Attending the meeting were members of the Politburo , members of the Party Central Committee, Deputy Prime Minister, Deputy Secretary of the Government Party Committee, members of the Government, leaders of ministries, branches and agencies under the Government.
At the meeting, the Government listened to reports and discussed: Policy dossier of the Law on Personal Income Tax (replacement); policy dossier of the Law on E-commerce; policy dossier of the Law on Deposit Insurance (amended); policy dossier of the Law on Civil Aviation (amended); draft Law on Civil Judgment Enforcement (amended); draft Law on amending and supplementing a number of articles of the Lawon Education ; policy dossier of the Law on Higher Education (amended); policy dossier of the Law on Vocational Education (amended).
Speaking at the meeting , Prime Minister Pham Minh Chinh stated that this was the first legal thematic meeting of the Government after the Politburo issued Resolution No. 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era and the National Assembly and the Government issued resolutions to institutionalize, concretize and implement Resolution 66 of the Politburo.

The Prime Minister reiterated the view that institutions are the resources and driving force to build and develop the country quickly and sustainably, achieving the GDP growth target of 8% this year and double digits in the coming years, and implementing the two 100-year goals set.
Therefore, ministers and heads of ministerial-level agencies need to continue to pay attention to leadership, direction, and arrangement of competent and qualified personnel, ensuring resources according to regulations, ensuring progress, and improving quality in building and perfecting laws.
Since the beginning of 2025, the Government has reviewed and commented on more than 50 draft laws and resolutions. At the 9th Session of the 15th National Assembly alone, the Government submitted 43 laws and resolutions to the National Assembly, including many particularly important contents that meet practical requirements and create new development momentum.

The Prime Minister commended and highly appreciated the efforts of ministries and branches in drafting and submitting to competent authorities resolutions related to law-making and enforcement, as well as preparing for the 9th Session of the 15th National Assembly, especially the contents for the process of arranging administrative units at all levels and building 2-level local governments.
The Prime Minister clearly stated "6 enhancements" in the viewpoint of directing the development and improvement of laws : (1) Strengthening the leadership of the Party, concretizing the Party's policies and guidelines; (2) strengthening the collection of opinions and absorbing opinions of relevant subjects and affected subjects; (3) strengthening mechanisms and policies to create development and serve the people; (4) strengthening the reduction of administrative procedures, reducing time, costs, and inconvenience for people and businesses, strengthening decentralization and delegation of power along with resource allocation, improving implementation capacity and inspection and supervision; (5) strengthening coordination with the National Assembly, the National Assembly Standing Committee, agencies in the political system and experts and scientists; (6) strengthening adherence to practice, respecting practice, starting from practice, taking practice as a measure.
At the same time, assign work "6 clearly": Clear people, clear work, clear time, clear responsibility, clear authority and clear results.

The Prime Minister requested that in the submission of documents and draft laws for amendments and supplements, it is necessary to clarify the "5 stars": Why are they omitted, why are they improved, why are they added, why are procedures cut, why are they decentralized and delegated. With new laws, it is necessary to ensure the "4 musts": Must thoroughly understand the Party's policies and guidelines; must solve practical problems and difficulties; must satisfy the people's wishes, must seek opinions from experts and scientists; must have sufficient conditions to be promulgated and put into practice.
The Prime Minister also noted that with different opinions from agencies, there must be explanations and opinions from the presenting agency; at the same time, they must be expressed briefly, concisely, and comprehensively.
Commenting on specific contents in the documents and draft laws discussed at the meeting , regarding the policy documents of the Law on Personal Income Tax (replacement), the Prime Minister emphasized the requirement to collect correctly, fully, and promptly, but at the same time, it is necessary to encourage, create development, and facilitate tax payment and refund.

Regarding the policy documents of the Law on E-commerce, the Prime Minister also emphasized the requirement for management to simultaneously promote development; manage in the direction of digitalization, ensuring efficiency; prevent smuggling, counterfeit goods, fake goods, poor quality goods, etc.
Regarding the policy documents of the Law on Civil Aviation (amended), the Prime Minister said that it is necessary to pay attention to clear management, without overlap; promote decentralization and delegation of power; mobilize resources from people and businesses to develop infrastructure.
Regarding the draft Law on amending and supplementing a number of articles of the Law on Education; policy documents on the Law on Higher Education (amended); policy documents on the Law on Vocational Education (amended), the Prime Minister noted that the scale of schools and classes must be increased, branch campuses must be increased; post-inspection must be strengthened; quality must be improved, creating conditions for lifelong learning; professional management must be unified from the central to local levels, but human resource management must be assigned to localities. Regarding vocational training, the Prime Minister noted that whatever people and businesses can do and do better, there must be mechanisms and policies to encourage them; whatever people and businesses cannot do, the State must do.
The Prime Minister requested that the Ministers focus on directing and promptly completing the dossiers and draft laws in accordance with regulations to submit to the National Assembly; assign Deputy Prime Ministers to directly direct the development and completion of draft laws; the Government Office shall preside over and coordinate with relevant ministries and agencies to fully absorb opinions, complete and promptly submit the Resolution of the meeting for unified implementation.
