Outstanding Artists, accounting for 0.19%.

The delegates performed the flag-raising ceremony.

The Congress was attended by invited guests: 205 domestic guests, including 128 former leaders of the Party, State, Vietnam Fatherland Front Committee, and members of the Central Committee of the Party (official and alternate) from the 4th to the 8th terms; 16 Deputy Chairmen and members of the Central Inspection Committee currently working but not members of the 13th Central Committee; 41 deputy heads of Party committees at the central level, secretaries, deputy secretaries, chairmen of people's councils, chairmen of people's committees of provinces and cities, and Party committees directly under the Central Committee who retired early or at the age in 2025 due to mergers and consolidations, and who are not old enough to be re-elected; and 20 delegates who are Vietnamese Heroic Mothers, prominent intellectuals, artists, religious dignitaries, and outstanding youth. A total of 111 people attended the Congress. Ambassadors, chargés d'affaires of foreign countries, and heads of diplomatic missions and international organizations in Vietnam.

In the opening session, Comrade Pham Minh Chinh , Member of the Political Bureau and Prime Minister of the Socialist Republic of Vietnam, on behalf of the Presidium, chaired the opening session of the Congress.

Comrade Luong Cuong , Member of the Political Bureau and President of the Socialist Republic of Vietnam, on behalf of the Presidium, delivered the opening speech of the Congress.

Comrade To Lam , General Secretary of the 13th Central Committee of the Communist Party of Vietnam, presented the Report of the 13th Central Committee on the documents submitted to the 14th National Congress of the Party.

Comrade Bui Thi Quynh Van , Member of the Central Committee of the Party, Deputy Head of the Central Organization Department, on behalf of the Secretariat, presented the Announcement on congratulatory messages from political parties, organizations, international friends and overseas Vietnamese to the 14th National Congress of the Communist Party of Vietnam (first time), totaling 559 letters and messages, including 109 political parties, 6 international and regional organizations, 16 individuals, 122 people's organizations and 306 associations of overseas Vietnamese.

On behalf of the Presidium, Prime Minister Pham Minh Chinh presided over the opening session of the 14th National Congress of the Party.

Comrade Pham Minh Chinh , Member of the Political Bureau and Prime Minister of the Socialist Republic of Vietnam, on behalf of the Presidium and the entire Congress, delivered a speech expressing appreciation and gratitude for the friendship, cooperation, attention, encouragement, support, and valuable assistance that political parties, organizations, and international friends have given to the Communist Party of Vietnam and our people; affirming that the Communist Party of Vietnam will continue to consistently implement its established foreign policy, strengthen friendly relations and cooperation with countries, political parties, organizations, and international friends, contributing to the cause of peace, national independence, democracy, and social progress in the world.

Comrade Tran Cam Tu , Member of the Political Bureau and Standing Secretary of the Central Committee of the 13th Party Congress, presented the Report on the review of the leadership and direction of the Central Committee of the 13th Party Congress.

On the afternoon of January 20, 2026, delegates worked in their respective delegations, discussing the Congress documents.
