According to the Ho Chi Minh City People's Committee, in recent times, several businesses have been piloting electric four-wheeled vehicles to serve tourists and visitors.
Specifically, from April 2024 to June 2025, Saigon Public Transport Company operated nearly 89,000 trips, transporting over 369,000 passengers. In Ba Ria - Vung Tau province, operators of this type of service also served approximately 5 million passengers by the end of 2024.
However, from January 1, 2025, four-wheeled passenger vehicles must comply with the Road Traffic Law, the Law on Road Traffic Safety and Order, and guiding decrees.
Specifically, current regulations require that this type of vehicle only operate on roads with speed limit signs of 30km/h (for passenger vehicles) or 50km/h (for cargo vehicles).
The Ho Chi Minh City People's Committee clearly stated that this is not feasible in practice, because most roads in the city no longer have speed limit signs below 40km/h, except for some special locations such as on branch A of the Cat Lai overpass and a few areas under construction.
According to the Ho Chi Minh City People's Committee, applying this approach would negatively impact tourism development and limit the use of green transportation, which is suitable for narrow roads and unique areas such as Con Dao and Can Gio.
Therefore, the Chairman of the People's Committee of Ho Chi Minh City proposed that the Prime Minister direct the Ministry of Construction and other ministries and agencies to research and consider amending Decree 165/2024/ND-CP.
Specifically, the regulation requiring speed limit signs of 30km/h or 50km/h for all types of vehicles will be abolished.
The authority is delegated to provincial People's Committees to decide on traffic management plans for four-wheeled motor vehicles, in accordance with the specific conditions of each locality.
Ho Chi Minh City announced that it will coordinate with relevant departments, agencies, and localities to survey and pilot this type of service on several routes, ensuring connectivity between accommodation facilities and tourist attractions, while also applying electronic contracts, cashless payments, and data management through transportation software.
