This morning, April 4th, under the chairmanship and direction of the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, and the Standing Vice Chairman of the Provincial People's Council, Nguyen Chien Thang, the 8th term of the Quang Tri Provincial People's Council held its 30th session. Simultaneously pursue both growth and streamlining of the organizational structure.
In his opening remarks at the session, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, emphasized: In the spirit of innovation, proactiveness, and flexibility, and always accompanying the Provincial People's Committee in implementing tasks and solutions for socio-economic development, at this session, the Provincial People's Council will consider, discuss, and decide on many important issues to achieve two goals: economic growth of 8% or more and streamlining the organizational structure in accordance with the central government's policy.

The agenda includes accelerating the implementation and disbursement of public investment capital, maximizing the efficiency of capital utilization, and the Provincial People's Council considering and deciding on adjustments to the medium-term public investment plan for the period 2021-2025 and the 2025 plan using local budget funds according to criteria; supplementing the medium-term public investment plan for the period 2021-2025 and allocating the 2025 public investment plan from surplus revenue from lottery sales in 2024 and surplus revenue from land use rights auctions in 2024 managed by the province.
Simultaneously, the 2024 budget estimate was reduced and the 2025 plan for investment capital from land use rights auction revenue managed by the province was adjusted; the 2025 development investment capital plan for the National Target Program on New Rural Development was adjusted; the 5-year central government budget development investment plan for the period 2021-2025 and the 2025 plan for the National Target Program on Socio-Economic Development in Ethnic Minority Areas was adjusted; and the budget for the implementation of the National Target Program on Sustainable Poverty Reduction (recurrent expenditure) in 2025 was allocated.

To ensure compliance with the Land Law, the Forestry Law, and other relevant legal regulations, the Provincial People's Council decides on the list of land acquisition projects, projects using rice land, production forest land, and protection forest land for other purposes; the list of land areas for bidding on land-use projects; and the policy on changing the purpose of forest land use for investment projects in the province.

In order to promptly concretize legal regulations in accordance with local realities, the Provincial People's Council considered and approved policies to support investment and encourage the use of public passenger transport services by bus; regulations on the principles, scope, and support levels and the use of funds to support rice cultivation land; the percentage (%) rate for calculating the annual land lease price without auction, the land lease price for underground construction, and the land lease price for land with water surface; and amendments and supplements to some articles of Resolution No. 22/2022/NQ-HĐND dated May 31, 2022 of the Provincial People's Council.
On the other hand, the Provincial People's Council will consider the report on the results of the thematic supervision by the Standing Committee of the Provincial People's Council on the implementation of policies and laws on the management, use, and rearrangement of public assets, specifically the buildings and land of agencies, organizations, and units under the province's management, during the period 2018-2024.
Fourteen resolutions were passed with high consensus.
Speaking at the session, Acting Chairman of the Provincial People's Committee Ha Sy Dong said that, based on the province's practical situation and the development requirements of various sectors and fields, the Provincial People's Committee submitted draft resolutions to the 13th session. These included 6 resolutions in the field of public investment and 3 resolutions in the field of land resources.

Specifically, there are four resolutions on local policies, including: Support for investment and encouragement of the use of public passenger transport services by bus; Regulations on the principles, scope, and levels of support and the use of funds for supporting rice cultivation land; Percentage (%) rates for calculating the annual land lease price without auction, the land lease price for underground construction, and the land lease price for land with water surface; Amendments and additions to some articles of Resolution No. 22/2022/NQ-HĐND dated May 31, 2022 of the Provincial People's Council.
These policies not only contribute to ensuring social security, but also provide solutions to support businesses, attract investment, and create momentum for economic growth.
The session devoted considerable time to allowing delegates to discuss and clarify issues of widespread public concern, while also reaching a high level of consensus in adopting resolutions.

In his closing remarks at the session, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, stated that, in addition to the 13 resolutions submitted by the Provincial People's Committee at the session, based on comprehensive consideration and evaluation, the Provincial People's Council had approved one resolution on the results of the specialized supervision by the Standing Committee of the Provincial People's Council on the implementation of policies and laws on the management, use, and rearrangement of public assets, specifically land and buildings, of agencies, organizations, and units under the province's management during the period 2018-2024.
The Provincial People's Council requests the Provincial People's Committee to continue implementing comprehensive solutions to effectively and properly manage, utilize, and reorganize public assets, specifically the buildings and land of agencies, organizations, and units under the province's management, in the coming period.
At the same time, it was emphasized that the resolutions adopted at this session are an important legal basis for implementing urgent solutions to contribute to promoting the socio-economic development of the province. Therefore, it is requested that the Provincial People's Committee direct all levels, sectors, and localities to focus on organizing and implementing them with a proactive, creative, decisive, and coordinated spirit to ensure that the resolutions of the Provincial People's Council are put into practice and achieve practical results.
