According to the forecast of the National Center for Hydro-Meteorological Forecasting, around tonight (September 22), storm Ragasa will move into the East Sea (storm number 9 in the East Sea in 2025).
After entering the East Sea, the storm moved faster at a speed of about 20 km/h and maintained a maximum intensity of level 16-17, gusting above level 17 on September 22-23 in the East Sea (wind force equivalent to and stronger than the maximum intensity of typhoon Yagi in 2024), waves over 10m high, rough seas, especially dangerous for ships operating in the northern and central areas of the East Sea.
From September 24, the storm's intensity will gradually decrease. From the night of September 24 to the early morning of September 25, the storm will pass Leizhou Island (China) into the Gulf of Tonkin with the storm's intensity still at level 12-14, gusting to level 15-16. It is forecasted that on September 25, the storm may make landfall directly on the mainland of our country in the area from Quang Ninh to Ha Tinh .
This is a very strong storm (currently reaching super typhoon level and will continue to maintain super typhoon level for the next 2 days when operating in the East Sea), the range of strong winds is very wide, especially need to be careful of thunderstorms before the storm directly affects.
The Prime Minister requested the Ministers of the Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Science and Technology, Education and Training, and Health; and the Secretaries and Chairmen of the People's Committees of provinces and cities from Quang Ngai and up not to be negligent or subjective in organizing the monitoring, updating, and grasping of the storm's developments and the local situation.
Focus on leadership, direction, review, update plans, be ready to immediately deploy response measures to super typhoon Ragasa with the most drastic spirit, early, from afar, proactively respond at the highest level, anticipate the worst scenario to ensure people's lives and safety, limit damage to people's and State's property, and avoid being passive or surprised in any situation.
The Secretaries and Chairmen of the People's Committees of coastal provinces and cities from Quang Ninh to Quang Ngai, especially Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri and Hue, must postpone unnecessary meetings, mobilize the entire political system, focus on leading, directing, implementing and urging the response to super typhoon Ragasa.
In particular, based on the specific situation of risk and level of impact of storms on localities, proactively decide to restrict ships and vehicles from going out to sea, operating at sea or ban the sea when necessary.
Support people in harvesting agricultural products nearing harvest time with the motto "green at home is better than old in the field" to limit damage caused by storms.
Review plans, forces, and means to be ready to organize and deploy evacuation support and relocation of people in unsafe areas before the storm directly affects them, and deploy response, rescue, and relief work when bad situations occur.
The Ministries of National Defense and Public Security direct the implementation of work to ensure safety for military and police forces, vehicles, and equipment.
Direct units located in areas at risk of being affected by storm Ragasa to proactively review plans, arrange forces and means to be ready to support localities in evacuating and relocating residents, responding to storms, and conducting rescue operations when requested.
