Prime Minister: Decentralization and delegation of power promote the implementation of key projects

On the morning of October 16, in Can Tho city, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national projects and works, key to the Transport sector, chaired a conference to discuss solutions to remove difficulties and obstacles and promote the development of transport infrastructure in the Mekong Delta region.

Also attending were Deputy Prime Ministers Tran Hong Ha and Ho Duc Phoc; leaders of ministries, branches and central agencies; leaders of 12 provinces and cities in the Mekong Delta region and related provinces and cities; representatives of construction contractors, consultants and supervisors.

Opening the conference, Prime Minister Pham Minh Chinh said that 3 months ago, also in Can Tho, the Prime Minister chaired a conference on removing difficulties and obstacles and promoting the development of transport infrastructure in the Mekong Delta region.

Since the beginning of his term, the Prime Minister has at least 5 times directly inspected, urged, removed difficulties and obstacles, and promoted the implementation of key transport projects. This demonstrates the Central Government's interest in developing transport infrastructure in particular and the Mekong Delta region in general.

Pointing out the role of infrastructure, especially transport infrastructure, in the process of industrialization and modernization of agriculture and rural areas, based on innovation to develop the Mekong Delta, Prime Minister Pham Minh Chinh said that it is necessary to decentralize and delegate power, eliminate the request-grant mechanism, with the spirit of "locality decides, locality does, locality is responsible," the Central Government performs the function of state management, builds plans, programs, laws, policy mechanisms, management tools, supervision, and inspection.

The Prime Minister said that today's conference aims to review and examine the implementation of works and projects, clarifying the work that has been done and has not been done; lessons learned; difficulties and obstacles that need to be resolved, especially regarding investment procedures, site clearance, supply of filling materials, capital allocation, disbursement, project implementation progress, etc., with the spirit of resolving difficulties and obstacles; determining whose responsibility; which agency or unit must resolve; with the motto "clear people, clear work, clear responsibilities, clear time, clear products."

In that spirit, the Prime Minister requested localities, ministries and branches to clearly affirm: Are there any difficulties or problems? If there are any, they must be clearly stated and there must be a way to resolve them. Among them, the Ministry of Transport must report on the implementation of projects; the Ministry of Natural Resources and Environment must clearly report on the situation of construction materials, whether they are sufficient or lacking, what are the causes, and what solutions are needed?; the Ministry of Planning and Investment must report on the situation of capital balance and allocation and on sustainable development projects in the Mekong Delta to adapt to climate change. Are localities lacking in landfill materials still facing difficulties? If so, who is responsible?; How have localities with landfill materials been supplied to projects?

The Prime Minister also requested management boards, contractors, and consultants to clearly report whether there are any remaining problems? What solutions are needed? Are there any units causing difficulties in material supply, site clearance, or construction?

According to the Ministry of Transport, the Mekong Delta region is implementing 9 important national transport projects, key to the transport sector, with a total investment of about 106 trillion VND.

Of these, 8/9 projects are under construction. The My An – Cao Lanh Expressway project is completing procedures and is expected to start construction in early 2025.

Of the total 8 projects being implemented, 6 projects are scheduled to be completed in 2025, including 4 expressway projects with a total length of 207km under the emulation plan to complete 3,000km, which are expressway projects: Can Tho-Hau Giang-Ca Mau; Cao Lanh-Lo Te; Cao Lanh-An Huu; Lo Te-Rach Soi. Two other bridge and road projects are: Ho Chi Minh Road Project, Rach Soi-Ben Nhat, Go Quao-Vinh Thuan section and Rach Mieu 2 Bridge Project.

The Chau Doc-Can Tho-Soc Trang expressway project will basically complete the entire route in 2026 and be put into operation in 2027; the Cao Lanh-An Huu project and the Dai Ngai bridge project will be completed in 2027./.
