Great effort

Reporting at the meeting, Chairman of the People's Committee of Thua Thien Hue province Nguyen Van Phuong said that in the first six months of 2023, the province's economic growth rate (GRDP) reached 6.51%, a fairly high growth rate compared to other provinces and cities in the region. In particular, service tourism increased sharply at 8.35%, revenue from tourism reached nearly 3,500 billion VND, 2.5 times higher than the same period. Total social investment capital reached over 13,500 billion VND, an increase of 5% over the same period in 2022; the disbursement rate of public investment capital reached over 40% of the plan. The implementation of three national target programs also achieved results: the whole province had 67/94 communes meeting new rural standards, reaching 71.3%; the poverty rate by the end of 2023 decreased to 2.79%; Vocational training associated with job creation is focused on, in the period of 2021 - 2023, creating jobs for more than 50,000 workers, including 2,098 workers working abroad under contract.

Provincial Party Secretary Le Truong Luu informed that: after 3 years of implementing Resolution 54-NQ/TW of the Politburo on building and developing Thua Thien Hue to 2030 with a vision to 2045, Resolution No. 83/NQ-CP of the Government promulgating the Government's Action Program to implement Resolution No. 54-NQ/TW, the province has achieved many important results.

To concretize the policies of the Central Government, the Thua Thien Hue Provincial Party Committee has also issued action programs and specialized resolutions on building the province into 4 centers: Education - Training, Culture - Tourism, Science - Technology, Health; on sustainable poverty reduction; developing Chan May - Lang Co Economic Zone; digital transformation; on building and developing Phong Dien district; on developing human resources, especially high-quality human resources...

Regarding the urban model orientation in building Thua Thien Hue into a centrally-governed city, by 2025, the province is expected to have nine administrative units: two districts, three towns and four districts. Of which, Hue City will be divided into two districts (the district north of the Huong River and the district south of the Huong River); three urban areas (type IV) of the province including Huong Tra, Huong Thuy and Phong Dien towns; four suburban districts: Quang Dien, A Luoi, Phu Vang, and the newly merged district of Nam Dong and Phu Loc.

Along with that, nearly two years of implementing Resolution 38/2021/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Thua Thien Hue, the Hue Heritage Conservation Fund has been established and operated and has so far received more than 7.5 billion VND from organizations and individuals. In 2023, the Provincial People's Council estimates that the revenue from Hue monument entrance fees will be paid to the budget at 110 billion VND and assigns corresponding investment expenditure estimates to implement monument restoration investment projects. The policy of increasing the outstanding loan balance, with the outstanding loan balance increasing by 40%, the outstanding loan balance of Thua Thien Hue province in 2022 and 2023 will be nearly 3,500 billion VND (an increase of 1,700 billion VND), creating conditions for the locality to continue implementing important projects in the area...

Need to "renew" tourism products

Despite maintaining a fairly good growth rate, Thua Thien Hue is also facing many difficulties in the general situation, in which many of the local tourism strengths have not been fully exploited.

At the meeting, Minister of Culture, Sports and Tourism Nguyen Van Hung also discussed frankly, suggested and gave suggestions to the leaders of Thua Thien Hue province in the development of local culture, sports and tourism. The Minister said that culture and tourism is a comprehensive economy, so he suggested that Thua Thien Hue and the Ministry study and approach tourism in the direction of starting to invest in cultural products.

According to the Minister, it is necessary to recalculate and “renew” the tourism products that Hue still has room to develop, which are: resort tourism and medical tourism, MICE tourism, eco-tourism with the river system, lagoons, and national parks that Hue has. More research is needed to develop these tourism products, not just rely on existing heritage tourism. At the same time, it is necessary to invest in tourism communication.

Minister Nguyen Van Hung also hopes that Thua Thien Hue will boldly propose to the competent authorities to allow the selection of a number of relics to pilot calling for investors to exploit and promote their values. In which, the management form of heritages and relics is still in the direction of national and local relics but the management and exploitation form is of enterprises, thereby there will be suitable cultural products to meet the needs of tourists but still preserve and promote the heritage.

"The National Assembly is assigning the Government to preside over the drafting of the amendment to the Law on Cultural Heritage. Experiences from practice in Thua Thien Hue on related issues need to be boldly commented on," Minister Nguyen Van Hung emphasized.

In addition, Minister Nguyen Van Hung acknowledged the province's recommendations regarding the inclusion of the restoration and embellishment of Hue relics in the National Target Program on Culture. This is a national target program, the Ministry of Culture, Sports and Tourism advises and involves many ministries and branches, so the Provincial People's Committee needs to review and recalculate the list of important and specific projects to propose for inclusion. Currently, the Ministry is focusing on and completing the draft, consulting with localities and experts, and is continuing to consult.

Synchronously deploy solution groups

In his speech, National Assembly Chairman Vuong Dinh Hue highly appreciated the socio-economic development results in the first 6 months of 2023 of Thua Thien Hue, the results of implementing Resolution 54-NQ/TW of the Politburo, Resolution 38/2021/QH15 of the National Assembly... and basically agreed with the directions, goals, tasks and key solutions that Thua Thien Hue province identified in the last months of 2023 and the remaining half of the term.

Overview of the working session

The National Assembly Chairman noted that provincial leaders need to improve the efficiency of management, exploitation, mobilization, allocation and use of economic resources to achieve the goal of building Thua Thien Hue into a centrally-run city by 2025 on the basis of preserving and promoting the values of the ancient capital's heritage and Hue's cultural identity, with cultural, heritage, ecological, landscape, environmentally friendly and smart characteristics.

Regarding the province's proposals and recommendations, after listening to the opinions of representatives of the leaders of the agencies, ministries and branches participating in the working group, the National Assembly Chairman requested the National Assembly Office to synthesize and send them to relevant agencies for research, consideration and settlement according to their authority, ensuring compliance with legal regulations, on the principle of creating conditions and maximum support, contributing to the socio-economic development of the province.

The National Assembly Chairman suggested that the province should prepare well the project to establish a centrally-governed city and submit it to the National Assembly for consideration soon. This is an important issue, and the documents need to be carefully prepared. Among the tasks, removing A Luoi district from the list of poor districts is an issue that requires special attention, this is a political task.

Continue the work of building a clean and strong Party; pay attention to innovative leadership, improve the quality of activities of the Provincial National Assembly Delegation and People's Councils at all levels; effectively contribute to the legislative work of the National Assembly, improve the quality of supervisory activities, pay attention to the National Assembly's programs of activities, especially the National Assembly's supervisory topics in 2023, 2024...
