Construction of the 3rd "backbone" road of Hung Yen begins
The Prime Minister attended the groundbreaking ceremony and encouraged and presented gifts to the team of officers, engineers and workers constructing the Tan Phuc-Vong Phan road.
The 29.2 km long route has a total investment of 2,986.8 billion VND from the local budget. This is a key project of Hung Yen province, welcoming the 20th Provincial Party Congress.
Tan Phuc-Vong Phan Road will cross the road connecting Ring Road 5 of Hanoi Capital Region in Thai Binh province with National Highway 38B and Hanoi-Hai Phong Expressway, intersect with National Highway 38, with the National Highway 38B bypass and connect to Provincial Road 378.
The route passes through 14 communes in 3 districts of An Thi, Tien Lu, Phu Cu, and is considered the 3rd “backbone” of this province after National Highway 39 and the road connecting the 2 expressways Hanoi-Hai Phong and Cau Gie-Ninh Binh. The project construction time is 720 days.
To implement the project, Hung Yen province must clear a total area of 175 hectares. Currently, the site clearance work has reached more than 89%, ensuring sufficient conditions for units to continue to deploy work to serve the project after construction.
Speaking at the event, the Prime Minister was delighted to attend the groundbreaking ceremony of the road which is of great significance, efficiency and feasibility in "breaking the monopoly" of the three most difficult districts of Hung Yen: An Thi, Tien Lu and Phu Cu.
The Prime Minister believes that after this road is built, the three districts will “go behind but arrive first”, promote the potential and advantages of the locality, open up industrial parks, service areas, urban areas, increase the added value of land, connect inter-provincial and inter-regional economies, contribute to the formation of a modern transportation system in the Red River Delta, promote Hung Yen and the whole region to develop rapidly and sustainably.
The Prime Minister requested Hung Yen province to continue to focus on quickly completing the clearance of the remaining land, and doing a good job of resettlement; after having the land, the contractor will focus on construction in "3 shifts", "overcoming the sun and rain", "eating and sleeping quickly", "working through holidays, Tet and holidays", taking advantage of the favorable conditions of the flat terrain, overcoming difficulties related to raw materials, striving to complete the project by September 2025, improving quality, ensuring technical, aesthetic, safety, environmental sanitation, and preventing corruption and negativity.
Provincial leaders, Party committees and authorities need to regularly inspect, urge and motivate cadres and workers to carry out key projects, including this route; immediately remove difficulties and obstacles. The Project Management Board should promote a sense of responsibility, ensure the best construction conditions for contractors, living conditions for workers and care about the material and spiritual lives of people who have given up land for the project, striving to be at least equal to and higher than their old place of residence.
The Prime Minister emphasized the need for systematic, sustainable, harmonious development and environmental protection; research on not building hard fences along roads but soft fences such as canals, ditches, lakes, etc.; and arranging a green tree system to create a green, clean, and beautiful landscape.
The Prime Minister requested Hung Yen province to continue to maintain momentum, promote development spirit, Party committees, authorities and people to strive to complete socio-economic development tasks, especially in developing and connecting transport infrastructure, making each project more beautiful and better than the previous one, achieving better results year after year, and higher results in each term than the previous term, contributing to building a strong and prosperous country, with people increasingly prosperous and happy.
