Statistics show that, as of the end of May, 12 out of 20 revenue items and tax categories performed well compared to the forecast (reaching over 48%); 8 out of 20 revenue items fell below 48%.
In addition, 12 out of 20 revenue items and taxes showed growth compared to the same period last year. Eight out of 20 revenue items and taxes had lower collection rates than the same period in 2022 (environmental protection tax estimated at 53%; registration fee estimated at 72.5%; land use fee estimated at 44.6%; land and water surface lease fee estimated at 48.9%).
Statistics from localities show that, as of this time, 17 out of 63 localities have achieved a budget implementation progress exceeding 48%; 21 out of 63 localities have an average collection progress (42-48%).
However, 25 out of 63 localities still have low collection progress (below 42%), including some localities with very slow collection progress (below 35% of the budget) such as: Lao Cai, Thai Nguyen, Quang Binh, Quang Tri, Lai Chau , Thai Binh, Ninh Binh, Tuyen Quang, Binh Phuoc, Phu Yen, Ha Giang, Hoa Binh, and Son La.
The General Department of Taxation also reported that in the first five months of the year, the entire tax sector conducted 14,727 inspections and audits (reaching 18.38% of the 2023 plan and 121.1% compared to the same period in 2022); and examined 160,460 tax declarations at tax offices (76.4% compared to the same period in 2022). As a result, the total amount recommended for processing through inspections and audits was VND 20,382 billion, equivalent to 217.5% compared to the same period in 2022.
Notably, in the post-refund inspection and audit work for value-added tax, the Tax authorities conducted 1,794 inspections and audits, corresponding to a total refund amount of VND 10,604 billion. The total amount of tax recovered and penalties imposed was VND 70.4 billion.
Regarding debt management, the General Department of Taxation reported that the total amount of tax debt under its management as of the end of May 2023 was estimated at VND 149,963 billion, an increase of 0.7% compared to April 2023. The cumulative amount collected as of the end of May 2023 is estimated at VND 18,408 billion.
The Tax Department has also implemented debt restructuring and debt write-off for uncollectible debts in accordance with Resolution No. 94 of the National Assembly , with the cumulative amount reaching an estimated 36,968 billion VND by the end of May 2023. This includes: 28,983 billion VND in tax debt restructuring; and 7,985 billion VND in late payment penalties and interest written-off.
