According to the provisions of the Law on Education and the Regulations on Kindergartens, the duty of kindergarten teachers is to care for, educate and nurture children from 3 months to 6 years old. This is an age that requires caregivers and educators to be highly focused throughout the time children are at school to ensure the safety of children. At this age, children are hyperactive and have low attention span, so teachers must invest a lot of time to develop flexible and creative lessons that attract children's attention.
Besides, preschool teachers work 6 hours/day, however, in reality, due to the nature of their job and the demands of parents, preschool teachers often have to pick up children early and drop them off late.
For children of preschool age, parents expect more attention and care from preschool teachers than parents of other levels of education.
In some cases, teachers work directly at school from 6:30 a.m. to 6 p.m., which means that the actual working time during the day can be up to 9-10 hours. If there is still a child at school, the teacher must wait for the parent to pick up the child before leaving.
“On the other hand, for children of preschool age, parents expect more attention and care from preschool teachers than parents of other levels of education,” according to the general assessment of the Ministry of Education and Training.
Therefore, compared to teachers at other levels, preschool teachers are under more pressure from professional activities, expectations from children's families and society. "This directly affects teachers' physical and mental health," the Ministry of Education and Training assessed.
Although the professional activities of preschool teachers are more specific and complex than those of teachers at other levels, the income of preschool teachers compared to other levels is currently the lowest.

Total salary and preferential allowances (calculated in favorable areas) currently of teachers at all levels (Data source: Ministry of Education and Training) |
According to statistics from the Ministry of Education and Training, from August 2023 to April 2024, 7,215 teachers have quit or changed jobs. Of these teachers who quit, 1,600 are preschool teachers, accounting for 22%.
The rate of teachers quitting their jobs under the age of 35 is still high and is mainly concentrated in economically and socially developed regions, where living standards are higher than in other regions and teachers have many options to change careers with higher incomes.
The Ministry of Education and Training has just announced a draft Decree regulating preferential allowances according to profession for civil servants and employees in public educational institutions to solicit comments.
In the draft, the Ministry of Education and Training proposed increasing the allowance from 35% to 45% in favorable areas and to 80% in areas with especially difficult socio-economic conditions for preschool teachers, to accurately reflect the complexity and pressure of teachers' work at this level.
