This morning, April 4, under the chairmanship and direction of the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang and Standing Vice Chairman of the Provincial People's Council Nguyen Chien Thang, the 8th term Quang Tri Provincial People's Council held its 30th session. Synchronously implement two goals of growth and streamlining the apparatus
Speaking at the opening of the session, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang emphasized: In the spirit of innovation, proactiveness, flexibility, always accompanying the Provincial People's Committee in implementing tasks and solutions for socio-economic development, at this session, the Provincial People's Council will consider, discuss and decide on many important contents to complete the two goals of economic growth of 8% or more and to arrange and streamline the apparatus according to the central government's policy.

The contents include accelerating the implementation progress, disbursing public investment capital, promoting the efficiency of capital use, the Provincial People's Council considers and decides to adjust the medium-term public investment plan for the period 2021 - 2025 and the plan for 2025 to balance local budget capital according to criteria; supplement the medium-term public investment plan for the period 2021 - 2025 and allocate the 2025 public investment plan from the excess revenue from the lottery in 2024 and the excess revenue from the auction of land use rights in 2024 managed by the province.
At the same time, reduce the 2024 plan estimate and adjust the 2025 plan for investment capital from land use rights auction revenue managed by the province; adjust the 2025 development investment capital plan to implement the National Target Program (NTP) on new rural construction; adjust the 5-year central budget development investment capital plan for the period 2021 - 2025 and in 2025 to implement the NTP on socio-economic development in ethnic minority areas; allocate the budget estimate to implement the NTP on sustainable poverty reduction (career capital) in 2025.

To ensure proper implementation of the provisions of the Land Law, the Forestry Law and related legal provisions, the Provincial People's Council decides on the list of land recovery projects, projects using rice-growing land, production forest land, and protective forest land for other purposes; the list of land plots for bidding for projects using land; the policy of changing the purpose of forest use to implement investment projects in the province.

In order to promptly specify legal regulations in accordance with local realities, the Provincial People's Council considers and approves investment support policies, encourages the use of public passenger transport services by bus; stipulates principles, scope, support levels and the use of funding sources to support rice-growing land; the percentage (%) for calculating land rental prices to pay annual land rent without auction, land rental prices for underground construction, land rental prices for land with water surface; amends and supplements a number of articles of Resolution No. 22/2022/NQ-HDND dated May 31, 2022 of the Provincial People's Council.
On the other hand, the Provincial People's Council will consider the report on the results of thematic supervision of the Standing Committee of the People's Council on the implementation of policies and laws on management, use and rearrangement of public assets such as houses and land of agencies, organizations and units under the management of the province in the period of 2018-2024.
Passed 14 resolutions with high consensus
Speaking at the meeting, Acting Chairman of the Provincial People's Committee Ha Sy Dong said that based on the practical situation of the province and the development requirements of sectors and fields, the Provincial People's Committee submitted 13 draft resolutions to the meeting. Of which, 6 resolutions are in the field of public investment; 3 resolutions are in the field of land resources.

In particular, there are 4 resolutions on local policies, including: Supporting investment, encouraging the use of public passenger transport services by bus; Stipulating principles, scope, support levels and the use of funding sources to support rice-growing land; Percentage (%) for calculating land rental prices to pay annual land rent without auction, land rental prices for underground construction, land rental prices for land with water surface; Amending and supplementing a number of articles of Resolution No. 22/2022/NQ-HDND dated May 31, 2022 of the Provincial People's Council.

Speaking at the closing session, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang said that, in addition to 13 resolutions submitted by the Provincial People's Committee at the session, based on comprehensive review and assessment, the Provincial People's Council passed 1 resolution on the results of thematic supervision by the Standing Committee of the Provincial People's Council on the implementation of policies and laws on management, use and rearrangement of public assets, which are houses and land of agencies, organizations and units under the management of the province in the period of 2018 - 2024.
The Provincial People's Council requested the Provincial People's Committee to continue to synchronously implement solutions to effectively and properly implement the management, use and rearrangement of public assets, which are houses and land of agencies, organizations and units under the province's management in the coming time.
At the same time, he emphasized: The resolutions passed at this session are an important legal basis for implementing urgent solutions to contribute to promoting the socio-economic development of the province. Therefore, he requested the Provincial People's Committee to direct all levels, sectors and localities to focus on organizing and implementing them in a proactive, creative, drastic and synchronous manner to ensure that the resolutions of the Provincial People's Council come to life and achieve practical results.
