To promptly deploy the work of mobilizing, receiving and supporting people affected by storm No. 10, the Standing Committee of the Vietnam Fatherland Front Provincial Committee proposes:

1. Provincial Red Cross Society:

- Take the lead in mobilizing, receiving, and distributing necessities to support affected communes, wards, and people. Based on the specific situation, advise on the timely and appropriate allocation and transportation of necessities.

- Directly and proactively coordinate closely with organizations, individuals, and philanthropists to receive and coordinate the transportation of relief goods, ensuring thoughtfulness and efficiency.

- Immediately purchase essential food and provisions to promptly transport and supply to localities and households that are deeply flooded and have their transportation cut off. The funding source will come from the relief fund in the Provincial Relief Mobilization Committee's account.

2. Provincial Farmers' Association:

- Coordinate with the Provincial Red Cross to effectively receive and distribute necessities to affected communes, wards and people; carefully prepare conditions for gathering relief goods.

- Preside over the synthesis and reporting of the results of receiving and allocating relief goods to the Standing Committee of the Vietnam Fatherland Front Committee of the province.

3. Provincial Police, Provincial Military Command

- Support human resources to receive and distribute relief goods at gathering points.

- In charge of transporting relief goods; at the same time, closely coordinate with the Provincial Red Cross to have a reasonable plan to deploy the transport of relief goods to affected communes, wards and households, ensuring timeliness and safety.

4. The Provincial Federation of Labor, the Provincial Women's Union, and the Provincial Youth Union proactively coordinate and assign cadres, civil servants, union members, and association members to participate in receiving and transporting goods and necessities to affected communes, wards, and people.
