At the session, the Provincial People's Council approved a Resolution on the Project to recognize Quang Ninh province as meeting the criteria for a Type I urban area. This is an important step to concretize the goal of building Quang Ninh city directly under the Central Government by 2026, in accordance with the spirit of Conclusion No. 20-KL/TW dated April 7, 2026, of the Politburo .

According to the adopted Resolution, the Provincial People's Council assigns the Provincial People's Committee (PPC) the responsibility of reviewing and completing the dossier, submitting it to the competent authority for appraisal and recognition in accordance with the law; and is fully responsible for the accuracy of the information, data, and contents submitted to the Provincial People's Council.

To ensure the effectiveness of the project, the Chairwoman of the Provincial People's Council, Trinh Thi Minh Thanh, requested the Provincial People's Committee to focus on reviewing the remaining and weak criteria to develop a specific and feasible roadmap and solutions, linking them to the responsibilities of relevant departments, agencies, and localities. This will ensure the project is implemented effectively and on schedule, contributing to enhancing the province's position and development capacity in the new phase. At the same time, she urged the completion of all necessary documents and procedures according to regulations for submission to the Central Government for consideration and recognition of the province as a Type I urban area, serving as an important basis for achieving the goal of building Quang Ninh into a centrally-governed city.

Quang Ninh province has identified key infrastructure projects, connecting infrastructure, and projects that create a ripple effect, avoiding scattered investments. The province will mobilize and effectively utilize all resources, especially land resources, to develop urban spaces in a sustainable, civilized, and modern direction.

Besides the Type I urban development plan, at this session, the Quang Ninh Provincial People's Council also approved 13 other important resolutions related to socio -economic development, social welfare, and specific local policies and mechanisms. Notably, these include a resolution approving the list of land acquisition projects for strategic infrastructure projects, including the Hanoi-Quang Ninh high-speed railway project; a resolution establishing the Quang Ninh Provincial Land Development Fund with a charter capital of 2,000 billion VND; and policies supporting the relocation of production facilities to industrial clusters...

Chairwoman of the Provincial People's Council Trinh Thi Minh Thanh emphasized that the adoption of these policies is of urgent importance in mobilizing and unlocking resources, removing bottlenecks, and creating momentum for Quang Ninh to continue striving to achieve double-digit economic growth targets throughout the 2026-2031 term.
