Tax revenue reached more than 48% of estimate

Statistics show that, by the end of May, 12/20 revenue items and taxes achieved quite well compared to the estimate (reaching over 48%); 8/20 revenue items achieved below 48%.

In addition, 12/20 revenue items and taxes have revenue growth compared to the same period. Eight/20 revenue items and taxes have lower revenue than the same period in 2022 (environmental protection tax is estimated at 53%; registration fee is estimated at 72.5%; land use fee is estimated at 44.6%; land and water surface rental fee is estimated at 48.9%).

Statistics in localities show that up to this point, 17/63 localities have had budget implementation progress of more than 48%; 21/63 localities have average collection progress (42 - 48%).

However, there are still 25/63 localities with low collection progress (below 42%), including some localities with very slow collection progress (below 35% of the estimate) such as: Lao Cai, Thai Nguyen, Quang Binh, Quang Tri, Lai Chau, Thai Binh, Ninh Binh, Tuyen Quang, Binh Phuoc, Phu Yen, Ha Giang, Hoa Binh, Son La.

The General Department of Taxation also said that in the first 5 months of the year, the entire tax sector conducted 14,727 inspections and examinations (reaching 18.38% of the 2023 plan and equal to 121.1% compared to the same period in 2022); inspected 160,460 tax declarations at tax authorities (equal to 76.4% compared to the same period in 2022). From there, the total amount of money recommended for handling through inspections and examinations was 20,382 billion VND, equal to 217.5% compared to the same period in 2022.

Notably, in the post-refund inspection and examination of value-added tax, the Tax Authority has conducted 1,794 post-refund inspections and examinations, corresponding to a total refund of VND 10,604 billion. The total amount of tax refunds and penalties is VND 70.4 billion.

Regarding debt management, the General Department of Taxation said that the total amount of tax debt managed by the Tax sector is estimated to be 149,963 billion VND by the end of May 2023, an increase of 0.7% compared to April 2023. Accumulated collection by the end of May 2023 is estimated to be 18,408 billion VND.

The Tax sector has also handled debt freezing and debt cancellation in accordance with Resolution No. 94 of the National Assembly, with an estimated cumulative amount of VND 36,968 billion by the end of May 2023. Of which: handling tax debt freezing is VND 28,983 billion; handling debt cancellation of late payment fines and late payment fees is VND 7,985 billion.
