TPO - Prime Minister Pham Minh Chinh requested that members of the Government, ministers, and heads of sectors uphold a sense of responsibility, focus on democracy, discipline, and administrative discipline; if anyone is afraid of responsibility, they should "stand aside".
On the morning of September 23, the Government held a special session on law-making to review and give opinions on four contents: Draft Law on amending and supplementing a number of articles of the Law on Health Insurance; Draft Law on Data; Proposal to develop a Law on Personal Data Protection; Proposal to develop a Law on Lawyers (amended). Even small matters must be submitted to the Central level. In his opening speech, Prime Minister Pham Minh Chinh said that the 10th Central Conference discussed and requested to further promote and make stronger breakthroughs in building and perfecting institutions. According to the Prime Minister, one of the reasons why a number of officials still shirk responsibility, are afraid of responsibility, and are afraid of making mistakes is due to the institutions. Therefore, it is necessary to remove institutional obstacles so that officials and civil servants dare to think, dare to do, and are not afraid of making mistakes. The Central Committee also agreed to strengthen human resources, facilities, and remuneration for those participating in institutional development.

The head of the Government also made clear the spirit of the 10th Central Conference is to promote decentralization and delegation of power; build a socialist rule-of-law state of the people, by the people, for the people; avoid the situation where lower levels "ask" higher levels for everything, but must base it on regulations; and no matter how small, any issue must be submitted to the Central level for decision. Therefore, the Prime Minister requested ministers, leaders of ministries, branches, and heads of agencies to thoroughly grasp this spirit to remove difficulties and obstacles; promote stronger decentralization and delegation of power, coupled with resource allocation, while enhancing responsibility and implementation capacity of lower levels. The Prime Minister said that in his opening speech at the 10th Central Conference, General Secretary and President To Lam clearly stated that the spirit is "locality decides, locality does, locality is responsible"; the Central, National Assembly , and Government only issue mechanisms, orientations, and design monitoring and inspection tools. Ministers and heads of sectors should only deal with strategic issues, planning, program orientations, and important development directions for the country. Expressing dissatisfaction with a number of decrees that have assigned some ministries and sectors to complete early but have not been completed yet, the Prime Minister requested ministers and heads of sectors to uphold the spirit of serving the country and the people, daring to think, daring to do, and daring to take responsibility. Assessing that internal administrative procedures are still cumbersome, the Prime Minister stated that if there is no response from members of the Government after the deadline, it must be considered as agreement. "One of the Party's leadership principles is that the minority obeys the majority," said the Prime Minister.

In order to avoid the situation where the more laws are issued, the more difficult it is to implement, the Prime Minister requested to build laws to strengthen management but must create an environment and space for development, not tighten and constrict. Because, according to the Prime Minister, if the laws overlap, it will be very difficult to implement, not encouraging innovation. The Prime Minister gave an example and asked the leaders of the Ministry of Construction to consider the social housing development model that is being actively implemented in some localities for replication; noting that in emulation movements such as "eliminating temporary houses and dilapidated houses", it is also necessary to innovate in the form of "turnkey" to speed up. With that spirit, the Prime Minister requested members of the Government, ministers, and heads of sectors to uphold the spirit of responsibility, focus on democracy, discipline, and administrative discipline; if anyone is afraid of responsibility, "stand aside". When responding, ministries and branches must be specific, not general, and must assign "clearly the person, clear work, clear responsibility, clear implementation time, clear efficiency, clear product", and must not avoid or shirk responsibility.
