Unity in thought and action will build a new foundation for national development.

On the morning of October 20th, the Politburo and the Secretariat of the Central Committee of the Communist Party of Vietnam held a national conference to disseminate and implement the Resolution of the 10th Plenum of the 13th Central Committee of the Communist Party of Vietnam.

To ensure that the Party's resolutions are deeply ingrained and integrated into real life.

In his concluding remarks at the conference, General Secretary and President To Lam stated that, with the great achievements after nearly 80 years of nation-building, with the strength and momentum accumulated, and with new opportunities and prospects, we have all the necessary conditions and are standing before a historical opportunity to usher the country into a new era, an era of national progress, an era of development and prosperity, successfully fulfilling the aspirations of President Ho Chi Minh and the hopes of the entire nation, successfully building a prosperous, strong, democratic, just, and civilized Vietnam, standing shoulder to shoulder with the great powers of the world.

To achieve this goal, the 10th Central Committee Conference unanimously agreed on political determination, strategic breakthroughs, strategic directions and solutions with new thinking and awareness; it also unanimously agreed on the principles for many important tasks to accelerate and break through to successfully implement the Resolution of the 13th Party Congress and to best prepare for the Party congresses at all levels leading up to the 14th Party Congress.

Based on the consensus of the Central Committee, the General Secretary and President emphasized that bringing the Party's Resolution to each Party branch and each Party member, ensuring its deep penetration and integration into real life, is extremely urgent and requires the entire Party, people, and army to form a unified bloc in will and action, working together in solidarity, making great efforts with systematic and precise steps, maximizing opportunities and advantages, and mobilizing all resources to successfully implement the strategic policies and directions unanimously planned by the Central Committee.

The conference also aimed to exchange ideas, discuss, and create a high level of consensus on understanding, which would serve as a prerequisite for unified action throughout the entire political system in line with the defined objectives.

Regarding some key areas for thorough understanding and implementation, the General Secretary and President pointed out that there is a unified understanding throughout the Party regarding the political determination to successfully implement the Resolution of the 13th Party Congress and achieve all the goals and targets set forth.

This is a requirement from the Central Committee, a mandated target, and requires the utmost effort, focusing all measures and resources to achieve it. Party committees, party organizations, and party members, especially those in leadership positions, must set an example, take the lead, and be accountable for its implementation.

Each Party committee and grassroots Party organization must urgently review the goals and targets set forth in the resolutions of the Party congresses at all levels for the 2020-2025 term, especially those related to economic, cultural, social, environmental development, and the building of socialist human resources, in order to focus on completing them as soon as possible with the highest quality.

The government, heads of ministries, departments, and localities must be truly determined and resolute, implementing decisive and thorough solutions to accelerate the successful implementation of the socio-economic development tasks for 2025 approved by the Central Committee; achieving all targets, especially the GDP target.

The General Secretary and President requested that efforts be focused on immediately implementing several strategic breakthroughs that the Central Committee had agreed upon and included in the documents of the 14th National Congress.

Regarding breakthroughs in institutional development and the removal of bottlenecks and barriers, immediately after the 10th Plenum of the 13th Central Committee, the National Assembly and the Government set an example, taking the lead and acting decisively with a spirit of innovation and reform, wholeheartedly dedicated to the common cause.

The Prime Minister and the Chairman of the National Assembly have chaired numerous sessions to review the content of laws submitted to the National Assembly for consideration and approval at the 8th session of the 15th National Assembly.

In the proposed amendments to legal regulations, administrative procedures have been thoroughly reformed, with maximum decentralization and delegation of power in line with the spirit of the Central Committee's Resolution No. 10, which agreed on the principle of "local authorities decide, local authorities act, and local authorities are responsible".

The General Secretary and President requested that this be strongly disseminated throughout the entire political system; requiring ministries, sectors, Party committees, and governments at all levels, within their functions and duties, to focus on reviewing, amending, and supplementing regulations, rules, and procedures with the spirit of thoroughly removing bottlenecks and obstacles, thoroughly reforming administrative procedures, expanding the space for development, putting people and businesses at the center, all for the socio-economic development, ensuring national defense and security, and continuously improving the lives of the people.

Along with specific, practical solutions to mobilize and unlock all internal and external resources, including resources from the people, localities should thoroughly assess their self-reliance and self-sufficiency to propose specific decentralization and delegation of power, ensuring the highest possible response to the demands of development.

Immediately following this conference, Party committees at all levels will develop specific plans and focus on leading their implementation. A detailed assessment of the results achieved by the entire political system, with measurable outcomes, will be one of the topics of the next Central Committee meeting.

The Politburo will soon study and issue a Resolution on national digital transformation. Ministries, sectors, and localities should prioritize resources, intellectual capacity, and human resource preparation to focus on implementing digital transformation tasks and developing science and technology synchronously and smoothly; focus on completing the goal of building socio-economic infrastructure, primarily strategic infrastructure in transportation, energy, and digital infrastructure; and conduct a preliminary assessment of the implementation of Resolution No. 18 of the Sixth Plenum of the 12th Central Committee on "some issues concerning the continued reform and restructuring of the political system's organizational apparatus to be streamlined, effective, and efficient" throughout the entire political system, to be submitted to the 11th Plenum of the 13th Central Committee...

Ensuring the quality of documents for Party congresses at all levels and the documents for the 14th National Congress of the Party.

Regarding the preparations for the Party congresses at all levels leading up to the 14th National Party Congress, the General Secretary and President emphasized the need to focus on building and ensuring the quality of the documents for the Party congresses at all levels and the documents for the 14th National Party Congress.

Each locality needs to concretize and clearly define the direction and solutions for building a socialist model associated with socialist people in each locality. Hai Phong and Da Nang should take the lead in implementing this, creating a basis for drawing lessons and replicating it throughout the country.

Specifically, the development direction for new productive forces in each industry and locality focuses on high-quality human resources, new data and production materials, transportation infrastructure, and green transformation.

Clarify the resources, solutions, and responsibilities for completing the building of a revolutionary, regular, elite, and modern armed force; specifically define the goals and tasks of foreign affairs, especially Party diplomacy and people-to-people diplomacy, and build a solid foundation of public will and support.

Identify specific goals and targets that clearly demonstrate the self-reliance, self-improvement, initiative, and creativity of each locality based on practical experience.

Party committees at all levels have specific plans and are focusing on researching, discussing, and contributing ideas to the drafting of the Party's 14th National Congress documents. The focus is on: national and local governance issues; the urgency and content of local governance to enhance self-reliance and self-strengthening capabilities.

The relationship between managerial thinking and development thinking, based on practical experience in ministries, departments, and localities. Methods for implementing national target programs to ensure effectiveness and prevent waste.

Innovation in thinking, perspectives, and processes for drafting laws and lawmaking bodies. The key is to play the right roles and understand the principles in implementing the principle of "Party leadership, State management, and people's ownership"; and to ensure social welfare policies go hand in hand with social development.

Party congresses at all levels focus on preparing the best possible personnel, emphasizing training, nurturing, and testing those comrades who are planned to participate in the Party committees and standing committees at all levels. This ensures the selection of Party committees, especially leaders, who possess strong leadership capabilities, high fighting spirit, the courage to think, act, take responsibility, and innovate for the common good. They must also have the capacity to successfully implement the Party's policies and translate the Party's resolutions into practical life in each field and locality.

General Secretary and President To Lam noted that if the Resolution is correct and appropriate, then its implementation is a particularly important step, a key factor in bringing the Resolution into life, transforming the Party's policies into revolutionary actions, creating material wealth and spiritual products, and driving the country's strong and remarkable development.

Through the implementation of the Resolution in practice, we will discover, supplement, and continuously refine the steps, finding the shortest path to lead the country into a new era, an era of national progress, to successfully build socialism and stand shoulder to shoulder with the world's leading powers.

In addition, the head of an organization plays a particularly important role in leading and comprehensively managing all activities of agencies, units, and localities.

The immediate tasks are numerous and urgent; there is not much time left until the end of the 13th Party Congress term, and many goals must be strived for, while preparing for the 14th Party Congress is of paramount importance.

General Secretary and President To Lam expressed confidence that, following the conference, with new and insightful thinking and understanding, and with high morale, determination, and unity in thought and action, all resources will be unlocked, and the maximum human and material strength will be mobilized to continue building new foundations for the country's breakthrough development in the coming years.
