Vehicle registration procedure on VNeID application

The Ministry of Public Security has chosen Ho Chi Minh City to pilot the electronic ownership transfer transaction for vehicle registration on the Ministry of Public Security Public Service Portal (VNeID) in May 2025. This move promises to bring significant convenience to people in the process of conducting transactions related to personal vehicles.

Simple procedure

The Traffic Police Department (PC08) of Ho Chi Minh City Police has officially informed that the Ministry of Public Security has chosen the city as a pilot locality to deploy online vehicle ownership transfer services. Accordingly, in May 2025, Ho Chi Minh City residents can conduct vehicle ownership transfer transactions entirely in the electronic environment through a level 2 VNeID electronic identification account. This is an important step forward in applying technology to handle administrative procedures, helping people and organizations significantly reduce the time and costs related to notarizing vehicle transfer contracts.

PC08 Department said that the process of receiving electronic ownership transfer transactions for vehicle registration on the Ministry of Public Security's Public Service Portal is carried out in 4 simple steps.

Step 1 : The vehicle owner (seller) logs into the Ministry of Public Security's Public Service Portal using a level 2 VNeID account. Here, the seller selects the "transfer vehicle ownership" utility and proceeds to declare the necessary information in the vehicle repossession procedure, including detailed information about the vehicle, information about the co-owner (if any) and information of the vehicle buyer. The Public Service Portal system will automatically check the accuracy of the information about the vehicle's characteristics and the personal information of the parties involved. If all information is valid, the system will move to the next step.

Step 2 : After the seller completes the declaration, the Public Service Portal will send a transaction confirmation notification to the VNeID application of the seller, co-owner (if any) and the buyer. The parties involved need to confirm the transaction on the VNeID application. In case more than 30 days have passed since the Public Service Portal sent the confirmation request and one of the parties does not perform this operation, the VNeID system will automatically notify the Public Service Portal to cancel the application.

Step 3 : When the transaction is successfully confirmed by the parties, the Public Service Portal will send information to the people to carry out the procedure of revoking the license plate and vehicle registration. At the same time, the system also transfers information to the vehicle registration system to carry out the revoking process and the electronic tax system to collect registration fees.

Step 4: The buyer will pay the registration fee at the tax office and proceed to declare information and carry out the vehicle registration transfer procedure. It is noteworthy that the data generated during the process of collecting and paying the registration fee will be reused, helping people not to have to re-provide existing information. Once completed, the vehicle registration system will send the results to the Public Service Portal to notify the buyer that the vehicle registration transfer procedure has been completed.

Make it easy for people

To participate in online vehicle ownership transfer transactions, the vehicle owner (seller), co-owner and individual buyer must all have a level 2 VNeID account and have a permanent address in Ho Chi Minh City; the person conducting the transaction must be the owner (the person whose name is on the vehicle registration certificate), and cannot declare a transaction on behalf of another person when transferring electronic vehicle ownership.

The vehicle owner (seller) and the buyer must both authenticate; in case the vehicle owner (seller) is married, it must be authenticated by the VNeID of both husband and wife (based on Clause 2, Article 25 of the 2014 Law on Marriage and Family) on the interactive electronic form (e-Form); citizens proactively contact the commune, ward, or town police for instructions on installing level 2 electronic identification and fully update their marital status in the National Population Database, especially newly married or divorced citizens, ensuring that personal information data is "correct, complete, clean, and alive".

According to PC08 Department, the pilot implementation of electronic ownership transfer transactions for vehicle registration on VNeID is a step that promises to bring significant convenience to people in the process of conducting transactions related to personal vehicles; creating convenience for people, reducing cumbersome notarization procedures. This is also an important step in digitizing public services, bringing practical benefits to the city's residents.

Ho Chi Minh City Traffic Police encourages people in the city to actively access and use this convenient transaction method to save time, costs and reduce administrative procedures in the process of transferring vehicle ownership. To ensure a smooth implementation process, people should proactively contact the police of communes, wards and towns to be guided on installing level 2 electronic identification and fully updating their marital status in the National Population Database.
