AFP reported that Shtayyeh also called for "new political and governmental measures" to find a solution to the current conflict. In a cabinet address, Shtayyeh predicted that the next phase would need to take into account the new reality in Gaza, which has been devastated after nearly five months of fierce fighting.

Shtayyeh's resignation still awaits the approval of the Palestinian President. Accordingly, Abbas has the right to request Shtayyeh remain in his position until a permanent replacement is appointed.
The Palestinian Authority has limited administrative power over areas in the West Bank, while Gaza has been controlled by Hamas since 2007.

The Palestinian Authority and Hamas have been working to reach an agreement on a unity government and will meet in Moscow, Russia, on February 28.
Senior Hamas official Sami Abu Zuhri told Reuters: "The resignation of Shtayyeh's government would only make sense if it came about in the context of national consensus on agreements for the next phase."
