Prime Minister: Strive to achieve socio-economic development targets and goals

The whole country is excited with activities to celebrate the 80th anniversary of National Day.

At the meeting, the Government assessed that the highlight in the direction and administration of the Government, the Prime Minister, all levels, sectors and localities in August and since the beginning of the year is the strict implementation of the leadership and direction of the Central Executive Committee, the Politburo , the Secretariat, and General Secretary To Lam, closely coordinating with the National Assembly and agencies in the political system, creating consensus among the people, support from businesses, and attention and assistance from international friends, carrying out heavy and important tasks, achieving basically good results.

The Prime Minister requested that all levels, sectors and localities direct and operate with high determination, great efforts, drastic, proactive, flexible and effective actions in all areas; with the spirit: "The Party has directed, the Government has agreed, the National Assembly has agreed, the People have supported, the Fatherland has expected, then only discuss and do, not retreat" and "what is said must be done, what is committed must be implemented, what is done must have results that can be weighed, measured, counted and quantified".

Accordingly, focus on perfecting institutions and implementing the Party and State's policies. In August 2025, the Government issued 47 Resolutions and 23 Decrees; the Prime Minister issued 30 Official Dispatches and 3 Directives. In total, in 8 months, the Government issued 241 Decrees and 308 Resolutions; the Prime Minister issued 2,021 Decisions, 25 Directives and 145 Official Dispatches.

At the same time, resolutely implement the Resolutions of the National Assembly, the Action Programs of the Government, and the Prime Minister's instructions on implementing the "pillar" policies of the Politburo; most recently, Resolution No. 71 on breakthroughs in education and training development. Currently, the Politburo's resolutions on people's health care, state economy, and culture are being urgently submitted for promulgation and continued to be developed.

At the same time, develop scenarios and solutions to promote growth of over 8%. Remove difficulties, organize and operate local governments at 2 levels; reform administrative procedures and business conditions. Continue to proactively and effectively respond to the US's reciprocal tariff policy. Start and inaugurate 250 typical projects nationwide with a total investment of about 1.28 million billion VND.

Carefully prepare and well organize the celebration of the 80th anniversary of the People's Public Security Traditional Day, the 80th anniversary of the August Revolution and National Day September 2, especially the Exhibition "80 years of the journey of Independence - Freedom - Happiness" and the parade.

Focus on developing culture and society, ensuring social security and people's lives (promoting the construction of social housing; reaching the goal of eliminating temporary and dilapidated houses nationwide with over 334,000 houses 5 years and 4 months early; giving gifts to all people on the occasion of National Day; responding urgently to storm No. 5, providing rice to relieve hunger, repairing schools affected by storms and floods so that students can start the new school year in time; preparing free tuition and lunch for students in the new school year...).

Delegates agreed that, in general, the situation continues to trend positively, with each month being better than the previous month, and the first 8 months being better than the same period in 2024 in most areas, with some major and outstanding results.

Macroeconomic stability, inflation under control, growth promoted in all three sectors of industry, agriculture, and services, major balances of the economy are ensured. Import and export in 8 months reached nearly 600 billion USD. Industrial production in August increased by 8.9% over the same period, the total increase in 8 months was 8.5%, in which the processing and manufacturing industry maintained double-digit growth, reaching a rate of 10%. The average consumer price index (CPI) in 8 months increased by 3.25%; state budget revenue in 8 months reached over 1.74 million billion VND, up 28.5%, while about 187.6 thousand billion VND of taxes, fees, and land rents were exempted, reduced, and extended (equal to 10.8% of the total collected).

The whole country focuses on accelerating infrastructure projects; ensuring the completion of over 3,000km of expressways and 1,700km of coastal roads by 2025. Vietnam is an attractive destination for foreign investment in the context of a difficult world situation. Total registered FDI capital is over 26.1 billion USD, up 27.3% and the highest in the past 5 years; realized FDI capital is about 15.4 billion USD, up 8.8%.

In the first 8 months, nearly 210,000 enterprises registered for new establishment and returned to operation, up 24.5%, with total additional registered capital of nearly 4.14 quadrillion VND, up 105.34%. Tourism continued to recover strongly; in the first 8 months, it attracted 13.9 million arrivals, up 21.7%. Local authorities at two levels generally operated smoothly; many long-standing projects (nearly 3,000 projects) were focused on handling; administrative procedure reform was promoted.

The Government affirmed that cultural and social fields are focused on, social security is ensured, and people's lives are improved. The rate of households with increased and unchanged income is 96.6%. Since the beginning of the year, 11.3 thousand tons of rice have been supported during Tet, the harvest season, and overcoming the consequences of natural disasters. Social housing construction is being promoted (according to the report of the Ministry of Construction, by July 2025, the whole country has about 700 social housing projects being implemented with a scale of about 650,000 units, of which 146 projects have been completed, with a scale of more than 100,000 units; 144 projects have started construction, are being implemented with a scale of more than 127,000 units; more than 400 projects have been approved for investment policy, with a scale of more than 400,000 units). Organize the opening ceremony of the new school year online nationwide, focused, unified, solemn, economical, and practical.

Along with that, politics and society are stable; national defense and security are maintained; social order and safety are ensured; foreign affairs and international integration are promoted; the country's prestige and position are raised. Two amnesty campaigns with more than 20,000 prisoners have been implemented, demonstrating the humanity and humanity of our Party and State, on the basis of careful consideration and in accordance with regulations. Many international organizations continue to positively and optimistically assess Vietnam's economic situation and forecast that by 2025, Vietnam will be among the top countries with high growth in the region and the world.

Concluding the meeting, Prime Minister Pham Minh Chinh acknowledged and commended all levels, sectors and localities for their outstanding efforts, overcoming difficulties and challenges, achieving important and quite comprehensive results in all fields in the first 8 months of the year, contributing to the successful implementation of the goals for the whole year 2025, the goals according to the Resolution of the 13th National Party Congress and creating momentum for double-digit growth in the coming years, the whole country is ready to enter a new era.

The Prime Minister also frankly pointed out the shortcomings, difficulties, limitations and inadequacies such as: The pressure to direct and manage the macro economy is still great, especially in terms of interest rates, exchange rates, and inflation in the face of external fluctuations; production and business in some areas are still difficult; traditional growth drivers have not met expectations; especially fluctuating gold prices, prices of some commodities need to be managed and controlled more closely; the implementation of the two-tier local government model is sometimes and in some places still inadequate...

According to the Prime Minister, the results achieved were due to the correct and timely leadership of the Central Committee, which was regularly and directly led by the Politburo and the Secretariat, headed by General Secretary To Lam; the coordination, accompaniment and supervision of the National Assembly; the participation of agencies in the political system; the efforts of ministries, branches and localities; the support and active participation of the people and the business community, and the cooperation and assistance of international friends.

After pointing out some lessons learned from practice, the Prime Minister suggested directions for work in the coming time. In particular, the Prime Minister clearly stated the goal of stabilizing the macro economy, controlling inflation, ensuring major balances, promoting GDP growth from 8.3-8.5%; high but sustainable growth, ensuring social security, improving people's material and spiritual life; reviewing the targets of 2025 and the 5-year period from 2021-2025, improving the quality and efficiency of the targets that have been achieved, striving to achieve the targets that have not been achieved; ensuring security, safety, public safety, stability for development, development for stability.

Directing key tasks and solutions, the Prime Minister requested to first focus on careful preparation for the 12th Central Conference, the 10th session of the 15th National Assembly and the Government Party Congress; continue to prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy. Continue to implement proactive, flexible, timely, effective monetary policy, closely and synchronously coordinated with a reasonable, focused and key expansionary fiscal policy.

The Prime Minister requested to control exchange rates promptly, flexibly and effectively; control stable interest rates and the banking system strives to reduce costs to reduce lending interest rates, share with people, businesses and the country; control gold and USD prices according to existing tools, decision-making agencies according to their authority, if anything is needed or lacking, it must promptly report to the Government and the Prime Minister; credit growth must direct cash flow into production and business, improve people's lives, control credit, not let cash flow go into speculation; inspect, check and control banks that only mobilize but do not lend or lend little.

The Prime Minister assigned Deputy Prime Minister Nguyen Hoa Binh to directly direct and the Government Inspectorate to step in to strengthen inspection and examination of the banking sector according to Party regulations and laws, not allowing small violations to become major ones.

The Prime Minister noted that it is necessary to pay special attention to disbursing public investment; mobilizing and leading social investment; and studying the issuance of project bonds. The Ministry of Finance will strengthen the management of state budget revenue and expenditure, striving for a 25% increase in state budget revenue in 2025 compared to the estimate, and striving to disburse public investment capital to reach 100% of the plan.

The Prime Minister requested to focus on renewing traditional growth drivers and strongly promoting new growth drivers. Boosting production, business, export, negotiating and signing new FTAs, especially with the GCC and Mercosur blocs; stimulating domestic consumption, developing the domestic market. Preparing well for the groundbreaking and inauguration of projects on December 19, 2025, including basically completing the Long Thanh International Airport project phase 1.

The Prime Minister directed the drastic, timely and effective implementation of the Politburo's "pillar" Resolutions on science and technology, innovation, digital transformation, law making and enforcement, private economic development and international integration, state economic development, breakthroughs in education and training development, people's health care, etc.; urgently build an international financial center, free trade zones, relevant ministries and agencies urgently complete the Decrees to immediately implement Resolution No. 222/2025/QH15 of the National Assembly, to be completed before September 15.

Ministries, sectors and localities must focus on removing difficulties and obstacles, effectively implementing the two-level local government model. The general spirit is to continue to further promote the work of reviewing, perfecting institutions, decentralization, decentralization, administrative procedure reform, and digital transformation. The Central Inspection Commission has reported, the Prime Minister requested Deputy Prime Minister Nguyen Hoa Binh to direct ministries and agencies with difficulties to implement in accordance with the spirit suggested by the Central Inspection Commission.

Directing the focus on removing difficulties and obstacles for long-standing backlog projects, clearly defining responsibilities and authorities in handling, the Prime Minister requested to focus on more timely and effective implementation of tasks and solutions on: Cultural and social development; environmental protection; natural disaster prevention and control, climate change response; prevention and control of smuggling, trade fraud, counterfeit goods, especially medicines and food; prevention and control of corruption, waste, and negativity; consolidation and enhancement of national defense and security; maintenance of social order and safety; strengthening foreign affairs and international integration.

Noting that the nuclear power project must be approved soon, the Prime Minister assigned Deputy Prime Minister Bui Thanh Son and the Ministry of Industry and Trade, the Ministry of Science and Technology, and the Ministry of Agriculture and Environment to focus on building a strategy for nuclear power development.

Ministries, sectors and localities urgently prepare to implement the Lao Cai - Hanoi - Hai Phong high-speed railway project. Deputy Prime Minister Tran Hong Ha is responsible for directing and preparing for the meeting of the Intergovernmental Committee to promote early progress. The Ministry of Education and Training must focus on building 100 solid semi-boarding and boarding schools in border communes; coordinate with the Ministry of Construction, the Ministry of Finance and localities to start construction simultaneously with the spirit of mainly using the state budget, while mobilizing socialized capital sources.

Directing a number of specific tasks, the Prime Minister emphasized that ministries, branches and localities continue to review and propose amendments to legal regulations on investment, construction, land, etc. to remove bottlenecks and unblock resources; focus on reviewing, cutting and simplifying administrative procedures related to production and business activities, ensuring a minimum reduction of 30% of administrative procedures, 30% of time for implementing administrative procedures, and 30% of compliance costs in 2025, combined with inspection and supervision of implementation; strengthen communication, especially policy communication; summarize good practices, good and effective models.

The Prime Minister also reminded ministers and heads of sectors to focus on law-making work; pay attention to emerging issues and strong fluctuations in the monitoring field; promote the highest sense of responsibility, grasp the situation more closely and firmly, analyze carefully, propose appropriate tasks and solutions, respond to policies promptly, flexibly and effectively; and complete the set tasks and goals./.
