On the afternoon of October 21, the National Assembly held a plenary session in the hall to discuss and vote to approve the draft resolution to elect Mr. Luong Cuong as President by electronic voting.

On Monday, October 21, 2024, the 8th Session of the 15th National Assembly officially opened and entered its first working day at the National Assembly House, Hanoi, under the chairmanship of National Assembly Chairman Tran Thanh Man.

In the morning, from 7:15 a.m., National Assembly delegates laid wreaths and visited President Ho Chi Minh's Mausoleum.

From 8:00 a.m., the National Assembly held a preparatory session. The National Assembly listened to the speech of National Assembly Chairman Tran Thanh Man; listened to the report of National Assembly Vice Chairman Nguyen Khac Dinh on the reception, explanation and revision of the proposed Program of the 8th Session of the 15th National Assembly; discussed and voted to pass the Program of the 8th Session of the 15th National Assembly with a high approval rate; listened to the report of the National Assembly Standing Committee member, Head of the Delegation Affairs Committee Nguyen Thanh Hai on the report of the National Assembly Standing Committee on the dismissal of Mr. Tran Dinh Van, a member of the National Assembly Delegation of Lam Dong province, from his duties as a deputy of the 15th National Assembly.

From 9am, the National Assembly held its opening session. The National Assembly held a flag-saluting ceremony; observed a moment of silence to commemorate soldiers who sacrificed their lives and people who died due to natural disasters in the past; and listened to Vice Chairman of the National Assembly Nguyen Khac Dinh announce the reason and introduce delegates attending the 8th Session of the 15th National Assembly.

The opening session was attended by Comrade To Lam, General Secretary of the Central Committee of the Communist Party of Vietnam, President of the Socialist Republic of Vietnam; Comrade Pham Minh Chinh, Prime Minister of the Socialist Republic of Vietnam; leaders and former leaders of the Party, State, and Vietnam Fatherland Front; representatives of leaders of Central Committees, Ministries, and branches; ambassadors, heads of foreign diplomatic missions and international organizations in Hanoi; reporters from domestic and foreign news agencies and newspapers based in Hanoi.

Then, under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly listened to: Chairman of the National Assembly Tran Thanh Man deliver the opening speech of the 8th Session, 15th National Assembly.

Member of the National Assembly Standing Committee, Chairman of the National Assembly's Economic Committee Vu Hong Thanh presented the Report on the verification of the results of the implementation of the 2024 socio-economic development plan; the projected socio-economic development plan for 2025.

Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien presented a report summarizing opinions and recommendations of voters and people sent to the 8th Session of the 15th National Assembly.

Member of the National Assembly Standing Committee, Head of the National Assembly Standing Committee's Petition Committee Duong Thanh Binh presented the Report on the results of supervising the settlement of voters' petitions sent to the 7th Session of the 15th National Assembly. (The opening session was broadcast live on Vietnam Television, Voice of Vietnam, and Vietnam National Assembly Television).

From 11:15 a.m., under the direction of National Assembly Chairman Tran Thanh Man, the National Assembly held a separate meeting to conduct the procedures for the position of President of the Socialist Republic of Vietnam for the 2021-2026 term in accordance with the provisions of the Constitution and laws.

Afternoon, content 1: The National Assembly continues personnel work under its authority.

Under the chairmanship of National Assembly Chairman Tran Thanh Man, the National Assembly held a separate meeting to continue the process and procedures for electing the President of the Socialist Republic of Vietnam for the 2021-2026 term in accordance with the provisions of the Constitution and laws.

After that, the National Assembly held a plenary session in the hall to discuss and vote to approve the draft Resolution to elect Mr. Luong Cuong as President of the Socialist Republic of Vietnam for the 2021-2026 term by electronic voting.

The results are as follows: 440 delegates participated in the vote (equal to 91.67% of the total number of National Assembly delegates), of which 440 delegates approved (equal to 91.67% of the total number of National Assembly delegates).

Afterwards, President of the Socialist Republic of Vietnam Luong Cuong took the oath of office and delivered his inaugural speech (the meeting was televised and broadcast live on Vietnam Television, Voice of Vietnam, and Vietnam National Assembly Television).

Content 2: The National Assembly held a plenary session at the Hall under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai. The National Assembly listened to Minister of Industry and Trade Nguyen Hong Dien, authorized by the Prime Minister, present the Report on the draft Law on Electricity (amended); Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy presented the Report on the review of the draft Law on Electricity (amended).

On Tuesday (October 22), in the morning, the National Assembly held a plenary session in the hall, listening to: Report and Verification Report on the implementation of the state budget in 2024, state budget estimates, central budget allocation plan in 2025, 3-year state financial-budget plan 2025-2027; Report on explanation, acceptance, and revision of the draft Law amending and supplementing a number of articles of the Law on Pharmacy; then, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law amending and supplementing a number of articles of the Law on Pharmacy.

In the afternoon, the National Assembly listened to the Presentation and Report on the review of the draft Law on Data; Report on explanation, acceptance and revision of the draft Law on Prevention and Combat of Human Trafficking (amended); then, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Prevention and Combat of Human Trafficking (amended)./.
