Practice in communes has proven that transferring cadres is not only a temporary solution but also a driving force to increase the operational efficiency of the grassroots government apparatus.
After the merger, Hung Loi commune has a total of 54 cadres and civil servants. Of which, 27 are cadres working in the Party and mass organizations, and 27 are working in the government. Since July, the commune has carried out 6 rounds of staff arrangements, transfers, and rotations. To solve the problem of shortage of professional personnel and enhance the effectiveness of financial work, the commune Party Committee has made a practical decision on transfers. For example, comrade Ta Ngoc Huong, Vice President of the Farmers' Association, is a person with expertise and experience in accounting and treasury work. Recently, she was assigned to do financial and accounting tasks at the Commune People's Committee Office.
The reassignment of cadres according to their capacity and expertise has also been carried out in many localities. Previously, comrade Nguyen Kim Tiep was a cadastral officer of Luc Hanh commune. After the merger, he worked as a specialist at the Party Committee Office. Recognizing comrade Tiep's capacity and expertise, he was recently transferred to the Commune Public Administration Service Center to directly receive land records. Secretary of the Luc Hanh commune Party Committee, Le Quang Toan, affirmed that the transfer aims to ensure that cadres with deep knowledge, capacity, and expertise in specific fields are placed in key positions to best serve the people. At the same time, complex administrative procedures are resolved accurately, quickly, and in accordance with regulations.
Mobilizing, rotating, and seconding commune-level cadres is not only a human resource management solution but also a strategic vision to build a team of "both red and professional" cadres. The work of rotating and mobilizing cadres has been implemented synchronously in many localities. For example, in November, Lung Phin commune organized the mobilization and appointment of 2 cadres; Nam Dan commune announced the decision to appoint additional Party cell members of Party agencies... Thereby demonstrating the attention and careful preparation for cadre work, ensuring the stability and effective operation of the commune-level apparatus.
The flexible rotation and transfer of staff also creates opportunities for the organization to evaluate objectively and multi-dimensionally through actual work performance. This is the premise for discovering, planning, and nurturing potential staff with good qualities for future leadership positions.
With flexibility, science and democracy in the arrangement and use of cadres, localities have created a healthy environment, unleashed resources, and helped cadres maximize their capacity and strengths.
