Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session in the hall, listening to Member of the National Assembly Standing Committee, Chairwoman of the National Assembly's Judicial Committee Le Thi Nga present a Report on explanation, acceptance and revision of the draft Law on Organization of People's Courts (amended); after that, the National Assembly discussed a number of contents with different opinions of the draft Law on Organization of People's Courts (amended).
At the discussion session, there were 39 opinions expressed by delegates, including 9 opinions debated by delegates. The delegates' opinions basically agreed with the content of the draft Law on Organization of People's Courts (amended) and the Report on explanation, acceptance and revision of the National Assembly Standing Committee.
In addition, delegates focused on discussing the following contents: innovation of provincial People's Courts and district People's Courts according to their jurisdiction; establishment of specialized first-instance People's Courts; Judges and Jurors adjudicating independently and only obeying the law; collection of documents and evidence in resolving criminal, administrative, civil and other cases under the jurisdiction of the Court; ensuring the validity of judgments and decisions of the Court; resolving and adjudicating administrative violations; detecting and recommending the constitutionality and legality of legal documents in adjudication; selection, publication and application of precedents; law-making; duties and powers of the Chief Justice of the Supreme People's Court ; Judges of the People's Court; Court Examiners; Court Clerks; People's Jurors; court security; participation and information activities at court sessions and meetings...
At the end of the discussion, Chief Justice of the Supreme People's Court Nguyen Hoa Binh spoke to explain and clarify a number of issues raised by National Assembly deputies.

At the discussion session, there were 24 opinions expressed by delegates and 1 opinion debated by delegates. The opinions basically agreed with the content of the draft Law on the Capital (amended) and the Report on explanation, acceptance and revision of the National Assembly Standing Committee.
In addition, delegates focused on discussing the following contents: scope of regulation and layout of the draft Law; position and role of the Capital; application of the Capital Law; responsibility for building, developing, managing and protecting the Capital; model of government organization in Hanoi city; organizational structure of the Hanoi People's Council, People's Councils of districts, towns and cities under the city; attracting and employing talented people and developing high-quality human resources; construction, development, management and protection of the Capital (construction planning, development of the Capital; measures to ensure implementation of the planning; management and use of underground space; urban renovation and embellishment; development of culture, sports and tourism; development of education and training; development of science and technology, innovation, digital transformation; development of high-tech zones; controlled testing; environmental protection; urban development in the direction of public transport; measures to ensure social order and safety); contents of decentralization to Hanoi city related to organization, staffing; finance, budget and resource mobilization for development of the Capital; regional linkage and development; implementation provisions...

Wednesday, May 29, 2024: The National Assembly spent the whole day discussing in the hall: (1) Additional assessment of the results of the implementation of the socio-economic development plan and state budget in 2023; the implementation of the socio-economic development plan and state budget in the first months of 2024; (2) Results of the implementation of national gender equality goals in 2023; (3) Practice of thrift and anti-waste in 2023.
