On August 1st, the Investigation Police Department of Thua Thien Hue province announced that it had issued a decision to prosecute and temporarily detain Dang Quoc Trung (45 years old, residing in Huong Xuan commune, Nam Dong district), Director of Thach Phu Hung Co., Ltd., for violating regulations on research, exploration, and exploitation of natural resources.
According to the case file, on May 17, 2008, Thach Phu Hung Co., Ltd., headed by Director Dang Quoc Trung, was granted a mining license by the Thua Thien Hue Provincial People's Committee, allowing it to extract stone for use as ordinary construction material at the quarry in Ba Tang village, Huong Huu commune (Nam Dong district).

However, during this period, Trung's company was simultaneously carrying out mining operations at the licensed site and illegally mining stone at Xoai Stream and A Ro Stream in Ba Tang village, Huong Huu commune (Nam Dong district).
This company arbitrarily invested in building an electricity system, extending it from the factory area to the Khe Xoai and Khe A Ro areas to establish a stone storage yard. Subsequently, they purchased and leased production forest land from local households in the surrounding area and proceeded to expand roads for vehicles to access and exploit large boulders, transporting them back to the factory for sawing and processing.
Subsequently, from 2011 onwards, even though Thach Phu Hung Company's mining license in Nam Dong District had expired, Trung continued to allow people and equipment to mine minerals in A Ro and Khe Xoai streams. The mining process created deep pits, causing landslides affecting the fields of local households and altering the natural flow of the A Ro stream, directly impacting daily life and causing distress to the people.
Following the incident, the Thua Thien Hue Provincial Police Department's leadership directed the Economic Security Department to verify, investigate, and handle the case.
On April 14, 2022, the Economic Security Department, in coordination with the Nam Dong District Police, the Environmental Police Department, and other relevant units, apprehended a crane truck without a brand name or license plate belonging to Thach Phu Hung Company, which was transporting two monolithic stone blocks weighing over 3 cubic meters each . At the scene, those involved in the quarrying and transportation of the stone could not present any quarrying permits or other relevant documents for this activity.
Through working with Dang Quoc Trung and the company's workers, along with the evidence collected, the police determined that the total volume of stone illegally extracted by Thach Phu Hung Company was 644 m³, equivalent to 500 million VND.
